6/8/1964MINUTES OF THE REGULAR MEETING OF THE -CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA June 8, 1964 The regular meeting of the City Council of the City of'Rolling-Hills was called -to order by -Mayor Van Note at 7:30 P.M.on Monday, June 8, 1964 in the City Hall. ROLL CALL Present: Absent: Others Present: APPROVAL OF MINUTES Councilmen Goodman; Fay., Tourtelot and Mayor Van Note -Councilman Klein City Manager -Clerk Teena Clifton Deputy City Clerk Charlyne Couch City -Treasurer Marion Welch City Attorney.William Kinley.et.al. On motion of Councilman Fay, seconded by Councilman Tourtelot and unanimously carried, the -minutes of the meeting held May 25,.1964 were approved as written. CORRESPONDENCE , ,-The City Clerk presented the following: a) Letter dated May 22, 1964 from Mr. W. C.- Farquhar, :Farquhar, President of the --West Basin Municipal Water District with enclosure.Resolution'No. 4- 64-359 entitled -"A Resolution -Of -The Board Of Directors Of The -West Basin -Municipal Water District Opposing -Secretary of The Interior_- Udall's Modified Pacific Southwest Water Plan And Approving -S2760 As Modification Of Revised Udall Plan To Enlarge Study Area For Regional Supplementation. After discussion the Mayor directed the letter be received and noted. b) Letter dated May 26, 1964 from the Palos Verdes Water Company advising of replacement of water pipe on Portuguese Bend Road at No. 36, with - enclosure sketch map of area to be under con- struction.. After discussion the Mayor directed the letter be. received and noted. c) Lett er'datea May°28, 1964 from Mr. Donald W. Mansfield, City Administrator of the City of Rolling -Hills Estates, California read in full re increasing traffic.at intersection of Palos Verdes Drive North and Rolling Hills Road, and, again.asked as to the possibility of the City 1 1 313 June 8, 1964 ...:.;..of Rolling Hills°S tate-Gas Tax Funds being used for improvement purposes at this intersection. After discussion the Mayor directed the City Attorney to write a letter to the City of Rolling -Hills Estates advising them .of the legal problems .-in using the -Gas Tax�Funds which are on deposit to'the credit of the City of Rolling Hills. d) Letter dated May 25, 1964 from Mr. John A -:'.Lambie, City Engineer, Los Angeles Department of.County Engineer re the 1964 Storm Drain Bond Issue Report with enclosure plan Project No. 6601 listing areas and locations as requested by the Los Angeles County Flood Control District, urging immediate action on this matter. After discussion, the Mayor directed the Manager to,write a letter to -.the County Engineer indicating approval of the project. e) -Directive dated June 5, 1964 from Chief Admini- strative Officer, County of Los Angeles informing the Council that on May 28, 1964 the_Board.of Supervisors adopted County Salary Ordinance to be -effective July 1,-1964 providing 5� per cent salary increase for patrol car uniformed personnel and.that:,accordingly Auditor -Controller has:recom- puted Sheriff's rate to include salary increases with detailed cost breakdown i*. !i ,4P" �'-_`A r dis- cussion the Mayor directed the Manager to find out`what,jthe budgeted amount:will be for the next year. Mayor Van Note stated he would discuss the matter with Planning Commission Chairman Robert M.Gray- with regard to the appointment of anew Commiss- ioner to fill the vacancy created by -Mr. Fay's resignation.- Councilman-Tourtelot moved that the resignation of Mr. Fay as Planning Commission - Member be accepted with regret and that it was his feeling that at no time would he ever feel - .that Mr: Fay would allow any conflict of interests while. serving in the dual capacity of Planning Commissioner and City Councilman. .The motion waS seconded by Councilman Goodman and unanimously carried. The Mayor directed that the letters be received and filed. g) Letter dated June 3; 1964 from the City of E1 Segundo with enclosure Resolution No. 2085 entitled "A Resolution of the City Council of The City of EI Segundo, California, Approving and Endorsing The Pacific Southwest Project Act Proposed By The Six Agency Committee Representing the California Users Of Colorado River Water." After discussion, the Mayor directed that the letter be received and noted. h) Directive dated. May 20, 1964 from the State of California Division of Highways, Department of Public -Works referring to Section 197 of Streets and Highways Code re budget estimated expendi- tures proposed from gas tax allocation accruing to the City, with quarterly payments made to those cities having budget departmental approval prior to June 30, 1964. -After discussion, the Mayor directed the letter be received.and filed. REPORTS OF PUBLIC DEPARTMENTS The City Clerk submitted the monthly crime and accident statistical summary report prepared by the Sheriff's Department, for the month of April, 1964. The City..Clerk then read in full letter dated May 26, 1964 from Captain -E. K. Snover, Commander in Charge of Lennox Sheriff Station with regard to the Delay In Ambulance Service To Scene Of Injury May 2, 1964. : Thet Manager -fidrther"advised -the Council of the emergency Ambulance service firms that would be used for the City of Rolling Hills. After discussion the Manager was directed to.urge,all citizens that in case of an emer- gency to call the Sheriff or Fire Department. -3- .June 8, 1964 NO. . JULY I19-64 ' TO : 'FEBRUARY 29, 1964 Mayor Van Note advised all Councilmen that,they had each received a. copy of the Special Audit Reportlas conducted by Cotton & Francisco - for the -period_'.of.,July 1, 1964 to February 29, 1964 and requested an opinion from-.. -the City ;Attorney°. as to the.- completeness•".of said .report. After- `discussion,. and the' op.in.ion,.of .-the.:.City. Attorney; the Mayor directed 'the .'City- Attorney. to. write .a' letter to Cotton and Francisco, -requesting that­certifica.tion be -.:made by the Auditors to th.e:effect.that the books of the X'ity-, of Rolling Hills as audited represent the financial status of -the City as -of -February 29, 1964. WEST BASIN WATER ASSOCIATION ��. .-Councilman Goodman stated.at the last meeting o;f ,$ e.. Council, the City Manager had beenrequested to 3�tigate membership. procedure re the City of Rolling becoming. a member of the West' Basin Water Associa- tion and.:.i-n .the interim had. received such information and forwarded .to him for study. Councilman Goodman:then stated the City,of Rolling Hills is eligible to become an,a,%socia-te member of the Association, payment of ` dues t&-_S1e' $100.0.0 per year, noting that , if, membership. in the Associapt71on is desired, the City -will ,need. to name- a representative to.s.erve on the Association -directorate. After discussion,.all.,Councilmen-were-in agreement.and the Mayor so directed that the City apply for membership at the beginning of the next fiscal year. Mayor Van Note directed that 'the matter be placed. on .the agenda of the . first' meeting of the Council in .July, 1964. RE: THE -PARKING OF FOR SALE AUTOMOBILES Councilman Tourte.lot.stated that.on this date he had called the Manager's attention to -the fact that there was a-1919 Automobile with For "Sale sign parked ;near the Main Gate, which the Manager had had removed,. and asked if""'this is in violation or if there cadre a restriction against this procedure? There,followgc a discussion during which Councilman Goodman =stated .there might be a violation or restriction which is handled -:-by the Rolling Hills Community Ass.ociation.in �this,,par.ticula,r ' situation. The Mayor directed that"the'Manager nvesti- gate-the.matter. -5- June 8, 1964 PURCHASE OF YIEELD SIGN AT RADAR STATION ENTRY 1 ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman Goodman, seconded by Councilman Tourtelot and unanimously carried that the meeting be adjourned at 8:45 P.M. APPROVED: n Im City Cler4�/ The Manager informed the Council of a request from the 670th Radar Squadron of the United States Air Force with regard to a "Yield"SSign on the access road of the Radar Station on Crest Road. The Manager further stated that she felt the sign fell within the jurisdiction of the City of Rolling Hills. After discussion, the Mayor directed the Manager to provide a "Yield" sign at the access road of the Radar Station. 1 ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman Goodman, seconded by Councilman Tourtelot and unanimously carried that the meeting be adjourned at 8:45 P.M.
