07351 RESOLUTION NO. 735 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS FINDING THE CITY TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTING THE CMP LOCAL IMPLEMENTATION REPORT IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089. THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS: WHEREAS, the City Council adopted Ordinance No. 242 on May 24, 1993 that imposed transportation demand and trip reduction. measures; WHEREAS, the Los Angeles County Metropolitan Transportation Authority ("MTA"), acting as the Congestion Management Agency for Los Angeles County, adopted the Congestion Management Program on November 17, 1993; WHEREAS, the adopted CMP requires that MTA annually determine that the County and cities within the County are conforming to all CMP requirements; WHEREAS, the adopted CMP also requires submittal to the MTA of the CMP local implementation report by May 1,1994; WHEREAS, the City Council held a noticed public hearing on April 25, 1994 regarding the CMP local implementation report.; and therefore, In order to further implement Ordinance No. 242, the City Council hereby finds the City to be in conformance with all applicable requirements of the 1993 CMP and hereby adopts the following CMP Local Implementation Report: Section 1. The City has locally adopted and continues to implement a transportation demand management ordinance, consistent with the minimum requirements identified in the CMP Transportation Demand Management Chapter. Section 2. The City has locally adopted and continues to implement a land use analysis program, consistent with the minimum requirements identified in the CMP Land Use Analysis Program Chapter. Section 3. The City has adopted a list of regional transportation improvements implemented by the City as the basis for establishing credits, consistent with the requirements identified in the CMP Countywide Deficiency Plan Chapter. This adopted list is attached hereto as Exhibit A and is made a part of this Local Implementation Report by reference. Section 4. As of June 1, 1994, the City will begin tracking new development activity, consistent with the requirements identified in the CMP. This information will be annually tabulated, as the basis for establishing the City's mitigation responsibility under the Countywide Deficiency Plan. Section 5 The City Clerk shall certify the adoption of this Resolution and shall forward a copy of this Resolution to the LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY. Other City-wide reduction measures to achieve the AQMP local government trip reduction target, shall be publicized by the City of Rolling Hills through an existing bi-monthly newsletter sent to all City residents to encourage the following TDM measures: a. Ride sharing b. Carpooling and Vanpooling d. Telecommuting e. Alternate work week scheduling f. Bicycling g. Other innovative measures. 3. Non -Residential development of 25,000 square feet or more shall be subject to transportation and trip reduction measures contained in Section 17.27 (Additional Development Standards) of the Rolling Hills Municipal Code. 4/25/94 Resolution No. 735 -3-
