0690RESOLUTION NO. 690
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS APPROVING THE REDUCTION OF THE SPEED LIMIT ON
MIDDLERIDGE LANE NORTH.
WHEREAS, the City received a written request from a resident on Middleridge Lane
North requesting a lower speed limit on Middleridge Lane North; and
WHEREAS, members of the Rolling Hills Traffic Commission recommended that the
Rolling Hills City Council authorize an engineering and traffic survey for speed zoning on
Middleridge Lane North; and
WHEREAS, members of the Rolling Hills City Council approved preparation of an
engineering and traffic survey which was completed and presented to the Rolling Hills
Traffic Commission on August 7, 1992; and
WHEREAS, members of the Traffic Commission recommended that the City Council
approve the recommendation of the Deputy Traffic Engineer to reduce the speed limit on
Middleridge Lane North to 20 miles per hour and to visibly post said speed limit; and
WHEREAS, members of the Rolling Hills City Council approved the
recommendation of the Rolling Hills Traffic Commission at the regular City Council
meeting held Monday, August 24, 1992.
NOW, THEREFORE, BE IT RESOLVED by members of the Rolling Hills City
Council as follows:
SECTION 1. The speed limit on Middleridge Lane North is hereby established at
20 miles per hour pursuant to the recommendation of the Rolling Hills Traffic Commission
and Deputy Traffic Engineer and evidenced in Exhibit "A" attached.
SECTION 2. The City Manager, or designee, is hereby directed to post a 20 mile
per hour speed limit on Middleridge Lane North and provide written notification of such
change of speed limit to residents who reside on Middleridge Lane North.
SECTION 3. The Mayor, or presiding officer is directed to affix her signature to this
Resolution signifying its adoption and the City Clerk is directed to attest thereto and enter
this resolution into the formal book of resolutions of the City of Rolling Hills.
THIS ACTION PASSED, APPROVED AND ADOPTED this 14th day of September,
1992.

Subject: ENGINFEAWG AND TRAFFIC SURVEY FOR
SPEED ZONING ON MIDDIERIDGE LANE NORTH
As requested by ft Traffic Commission at .its May 29, 1992 meeting, an
engineering and traffic surrey for Middleridge Lane North has been completed.
The survey was conducted in response to a request by Mr. Robert W. Moore to
reduce the speed 11mit to 16 mph,.
The reduction in the 25 mph prima facie speed fimit on a reWermaf street can be
accomplished upon the basis of an engineering and traffic survey. An engineering
and traffic survey must include the foQoMng elements:
1. Measurement of prevaJing Speed.
2 Accident history.
3. Roadway characteristics = readily apparent to the motorist.
J,�gTA CQLLECTION
A radar speed survey was conducted on Tuesday, June 16, 1992. This survey
recorded vehicles traveling on Middleridge Lane North between 10 a.m. and 12
p.m. A total of 26 vehicles was observed. The speed of these vehicles ranged
from 15 mph to 29 mph. The majority of vehicles (24 vehicles or 92 percent)
traveled at speeds of 25 mph, or =ess. The 85th percentile speed, or critical speed,
of the 26 vehicles observed was 23 mph. This information ss presented in the
attached figures.

A request was made to the Lomita Sheriff's Station regarding the accident history
on Middleridge Lane from 1989 to the present. Review of their accident records
indicated one accident occurring during this time period on Middleridge Lane
Sput. No accidents were reported on Middleridge Lane North.
Middleridge Leve North varles in width from 14' to 17' along its entire stretch.
There are no curbs, gutters, or sidewalks on this roadway. Eleven homes line the
east side of the roadway. The west side of the roadway is made up of parcels
owned by the residents on the east side and consists of parking areas, stables,
gardens, and shrubbery. There is a single-yeAow, centerline skip stripe on
Middleridge lane North.
The legislature has adopted Section 22358.5 of the California Vehicle Code. This
section clearly states that physical eondtiorts such as width, curvature, grade and
surface corions, or any other corxbon ready apparent to a driver, in the
absence of other factors, would not require special downward speed zoning.
However, conditions which are not ready apparent to the diver such as frequent
mild -block OrMings by pedMnans and equestrians due to the spit of parcels on
Middleridge Lane North would justify special downward speed coning.

The basic fundarnientals for the establishment of speed limits recognize that the
majority of drivers behave in a safe and reasonable mariner, and that the normally
Careful and competent actions of a reasonable diver should be considered legal.
Speed limits established on these fundamentals conform to the Consensus of those
who drive the highway as to what speed Is reasonable and safe, and are not
dependent on the judgement of one or a few individuals. A radar speed survey
is usually used to determine the prevailing speed of reasonable drivers.
It is also generally accepted that speed limits cannot be successfully enforced
without voluntary compliance by a majority of drivers. Consequently, only the
driver whose behavior is clearly out of fine with the normal flow of traffic is usually
considered a violator for enforcement purposes.

Mddleridge lane North is a "quiet" residential street with re-atively light traffic. A
20our traffic volume count was taken and indicated a total volume of 351
vlicles/day. The AM peak hour of this count occurred at 10:15 a.m. The 26
vaNcles observed in the 2•hour period beginning at IO&M, averages about one
or every 5 minims.
The speeds observed on Middlericige Lane North coincide with either a 20 mph or
a 25 mph speed limit. As identified previously, only two vehicles were observed
tooling faster than 25 mph. This indicates that the majority of drivers are in
=V iance with the prima facie speed grit d the roadway. The physKW
conditions of the roadway in regards to frequent mid -bloat pedestrian crossirW
due to the split parcels are not readily apparent to the driver and would dictate a
change in the prima facie speed limit to 20 mph.
