Nielsen Margaret -Shafer, Secretary .-VIGO NIELSEN PALOS VERDES PENINSULA UNIFIED SCHOOL DISTRICT Mr. Vigo -Nielsen, School Board -Member, Palos Verdes Peninsula Unified School District, -`outlined the transportation problem.caused.by.the discontinuance' -of school busses and. the ensuing traffic problem _as it-`affectb-' the),City of Rolling -.Hills. He urged the Council to.alert,the residents of the City. -to the need for traffic sa-fety inview of the increase in number of pedestrians, bicycle riders and private automobiles, and directed its attention•..in -particular to . the traffic -on -Palos Verdes Drive North.in.the vicinity of the Main Gate. Councilman.Goodman.inquired into the progress of the plaiiting•along Crest Road to screen -.the -maintenance facilities. Mr: Nielsen stated the Garden -Club of Rolling -Hills had been, - discussing with the school district.administration.the choice of.plants-but did not think the matter was resolved. The City Manager stated she would contact:the Garden Club and the School District and.offer to assist in the matter. Mayor Van..Note thanked .Council of the new transportation -accompanying.problems. Da Robinson.appeared and briefly discussed the Fire -Department Activity Repgrt fo-r-the month of July, 1964, stating:that-although four fires-in..the City:of Rolling -- Hills had..been.reported during the month,.none was of a serious nature. The Mayor directed.the matter be received and noted. f) Letter of August 14, 1964-.from--Warren-.Mo Doran, Chairman, Board°of Supervisors, County of Los Angeles, urging support of resolution .opposing proposal to lower the age .limit from 21 -to 18 for purchase of "alcoholic. beverages.. The Council. was un.animous in voicing --opposi- tion. to,lowerin.g the age limit as proposed, and the Mayor directed the letter be received and noted. g) Letter dated "August "1.1., 1.964 from Department of. En.gin.eers; -Subdivision.-Department, County of "Los Angeles conveying information re required labor and -materials bond for all subdivisions in".amount"of 50 per cent of the estimated -cost of improvements.- Councilman Goodman"moved that City.Attorney.-Kinley"be- requested to draft appropriate amendment to Subdivision Ordinance No. 32 to require such bond. Seconded by Councilman Tourtelot, the motion unanimously,carried, and the Mayor so, directed. h) A.letter (undated) from the Palos Verdes Peninsula Chamber of Commerce requesting nomin.ati,on . for. "Citizen. of the Year" award in..the"Palos Verdes Peninsula.area. The application was given. to"°Mayor Van Note for his consideration and action. i) Quarterly"Bull.etin No. 85 of the Los Angeles. County -Regional Planning Commission, dated July 1., 1964, which reported the population .of Rolling Hills to be 1916, an increase of 15 over the last. quarter. The matter was ordered received and filed, PAYMENT OF BILLS Councilman -fay moved that Demand No. 1736.be paid. and placed on the list of demands for the first meeting in.S.eptember. Um8 Coun.cilman.Goodman.moved the adoption of Ordinance No. 56 entitled "An Ordinance of the City of Rolling Hills, California, Amending Ordinance No.Um8 Providing for a.:Poundmaster, For the Licensing of Dogs, and for the 'Impounding of Dogs `and,Other.An.imals" -4- man.Goodman., Resolution No. 184 entitled "A Resolution .of the City Council of the City of Rolling Hills, California, Fixing .the,Rate of Taxes for. the Fiscal Year Beginning.July 1, 1964 an.d,En.ding June 30, 1965" was adopted by the following vote: AYES:. Councilmen Fay, Goodman., Tourtelot, and Mayot Van Note. NOES: None ABSENT: Councilman Klein Resolution No. 184 is set forth in full in.the Book of Resolutions. SECOND READING AND ADOPTION OF ORDINANCE.NO. 56 AMENDING ORDINANCE NO. Um8 Coun.cilman.Goodman.moved the adoption of Ordinance No. 56 entitled "An Ordinance of the City of Rolling Hills, California, Amending Ordinance No.Um8 Providing for a.:Poundmaster, For the Licensing of Dogs, and for the 'Impounding of Dogs `and,Other.An.imals" -4- August 24, 1964 and the waiver of the reading thereof.- Seconded -by Councilman Tourtelot, the motion carried -by the following vote: AYES: Councilmen.Fay,.Goodman, Tourtelot, and-Mayor,Van-.Note. NOES: None ABSENT: Councilman.Klein. Ordinance No. 56 is set for.th..in.full in.the Book of Ordinances. PROPOSED.ANTI-SLAUGHTER ORDINANCE Councilman.Goodman.stated he was opposed to:the-passing of:an anti-slaughter.ordinance on -.the basis of disapproving of "special circumstance" Laws: He -stated further that the Criminal Code prohibits killing of.animals in a.cruel and -inhuman -:manner. Mayor Van Note requested Councilman Goodman to consult with.the Sheriff regarding applicable existing. -laws and report to the Council. The matter was ordered tabled. TRAFFIC SIGNAL FOR INTERSEGTION:OF PALO_S VERDES DRIVE NORTH AND PORTUGUESE BEND ROAD Councilman.Goodman inquired regarding.progress in obtaining.two second-hand traffic lights for the intersection of.Palos Verdes Drive North and Portuguese Bend Road. It.was stated by.Councilman Tourtelot.that the type they were seeking was the four-way overhead, hanging signal in. use at Sepulveda and Crenshaw Boulevards. The Mayor requested City-Manager"Clifton to:locate two such.four-way signals available for purchase by the City.
