A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS OPPOSING ASSEMBLY BILL NO. 1680
MANDATING THE ESTABLISHMENT OF HOME ENTERPRISES
IN AREAS ZONED FOR RESIDENTIAL USE
WHEREAS, the City of Rolling Hills is zoned primarily for Residential Use; and
WHEREAS, no commercial businesses, or business zones, exist within the City of
Rolling Hills; and
WHEREAS, the City of Rolling Hills is residentially zoned in order to maintain the
rural surroundings of the City; and
WHEREAS, Assembly Bill No. 1680, introduced by Assemblywoman Debra Bowen,
seeks to impose a state mandated program by requiring that Los Angeles County, and the cities
within the County, shall adopt local ordinances permitting the establishment of home enterprises
in areas zoned for residential use; and
WHEREAS, Assembly Bill No. 1680 erodes local control by dictating local zoning
decisions in all cities within Los Angeles County; and
WHEREAS, local control and local zoning, inherently rests with the local government
elected to make decisions on land use matters.
NOW, THEREFORE, be it resolved by the City Council of the- City of Rolling Hills
as follows:
SECTION 1. Members of the Rolling Hills City Council hereby oppose Assembly Bill
No. 1680 introduced by Assemblywoman Debra Bowen.
SECTION 2. The City Clerk, or duly appointed Deputy, shall transmit copies of this
Resolution to Assemblywoman Debra Bowen, Senator Robert Beverly, Assemblywoman Betty
Karnette, the League of California Cities and the California Contract Cities Association.
SECTION 3. The Mayor, or presiding officer, is directed to affix his/her signature
to this Resolution signifying its adoption, and the City Clerk, or duly appointed deputy, is directed
to attest thereto.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Rolling
Hills on this 9th day of May, 1994.
