A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS APPROVING AN AMENDMENT TO THE
JOINT POWERS AGREEMENT CREATING THE COACHELLA
VALLEY JOINT POWERS INSURANCE AUTHORITY
EFFECTIVE --- 1995.
WHEREAS, the City of Rolling Hills is a member of the Coachella Valley
Joint Powers Insurance Authority; and
WHEREAS, members of the Coachella Valley Joint Powers Insurance
Authority have taken action to create an amendment to the Joint Powers Agreement
establishing the Coachella Valley Joint Powers Insurance Authority as a separate entity no
longer under the administrative and supervisorial control of the Coachella Valley
Association of Governments; and
WHEREAS, the experience of the organization and the expertise of the
Coachella Valley Joint Powers Insurance Authority Board Members supports that the
Authority should be independent.
NOW, THEREFORE, BE IT RESOLVED by members of the Rolling Hills City
Council that pursuant to Article 25 of the Joint Powers Agreement creating the Coachella
Valley Joint Powers Insurance Authority dated July 25, 1985, the City of Rolling Hills
hereby agrees to amend the Joint Powers Agreement as follows:
Section 1. Neither Coachella Valley Association of Governments, its
Executive Committee, or its employees shall have any powers or duties with respect to the
supervision or control of the Authority.
Section 2. Coachella Valley Association of Governments shall continue as
a Member organization with voting rights. Western Riverside Council of Governments
heretofore a Member organization without vote shall hence forth have the vote as any
other Member organization.
Section 3. In lieu dues required to be paid by Member organizations to
Coachella Valley Association of Governments shall remain unchanged, but be phased out,
as follows:
FY 1995-96 -- 100% dues
FY 1996-97 -- 50% dues
Thereafter -- 0% dues
