6/22/1964MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA June 22, 1964 The regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Van Note at 7:30 P.M. on Monday, June 8, 1964 in the City Hall. ROLL CALL Present: Councilmen Goodman, Fay (arrived 7:55 P.M.), Klein (arrived 7:40 P.M.), Tourtelot and Mayor Van Note Absent: None Others Present: City Manager -Clerk Teena Clifton Deputy City Clerk Charlyne Couch - City Treasurer Marion Welch City Attorney William Kinley Mrs. Marjorie Hill Chief B. D. Robinson Mrs. Clark Jackson, et. al. APPROVAL OF MINUTES On motion of Councilman Goodman, seconded by Councilman Tourtelot and unanimously carried, the minutes of the meeting held June 8, 1964 were approved as written. CORRESPONDENCE a) Letter dated June 17, 1964 from Anthony Jabuka, 28 Portuguese Bend Road, Rolling Hills requesting the City Council to issue an extension of time for recording of final tract map of parcel 103 of Rolling Hills to June 24, 1965. The Manager fur- ther explained that Sub -Division Ordinance No. 32 makes it unlawful for any person to offer -to -sell or sell any portion of the land to be sub -divided until the Final Subdivision Map is approved by the City. Though Mr. Jabuka has sold a portion of his Subdivision he is attempting to immediately correct this error by having the Final Maps sub- mitted for approval. No building permits will be issued until the Ordinance is complied with, how- ever a time extension is needed. The Manager further stated that time extensions are only granted once and for one year. After discussion, it was moved by Councilman Goodman and seconded by Councilman Tourtelot and unanimously carried that the time extension be granted as requested, and the Mayor so ordered. 1 1 1 319, June 22, 1964 b) Directive dated May 28, 1964 from Chief Admini- d) Letter dated ,lune 17, 1964 from State of Calif- ornia, Department of Public Works, Division of Highways, District VII, referencing City of` Rolling Hills letter requesting .the amount of gas tax funds accrued to date held for the - City of Rolling Hills, -said information listed total available funds of $49,208.64. -The Mayor ordered the letter received and filed. FIRE DEPARTMENT..ACTIVITY REPORT - MAY, 1.964 The City.Clerk submitted the Fire Department Activity Report for the month of May, 1964. Thereafter, Chief B. D. Robinson appeared and: discussed the report stating that he was plea_sed-to report during the past month there was only -a small grass fire.and one, rescue case, and that during the past two months.there have, been no.fires of any consequence..and hope to,continue with 'this rrec-ort.' There follow - eed Y a LLdiscussion during which Councilman Goodman - stated the City has'no "Kathy Fiscus" ordinance, with discussion concerning the hazard to citizens of -the open unfilled swimming pool. Councilman Tourtelot suggested the Manager contact the Bel Air district of the City of Los Angeles with - regard to a study of the manner in which they handled all the similar cases after the Bel Air fire. Mayor Van Note thanked Chief Robinson for his attendance at the meeting. State Employees Retirement System TOTAL DEMANDS TO BE PAID AMOUNT $ 4.00 100.00 4.50 41.40 32.55 256.97 335.90 300.00 21.09 7.50 90.00 191.10 4,190.63 201.04 $ 5,776.68 The motion was seconded by Councilman Fay and carried by the following vote: AYES: Councilmen Goodman, Fay, Klein, Tourtelot and Mayor Van Note NOES: None ABSENT: None CONDEMNATION OF ADMINISTRATION BUILDING The City Attorney reported that at the hearing on motion for new trial held June -17, 1964, the judgment was reduced from $77,996.80 to $65,000.00, and defendant was given ten (10) days to either accept the reduced judgment amount, or motion for new trial would be granted. There followed a discussion after which it was moved by Councilman Goodman and seconded by Councilman Tourtelot and unanimously carried that the City Attorney be instructed to*contact a bank and ascertain what resolutions and forms were necessary to borrow one-half of the anticipated revenue for the year 1964-65. Mayor Van Note `advised that the City Manager is presently preparing an estimated expenditure report for the first six (6) months of the fiscal year 1964-65. -3- i 1 1 321 June 22, 1964 VIOLATIONS OF SUBDIVISION ORDINANCE NO. 32 The Manager read in full the portion of the Subdivision Ordinance No. 32, Article II, Penal Provisions and Civil Penalties with regard to the selling of any lot or parcel of land until all the requirements of Article XV of this Ordinance shall have been complied with, and then presented a residents listing of property for sale which she had acquired, and advised of the fact in the Ordinance of the heavy penalty payment imposed on persons in violation of Ordinance No. 32. The Manager then stated that there was a Real Estate Listing service that she believed could be ob- tained for a nominal amount per month that would alert the City to such violations, but could further be very valuable in keeping our resident address listings current, as well as the tax rolls for the Rolling Hills Community Association. Councilman Goodman stated it seemed advisable to also write letters to the Board of Realtors of the area and to the Building Department in Lomita. The Mayor directed the Manager to contact the owner of the subject property and advise them of this violation. -4- COTTON & FRANCISCO N SPECIAL AUDIT REPORT JULY 1, 1961 TO FEBRUARY 29, 1964 The City Attorney stated that he had contacted the Cotton and Francisco offices and that -as requested they will furnish. the Council with the proper form indicating the fin- ancial status of the City of Rolling Hills as of February 29, 1964. PENINSULA WATER STUDY COMMITTEE: Councilman Goodman reported that he had attended Cthe Peninsula Water Study Committee meeting on ,Tune 18, 1964 and there is presently being circulated a request for the X consent of West Basin 'Municipal Water District to the form- ation of the Palos Verdes Peninsula Municipal Water District as required by Sec. 71033 of the Water Code. n APPOINTMENT OF PLANNING COMMISSION MEMBER Mayor Van Note advised that he had been in contact with Mr. Robert M. Gray, Planning Commission Chairman, who had agreed to functioning as a five (S) member Planning Commission, Mayor Van Note then stated he had requested Councilmen to give thought to the appointment of a Planning Commission member to fill the vacancy created by the resig- nation of Commissioner Vernon M. Fay. Councilmen submitted two (2) names to be considered as Planning Commission Member. Mayor Van Note asked continued study of the matter to be held on the agenda.
