9/14/1964�4 9 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE .CITY OF ROLLING HILLS, CALIFORNIA The regular meeting of the City Council of th& City of Rolling,Hills was called to order by -Mayor Van Note at 7:30 P.M. on Monday, September 14, 1964 in the City Hall. ROLL CALL Present: Councilmen Goodman, Fay, Tourtelot, and Mayor Van Note Absent: Councilman Klein Others Present: City Manager -Clerk Teena Clifton C City Attorney William Kinley Mr. James Ziegler cc X Mr. Joseph Denni Mr.. Raymond Choate APPROVAL OF MINUTES On motion of Councilman Tourtelot, seconded by Councilman Fay, and unanimously carried, the minutes of the meeting of August 24, 1964 were approved as submitted. CORRESPONDENCE . a) Letter dated 8/27/64 from Gordon T. Nesvig regarding Ordinance No, 6544, the Traffic Ordinance, to provide that all buses on County Highways shall. have C.H.P. inspec- tion. After discussion the Mayor directed the letter be received and rioted. Letter dated 8/24/64 from Gordon T. Nesvig stating that the County of Los Angeles will, _when called, render emergency service regardless of location. After discussion the Mayor directed the letter be received and noted, b) Letter. dated 9/.1/64 from Mrs. Pauline H. Brown, Deputy, stating they will. be using the Rolling Hills Community Center on November 3, 1964 at 6:30 A.M. for General Election. After discussion the Mayor directed the letter be received and filed„ c) Letter. from Monte Stram dated September 7, 1964 regarding Ninth Annual Parade Celebration of the Fiesta De Los Serranos, scheduled for 11 A.M., Saturday, October 3, 1964, and extending invitations to the City Council and City Manager to ride in the parade. Council- men stated they would check their calendars and inform the City Manager. September 1.4, 1964 d) Letter from the Commander, 670 Radar Squadron, Major Lawrence Eo Shutte dated September 1, 1964 regarding a tour of their facility on .Crest Road. The Mayor directed the City Manager,to contact the Board of Directors of the Rolling Hills Community Association and the members of other. City Commissions and Association Committees_ and set a date'and time for such a tour. e) Letter from South Bay Engineering regarding Dr. Arthur Sperry will. be tabled until the next meeting. f) Letter from Howard Gardner. dated September 3, 1964 regarding.League of California Cities Annual, League Conference, Sunday, October 11, regarding "People to People Program." After discussion the Mayor directed the letter be received and filed. g) Resolutions (2) from City of Industry and the City of Gardeina urging the State Legislature to adopt Legislation. authorizing local control of gambling, The Mayor directed the matter to be received -and noted,. h) Letters (2) from the City of Commerce and Culver City urging support of candidates for appointment as city representative to the Board of Directors of the Southern California Rapid Transit District. Letter (1) from the City of Hawthorne urging support of candidate who is one of three nominees for election to the Rapid Transit District. The Mayor directed the matter be received and noted. i) Letter to the City of Rolling Hills from the City of Rolling Hills Estates with regard to the three attached letters of inquiry regard- ing a cooperative program for the corner of Rolling Hills Road and Palos Verdes Drive North has been sent on -as indicated..- . The City of Rolling Hills. -Estates -would -desire -an -early acknowledgment of Rolling Hills interest in the matter. The City Manager reported that as instructed she had attempted to locate a source for the purchase of several overhead traffic lights pursuant to a conversation between Mayor Van Note -and Mayor Gilmore of Rolling Hills Estates. She reported that she had contacted Cities of Torrance and Long Beach and the Division of Highways with no success and will report.again at the next council meeting. -2- I 1 1 35 1 September 14, 1964 The matter was ordered to be held on the agenda. j) Letter from Robert L. Webb, Jr., Director of Public Works of City of El Segundo, elected Chairman. of the Southwest Area of:Los Angeles County by the Metropolitan Transportation Engineering Board. This area includes the City of Rolling Hills. In order to.accurately reflect the views of all the cities he repre- sents, Mr. Webb would like to receive the Cities? views and comments on all. the outlined ,Q subjects. After discus -cion the Mayor .directed C the letter be received and filed. C `-� k) Letter of resignation from Ch.arl.yn.e Couch to CSC accept employment with the Cit ccPY of Palos Verdes Estates. Councilman Tourtelot moved to accept the resignation and to write a letter to Mrs. Couch thanking her for her services, Motion was seconded by Councilman Goodman and unanimously carried. REPORTS OF CITY DEPARTMENTS Mr. Ziegler of the Peninsula Planning Committee reported on their organization meeting at which a set of by-laws wa's proposed. Mr. Ziegler was appointed temporary chairman of the organization. Councilman Goodman moved an appropriation not to exceed $50 for the fiscal year.1964-1965 for the Peninsula Planning Committee. This move was seconded by Councilman Tourtelot and.was carried by the following roll call vote: AYES: Councilmen Fay, Goodman, Tourtelot, and Mayor Van Note NOES: None ABSENT: Councilman Klein Mr. Ziegler further stated that the committee will be studying the problems that might result from the Palos Verdes State College and the resultant increase in traffic.. SHERIFF S DEPARTMENT The Sheriff's report for.July was presented and Councilman Goodman noted that the number of traffic cita- tions had dropped compared with last year and that the accidents were up as compared to the same period last year. Councilman Tourtelot stated that there always seemed to be this relationship between accidents and tickets. -3- September 14, 1964 Mr. James Ziegler stated that as a resident living near the intersection of Open Brand and Eastfield he wished to register a complaint about the speeding and reckless ' driving at that intersection. After Council discussion the Manager was directed to discuss the entire matter with the Sheriff's Department, and further to request that Captain Snover of -the Lennox Substation be present at the next Council meeting on September 28, to discuss the possibility of contracting.for additional traffic enforcement for the City. FIRE DEPARTMENT The.Manager reported that there were no dwelling fires this month but there have been.several brush fires. The tax rate for the fire district this year is up .02k(,% per hundred dollars assessed valuation. . On motion of Councilman Goodman, seconded by Mayor Van.Note, Resolution No. 185 was adopted by the following vote: AYES: Councilmen Fay, Goodman, Tourtelot, and Mayor Van Note �? The move was seconded. by Councilman Tourtelot and carried by the following roll call vote: AYES: Councilmen Fay, Goodman, Tourtelot, and Mayor Van Note NOES: None ABSENT: Councilman Klein RESOLUTION CONCERNING USE OF CITY COUNCIL'CHAMBER AND OFFICE EQUIPMENT Mayor Van Note requested the resolution.be dupli- cated and sent.out and would be acted on at the next Council meeting. After discussion the matter -was ordered tabled. INTRODUCTION OF PROPOSED ORDINANCE ADOPTING FIRE CODE Councilman Goodman introduced and read in full the title of proposed Ordinance No. 57, 'Ordinance Adopting Fire Code for the City of Rolling Hills, California," and moved that reading in.ful.l of the ordinance be waived. He further moved that the public hearing be held on September -28, 1964.in accordance with, Section '50022.3 of the Government Code. The move was seconded 'by Mayor Van Note and carried by.the follow- ing roll, call vote: AYES: Councilmen Fay, Goodman, Tourtelot, and Mayor Van Note.. NOES: None ABSENT: Councilman Klein -5- September 14, 1964 INTRODUCTION OF PROPOSED ORDINANCE NO..- 58 - HEALTH .CODE Mayor Van.Note=introduced an ordinance adopting a health code for the City of Rolling Hills, and moved that the reading thereof be waived. He further,moved that public hearing be held on September.28, 1964, in accordance with Section 50022.3 of the Government Codev. The move -was seconded by Councilman Tourtelot and carried by the follow- ing roll call vote: AYES: Councilmen -Fay, Goodman, Tourtelot, and Mayor Van Note NOES: None ABSENT: Councilman Klein PROPOSED.ORDINANCE AMENDING TRAFFIC.ORDINANCE This matter was ordered tabled. ADMINISTRATION BUILDING, Mf. Kinleya the City Attorney, reported that he had forwarded a -resolution to the County Counsel for trans- fer to the -Board of Supervisors pursuant to the Revenue. and Taxation Code 4986, requesting that any taxes owed by the former owner be transferred to the unsecured tax rolls and -that the current year's taxes be cancelled. AUDIT FOR FISCAL YEAR ENDING JULY 19.6.4 This will be reviewed and put on the agenda for the next meeting. Mayor Van Note moved that C.otton.& Francisco be employed to audit the City 'books for the fiscal year 1964- 1965 for the fee of $300. The move was seconded by Council- man Fay and carried by the following roll call: AYES: Councilmen Fay, Goodman, Tourtelot, and Mayor Van Note NOES: None ABSENT: Councilman Klein FINAL MAP - SUBDIVISION NO. 14 - JOSEPH DENNI_- LOT 104, RH The City Clerk read from the Planning Commission minutes of August 25, 1964: "Mrs. Hill moved that the Planning Commission rec- ommend to the City Council that the final map of Subdivision No. 14.be approved as presented and that the requirements of Item 6 under the heading 20 1 1 September 14, 1964 "Design" of the report of the Planning Advisory Service dated May 8, 1.963, be waived for the reason that.the location ofa future building site on the property.has not yet been determined, and that the City -Engineer be instructed to require that the grading plan and geologic report be submitted and approved prior to a building . permit for a structure on the newly created lot." Thereafter the City.Clerk presented Final Maps of.Subdivision No. 14 for review by the Council. The.City ,Clerk stated that Mr. Charles Miller, Engineer, had certi- fied on the Final'Map that the monuments had been set and all requirements of the Subdivision Ordinance No. 32 have been complied with.. After discussion, Councilman, Goodman made the summation that the Council wag advised that all necessary conveyances between the parties to the Jabuka, Ratliff and Denni Subdivisions have been completed. The three Subdivi- sions - Jabuka,.Ratliff and Denni have been approved by the Rolling Hills Community Association. There followed a discussion re Subdivision No. 14 during which all Councilmen took part, after which it -was moved by Councilman Goodman that the requirement relative to a grading..plan and geological survey as a part of the subdivision be waived and that the final, map as submitted be approved. The motion was seconded by Councilman Tourtelot and carried by the following roll call: AYES: Councilmen Fay, Goodman, Tourtelot, and Mayor Van Note NOES: None ABSENT: Councilman Klein TRAILS ALONG PORTUGUESE BEND ROAD Councilman Goodman stated that it would be well to study the bridle trails along Portuguese Bend Road in more detail, and further to have an engineering firm survey the location of the road at the Fisher house to determine where the -pavement is located with relation to the easement and, if necessary, move the road slightly to the west. After. discussion, the Mayor ordered the matter held on the agenda, ADJOURNMENT, There being no further business to come before the meeting, it was moved by Councilman Tourtelot and seconded by Councilman Goodman and unanimously carried that the meeting -be adjourned at 9:30 P.M.
