MINUTES OF THE
REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
August 10, 1.964
The `regular meeting of the. City Council of the City
of Rolling Hills was called to order by Mayor Van Note at
7030 P.M.,'on Monday, August 10, 1964 in the City Hall.

APPROVAL OF MINUTES
On motion of Councilman Goodman, seconded by Council-
man Tour.telot and unanimously carried, the minutes of the,meeting
held July 27, 1964 were approved as amended.
FINAL MAP - SUBDIVISION NO. 19 - TRACT 29529 — PORTION OF LOT 60 -
ROLLING HILLS TRACT - JACK MALIN, OWNER (FORMERLY STOCKTON)
The City Clerk presented and read in full letter dated_
August 5, 1964 from the City of Rolling Hills Planning Commission
re Subdivision No. 19, Mr. Jack Malin, Owner which advised the
Council that at their meeting held July 29, 1964 the Planning
Commission. examined the final map of Subdivision 19, portion of
'Lo't,60', Rolling Hills Tract and that same meets all requirements
of Subdivision Ordinance 32 and recommended to the City Council
that final map be approved subject to payment of balance of all
fees required by Ordinance No. 32. She then reported that all
fees had now been paid.
Thereafter, the City Clerk presented.Final Map of Sub-
division No. 19, Tract 29529, Portion of Lot 60; Rolling Hills
Tract for review by the Council..e
Discussion followed during which Councilman Goodman
inquired as to the status of the condition of approval of final
map set forth by the Council at their meeting held May 11, 1964,
at which time Tentative Map'of Subdivision No. 19 was approved
subject to owner or owners of said property making application
for annexation. thereof to the Rolling Hills Community Association.

There fol.lowed a general discussion with regard to the
incorporation of additional. wording concerning access from Palos
Verdes Drive East in the Letter to the Rolling Hills Community
Association askin g,for annexation thereto. Mr. Kemp, --was asked
if he;, acting as the.,ggent for the Malins, would agree to ad-
ditional wording and he said he would. Whereupon, the letter
of request to the Rolling Hills Community Association, signed
with the notarized signature of Jack and Jeanette L. Malin was
amended to incorporate the following condition:
."The agreement and Declaration of Restrictions which
will evidence annexation of said property to the
Rolling Hills Community.Association shall be sub-
stantially in the form of Agreement and Declaration
No. 150 and shall contain a provision -that access .to
all roads in the tract shall be only from Eastfield
Drive in a manner provided in connection with the
approval of the tentative map for said Tract, No.
29529 and that there shall never be at anytime any
access from said lots to Palos Verdes Drive East."
Thereafter,,it was moved by Councilman Goodman that
subject to them being submitted to the City Clerk within one
week from the date hereof a-na offer to annex said Tract No. 29529
to the Rolling Hills Community Association in the form by consen-
sus approved at this meeting, signed and acknowledged by the record
owners of said tract, the Final Map of said Tract No. 29529,be and
the same is hereby approved. The motion was seconded by Councilman
Tourtelot and carried by the following roll call vote:

Thereafter, the City Clerk presented and read in full
letter dated "received July 22, 1964" directed to the Rolling
Hills Community Association which stated that in. -compliance with
the condition set forth by the City Council of Rolling Hills at
their meeting of May 11, 1.964; conditioning approval of Tentative
Map Tract No. 29529 requesting that application be made for annex-
ation. to the Rolling Hills Community Association by the owner or
owners of the subject property and thereafter requesting said
annexation, of Lots,l, 2 and 3 of Tract No. 29529 to the Rolling
Hills Community Association with said application to remain in
effect and be binding upon any subsequent owners of the lots in-
volved for a period of one year following approval of final map

of said tract by the City Council. The letter continued that in
so applying it was u,.derstocd that acceptance or rejection by

no effect upon final, approval by the City Council of Tract No.
29529,1 Lot. Split No., 19., Lot 60, Rolling Hills, The letter was

signed by. Jack Malta,, and Jeanette L. Malin. Mr,, Venard E. Kemp,
who was prey«nt at the meeting as a representative of Mr. Jack
Malin, appeared and advised the Council that as a Notary Public
he had witnessed the Malin, signatures as affixed to the letter
requesting ar-.nexation.
There fol.lowed a general discussion with regard to the

re Subdivision. No., 1.3., Mr., Anthony Jabuka, Ower, advising .the
Council that at its meeting heid .:Duly 29, 1964, the Planning
Commission examined final.. map of Subdivision .',To,. 13 and finds
that the same meet -.s all requirements of the -Subdivision Ordinance
and recommends to the City Council. that final. map be approved
subject to 1.) The receipt by Cita Clerk of an approved grading
plan of the property, a!w.d; 2) The certification by Mr. , Charles
Miller that the morume:;.t.s have been set. as shown on. the map in-
accordance

and letter No. 2 re Subdivision No. 1.6, Mr,. Vern Ratliff, Owner,
advising the Council that at its meeting held July 29, 1964 the
Planning Commission examined the final. map of the subdivision
of Lots 9 and 16, George.ff Tract, Subdivision No. 161 finding
that same meets al.l. requirements of Subdivision Ordinance No. 32
and recomme:..�i.ds to City Councii that map be approved subject to:
1) The certification by Mr. Charles Milg.er that monuments have
been set as shown on the map and in accordance with Section 9.02
of .Subdivision Ordinance No. 32.
Thereafter, the.City Clerk presented Final Maps of
Subdivisions 1.3 and 16 for review by the Council. The City
Clerk stated that Mr. Charles Miller had certified on the Final
Map that the monuments had been set and all requirements of the
Subdivision Ordinance No. 32 have been complied with..
There followed a discussion. during which Councilman
Tourtelot noted that Subdivisions Nos. 13 and 16 located in
RAS -5 zone were divided in order -to effect an equalization of
lots to meet the 5 acre minimum.
After discussion, Councilman Goodman,made the summation
that the Council was advised that all necessary conveyances be-
tween the parties to the Jabuka, Ratliff and Denni Subdivisions
have been completed.(and that the easements shown or, the Jabuka
and. Ratliff Final Maps have been conveyed to the Association and
that)the three Subdivisions c Jabuka, Ratliff and Denni have been
approved by the Rolling Hills Coam unity,Association.
The City Clerk read in full letter dated August 10, 1964
from Mr. Johns A.-Lambie,.City-Engineer, County of Los Angeles,
Department of County Engineer, as follows: '

"This is in reference to the final map of the division
of Lot 103 ., Rolling Hills Tract, owned by Mx. Anthony
Jabuka.
The grading plan was submitted for approval, as required
by the Subdivision Committee. It has been checked and
together with a list of corrections was returned to the
.Building and Safety office in Lomita. The plan also was
reviewed by the Engineering Geology Section. However,
they dial n.ot approve the plan and will require a geologic

There followed a discussion. re: Subdivision Nc-a 1.3 during
CSC which. all. Councilmen tock part, after which it was moved by-Council-

The. City .Attorney advised the City Council that in view
of an increase of fees to be charged by the County for checking
final, maps from $75.00 per mpa plus $2..50 per lot to $100000 per
map plus $3.00 per lot it would 'be necessary, if the City is not
-to Lose money on. the processing of final maps, to increase the
fees provided for in connection with the filing of final maps
under. the City's Subdivision Ordinance., He further stated that
the fee charged by the City should be sufficient to cover in
addition to the fees of the County, the overhead costs of the

Mayor Van. Note reported that on this date he and City
,Finance Officer. Councilman .Fay. had conducted a study of the Pro-
posed City Budget for the fiscal. year 1.964-65 and would 'be sending
copies of their 'budget recommendations to them for review.

Councilman Goodman.read in full. the title of the proposed
Ordinance entitled "An Ordinance Of The City Of Rolling Hills, Calif-

The 'Lidensing Of Dogs, And'For The Impounding Of Dogs And Other
Animals" and moved that the reading in full of the -proposed Ordinance

would be favorable for the City of Ro'll.ing Hills to adopt by-ref-
erence

at the next meeting of the Counncil,
MEETING RECESSED
There being no further business to come before the
meeting, the'Mayor recessed the meeting at 9.1.5 P.,M. to re-

The Mayor reconvened the meeting at 9.20 PQM, to
