7/27/1964MINUTES OF THE REGULAR MEETING OF THE.CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA July 27, 1964 The regular meeting of the City Council of the City of Rolling Hills -was called to order by -Mayor Van Note at 7:30 P.M. on Monday, July 27, 1964 in the City Hall. APPROVAL OF MINUTES On motion of Councilman Tourtelot, seconded by Councilman -.Fay and unanimously carried, the minutes of the meeting held July 13, 1964 .were approved as written. CORRESPONDENCE The City Clerk presented the following: JResolutions (2)., from" cities, of Culver City and Santa Monica entitled "RESOLUTION NO. CS -5105 'A Resolution Of The. After dis- cussion the Mayor directed these resolutions .be received and noted. July 27, 1964 b) Directive not dated from Local Agency Formation Commission advising of "Notice Of Intention To Annex To The Palos Verdes Area Of The Consolidated Sewer Maintenance District" set for hearing before this body on date of August 12, 1964 - 9:00 A.M. After discussion the Mayor directed the matter be received and noted. c) Letter dated July 20, 1964 from County of Los Angeles Office Of Assessor with enclosure pre- liminary,Assessed Value Totals Of The 1964 Local Secured Roll And Unsecured Roll Before Equaliza- tion and Exclusive Of Public Utility Values For Taxing Agency No. 233 01 Rolling Hills Tax Dis- trict #1. After discussion the Mayor directed the matter be received and filed. d) Letter dated -July 6, 1964 from League of Calif- or-nia Cities Los Angeles County Division re "Appointment of your City Representative To City Selection Committee for Purpose of Selecting Four City Directors to the Southern California Rapid Transit District Board" with enclosure documents relating to procedure of selection of member representative, and suggested Resolution enclosed entitled "A Resolution Of The City Council Of The City Of California, Appointing A Member Of Said Council Of Said City To The City Selection Committee Pursuant To Part 3 Of Division 10 Of The Public Utilities Code." After discussion the Mayor directed the City Attorney to draft a similar Resolution to be presented at the Council meeting of August 24, 1964. REPORTS OF PUBLIC DEPARTMENTS After discussion, the following reports were ordered received and filed. County of Los Angeles Pound'Dept.,4th Qtr. -1963-64 County of Los Angeles Health Dept. -Health Index County of Los Angeles Tax Collector re New County Public Health License Fees FIRE DEPARTMENT ACTIVITY REPORT -7 -JUNE, 1964 The City Clerk submitted the Fire Department Activity Report for the month of June, 1964, and new County of Los Angeles FIRE CODE NO. 477, County Ordinance 2947 as amended by Ordinance 8531. Thereafter, Chief B. D. Robinson appeared and discussed the report and the new FIRE CODE of the COUNTY OF LOS ANGELES advising that said FIRE CODE is recognized as the uniform FIRE CODE for the STATE OF CALIFORNIA and has no deficiency points. -2- 1 n 331 July- 27, 1964 Chief Robinson further reported that the weed abatement crews have commended the citizens for the manner in which they have cooperated .in keeping their properties cleared of weeds, etc. The Mayor thanked.Chief Robinson for his attendance at the meeting and directed the Manager to advise the citizens via the Rolling Hills Community Associa- tion Newsletter of the appreciation of the Fire Department for the residents' cooperation in clearing away fire -causing materials. MONTHLY FINANCIAL STATEMENT A Financial- Summary was submitted showing the receipts and disbursements for the month of dune, 1964. The report was accepted and ordered'filed. C C REPORTS OF CITY DEPARTMENTS CC Lam' The report of the City Treasurer was submitted for the month of Jun.e, 1964 which stated that as of dune 30, 1964 the balance in the General Fund was $63,722.48 including $.34,692.75 in U. S. Treasur., Bills; in the Motor Vehicle In Lieu Fund the balance was $14,526.42 including $4,955.95 in U. S. Treasury Bi11s; i -e. the Traffic Safety Fund a balance of ($227.62) and in the Special Deposits Fund a balance of $288.41. The report was approved and ordered filed. r' J PAYMENT OF CITY BILLS The City Clerk presented the register of bills to be allowed for payment. It was moved by Councilman Fay and seconded by Councilman Tourtelot that Demands 1708 through 1721 be approved for payment from the General Fund to wit: NO. Van Note NOES: None ABSENT: None CONDEMNATION OF ADMINISTRATION BUILDING The City Attorney reported that the judgment amount of $65,767.23 had been, paid by the City of Rolling Hills to Palos Verdes Properties a'part--ership before required date of July 20, 1964 and as.soon.as Palos Verdes Properties signs the Receipt and Satisfaction of Judgment.th.e proceeding will be completed. It will then .be necessary to file a Resolution with the Board of Supervisors to*remove the property from the tax rolls. Thereafter, it was moved by Councilman Goodman that the City Attorney pr'or�'ure comprehensive insurancecoverage in the amount of $10,000.00 or. the Administration Building, #2 -Portuguese Bend Road. The. motion was seconded by.Councilman Tourtelot.and unanimously carried. PROPOSED ORDINANCE NO. .55 A? ENUING -TRAFFIC ORDINANCE Councilman Tour.telot advised that he had discussed the matter of the Proposed Ordinance -No. -55 Amending Traffic Ordinance with regard to relocating the trail on Portuguese Bend Road with Councilman./Board Member. Klein, and thereafter recommended that the matter be held for adoption until the Board of Directors of the Rolling Hills Community Association have studied the matter. The Mayor so ordered. PROPOSED ORDINANCE AMENDING POUNDMASTER ORDINANCE The City Attorney advised the Council that he had studied.the matter of the Proposed Ordinance Amending Pound - master Ordinance and that it was the same as previous years. Mr. Kinley said, however, that Rolling Hills had not previously adopted the portion with regard to the impounding of cats. There followed a discussion, after which it was the consensus of opinion of the Council.that the new City`Poundmaster Ordi- nanee should comply in every detail with the County Pound Ordinance. The Mayor so ordered. PROPOSED RESOLUTION AMENDINGSUBDIVISION ORDINANCE The City Attorney advised that the County has now put in anincreased new fee schedule of $100 plus $3.00 per lot for the checking of final maps. Mrs. Clifton stated that Ordinance No. 32 should be amended so that the subdivider will absorb -the additional fee charged. by the County. -Subdivision Committee to check a final map. There followed a discussion -4- 1 1 33 3 July 27, 1964 -5- after which it was moved by Councilman Goodman that the City Attorney be directed to prepare a Resolution amending the Subdivision'Ordinance. The motion was seconded by -Councilman Tourtelot and unanimously carried. The Mayor so ordered, and directed the City Attorney to confer with the City Manager on the matter. WEST BASIN WATER ASSOCIATION Mayor Van Mote advised the Council that Councilman Goodman is presently serving as Director on the Peninsula Water Committee and very qualified for appointment to serve as Director on the West Basin Water Association for the City of Rolling Hills. Thereafter it was moved by Councilman Tourtelot that Councilman Goodman be appointed as Director from Rolling Hills to the West C Basin Water Association.. The motion was seconded by Councilman Fay and unanimously carried. C� COTTON & FRANCISCO - SPECIAL AUDIT REPORT JULY 1., 1963 '10_ FEBR ARY 292-.1964 Mr. Logan Cotton of Cotton & Francisco Offices appeared before the Council and discussed at length the Special Audit Report of.July.1, 1963 to February 29, 1964 stating that all records and accounts were in'good order as the report had stated. Mayor Van Note then. read in, full a query which in brief asked of Mr. Cotton "Are you, as a licensed Public Accountant, satisfied that -Mrs. Stockdale as City Manager had properly accounted for all funds for'which,she was responsible and that she had fully and faithfully discharged her fiduciary obligations to the City of Rolling Hills?" Mr. Cotton then reiterated his Special Audit Report statement that all accounts were in good order and Mrs. Stockdale had clearly and faithfully performed her duties as City Clerk -Manager. There- after it was.moved by Councilman Goodman that the report be accepted and ordered filed. The motion was seconded by.Councilman Tourtelot and unanimously carried and the Mayor so ordered. 1970 COMMITTEE Mayor Van Note advised the Council that at the last meeting of the Council he had requested all Councilmen .to give some thought'to the appointment of a member of -the Council to serve on the 1970 Committee. Councilman Goodman stated it might be well to appoint a citizen who might be an Attorney.in view of the many legal aspects relative to a study of this nature. There- after, Mayor Van Note appointed Councilman Goodman to serve.on the 19,70 Committee as a representative of the City Council. Mayor Van Note.further advised that the Committee would be composed of five members., one -member from the City Council, one member from the Association, one member from the City Planning Commission and two members -at -large. Mr. F. W. Hesse appeared and stated the Associa- tion would be happy to appoint a member to serve from the Board of Directors. -5- 3-34 July 27, 1964 ADMINISTRATION BUILDING COMKITTEE Councilman Tourtelot suggested that it might be well to form a Master Planning"Committee with regard to planning and usage of the Administration. Building, #2 Portuguese Bend Road. After discussion, the Mayor. appointed Councilman.Tourtelot to serve on the Administration Building Committee and asked Associa- tion President., Mr. F. W. Hesse., who was present at the meeting, if he would appoint someone from the Board to serve. Mr. Hesse replied that he would and thereafter notify the Council.. PROPOSED ANTI -SLAUGHTER ORDINANCE Councilman. Klein. stated he had beer, asked., to. present a proposed Anti -Slaughter Ordinance which would prohibit the slaughter of animals within. the City.of Rolling'Hills. There followed. a discussion during which -all Councilmen took part with regard to the size of animals in question. Mr.. F'.. W.., Hesse appeared before the Council and stated this Anti -Slaughter Ordinance was needed as a result of an indivi- dual incident wrich dealt with the general welfare. of the community. Coun.cilmar.... Tourtelot then. moved that the City Attorney be instructed to draft an Anti -Slaughter Ordinance with .regard to cattle, sheep, .goats, etc.., The motion was seconded by Councilman Fay and unanimously carried. CITY OF ROLLING HILLS ORDINANCE BOOK RE. INDEXING Councilman Goodman suggested that the City Ordinance Book be brought up to date with regard to indexing of amendments to Ordinances etc. Councilman Goodman stated that he would be willing to.take all the City Ordinances, study them and make margin notations with regard to possible changes and corrections. Mayor Van Note thereafter. appointed Councilman Goodman to study the City Ordinance Book with regard to codifying etc, and the Manager was directed to investigate the cost of codifying the City Ordinances. CONDEMNATION OF EASTFIELD GATE The City Attorney reviewed the matter of the Condem- -nation of Eastfield Gate which had been temporarily held.in abeyance until the Condemnation of Administration Building had been completed. He stated. that with regard to the Eastfield Gate Condemnation, a Resolution had been presented and that Title Insurance & Trust Co. has the matter and thereafter sug- gested that the City of Rolling Hills employ .the services of .an appraiser for the Eastfield Gate Property. There followed a discussion with regard to the status of the Eastfield Gate- house and Councilman Tourtelot advised that an appraisal which was made approximately (5) years ago included the Gatehouse. Thereafter, the Mayor directed the City Attorney to study the matter. -6- 1 1 33,35 July 27, 1964 MASTER PLANNING GROUP FOR MAIN GATEHOUSE AREA Mayor. Van Note advised the Council. that a committee for the Master Planning of the Main -Gatehouse Area should be Ma oz appointed: Thereafter, at -at if -Codne':lmapVC6�odmantthe ap ointed- Councilman Tourtelot to serve on this committee. The motion was seconded by.Coun.cilman Fay and unanimously carried. Mr. F. W. Hesse, President of the Rolling Hills Community Association appeared and stated that Mr. Jay Sullivan would serve on this committee as a representative of the Board. PAYMENT OF FEES INCURRED BY -THE CITY OF ROLLING -HILLS RE CONDEMNATION OF ADMINISTRATION BUILDING The City Attorney inquired as to the payment of the statements for attorneys fees and appraisers fee and.miscellan- eous expenses due and payable incurred by the City of Rolling Hills vs Palos Verdes Properties a partnership SOC 5858 which were presented to -the Council at their meeting held July 13, 1964. After -discussion, it was moved by Councilman Goodman that these statements as presented by the City Attorney be approved for payment. The motion was seconded by Councilman Fay and unanimously carried.
