RESOLUTION NO. 699
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS CERTIFYING THE AMERICANS WITH
DISABILITIES ACT FACILITY ACCESSIBILITY SURVEY
AND ADOPTING THE NECESSARY MITIGATION
EFFORTS.
WHEREAS, in August, 1990, President Bush signed the Americans with
Disabilities Act into law; and
WHEREAS, the City Council of the City of Rolling Hills is dedicated to
providing equal access to all of its facilities to residents and clients alike; and
WHEREAS, in the completion of the Americans with Disabilities Act Facility
Accessibility Survey, a number of structural barriers to access have been identified for
mitigation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS AS FOLLOWS:
Section 1. The City Council of Rolling Hills certifies the attached Americans
with Disabilities Act Facilities Accessibility Survey hereto attached as exhibit "A" is made
part thereof.
Section 2. The Mayor, or her authorized representative is hereby authorized
to execute this resolution indicating the certification and the adoption of the Americans with
Disabilities Act Facilities Accessibility Survey by the Rolling Hills City Council.
Section 3. The City Manager is hereby directed and authorized to take any
and all necessary steps for the timely and complete mitigation of all barriers to accessibility.
Section 4. The City Clerk, or his duly appointed Deputy, is directed to attest
thereto, certifying the adoption of Resolution No. 699.

THE CITY OF ROLLING HILLS ON THE 8TH DAY OF FEBRUARY, 1993.

EXHIBIT "A"
THE CITY OF ROLLING HILLS
AMERICANS WITH DISABILITIES ACT
FACILITY ACCESSIBILITY SURVEY
In August, 1990, the Americans with Disabilities Act (ADA) was signed into law. This law
requires that by January 26, 1993, the City examine all programs, activities, practices,
services and facilities and note all deficiencies which need to be addressed for compliance
with this law. As indicated, this survey addresses the deficiencies found in City facilities.
Compliance with ADA Accessibility Guidelines shall be completed upon the completion of
the City Hall Remodel Project.
CITY HALL (#2 Portuguese Bend Road):
1. Replacement of all public/private accesses with handicapped accessible doors.
2. Replacement of door knobs with accessible lever latches (various locations).
3. Modification of one (1) existing storefront door through the modification of the
closure hardware to meet ADA Accessibility Guidelines (counter door).
4. Incorporation of handicapped accessible doorway width in City Hall.
5. Creation of policy to assist hearing/vision/speech impaired individuals full and free
access to all City Agenda, Newsletters, and permit and employment application
processes.
6. It is understood that all bathroom, doorways, entrances, kitchen facilities, and other
appliances within the City Hall will be modified to meet ADA Accessibility
Guidelines upon modification of the existing City Hall Floor/Office plan.
7. Fire extinguishers to be lowered to meet ADA height requirements.
8. Signage:
a. Installation of ADA specified signage noting accessible routes.
b. Installation of ADA specified signage for the restrooms.
9. Installation of toilet paper/toilet seat cover per ADA Accessibility Guidelines.
10. Installation of a handicapped accessible drinking fountain.
11. Installation of handicapped parking stalls and curbside parking cuts as provided in
Hardscape Plan. Installation of handicapped accessible ramp for these parking sites.
TENNIS COURTS (across from #2 Portuguese Bend Road).
The following deficiencies were identified at this facility.
L Installation of an accessible drinking fountain.
2. Widening of tennis court entrance gates to meet ADA entrance requirements.
HORSE RIDING RINGS.
The location of these non -staffed, privately leased facilities are not possible for modification.
However, the City should communicate, in writing, to the tenants the importance of
providing willing and able assistance to those individuals unable to access these facilities.
