The regular meeting of the City Council of the City
of Rolling Hills was called to order by Mayor -Pro -Tempore
Goodman at 7:30 P.M. on Monday, September 28, 1964 at the City
Hall.

On motion of Councilman Goodman, seconded by Councilman
Fay, and carried unanimously, the minutes of the meeting of
September 14, 1964 were approved as corrected.
OATH OF OFFICE ADMINISTERED m DEPUTY CITY CLERK
It was moved by Councilman Klein, seconded by Councilman
Goodman, and unanimously approved that Mrs. Margaret Shafer be
appointed Deputy -City Clerk.
Mayor Pro Tem Goodman administered the Oath of Affirma-
tion of Allegiance for Public Officers and Employees as required
by.Article XX, Section 3, of the Constitution of the State of
California, to Mrs. Shafer.
Mrs. Shafer, in the capacity of Deputy City Clerk,
assisted at the Council table in the absence of Mrs. Clifton.

PUBLIC HEARING & ADOPTION OF ORDINANCE NO. 57 m FIRE CODE
Mayor Pro Tem Goodman opened the meeting to a public
hearing duly noticed in accordance with Section 50022.3 of the
Government Code to consider the adoption of Ordinance No. 57
entitled "An Ordinance Adopting a Fire Code for the City of
Rolling Hills, California," and admitted into evidence Ordinance
No. 2947 of the County of Los Angeles entitled "Fire Prevention
Code," as amended by Ordinance No. 8531 of the County of.Los
Angeles, adopting with amendments the 1961 edition. of the
Uniform Fire Code and effective January 5, 1964.
There being no persons appearing at the hearing for
C or against the proposed ordinance, the hearing was declared

Thereafter it was moved by Councilman Klein, seconded
by Councilman Fay, that.Ordinan.ce No. 57 be adopted, and that
reading in full of the Ordinace be waived. Motion was carried
by the following vote:

Ordinance No. 57 is set forth in full in the Book of

PUBLIC HEARING &.ADOPTION OF ORDINANCE NO. 58 - HEALTH CODE
Mayor Pro Tem Goodman opened the meeting to a public
hearing duly noticed in accordance with Section 50022,3 of the
Government Code to consider the adoption of Ordinance No. 58
entitled "An Ordinance Adopting a Health Coda for the City of
Rolling Hills, California."
There being no persons appearing at the hearing for
or against the proposed ordinance, the hearing was declared
closed.
It was moved by Councilman Klein and seconded by
Councilman Fay that Ordinance No. 58 be adopted, and that
reading in full of the Ordinance be.waivedo Motion was carried
by the following roll call vote:

NOES: None
ABSENT: Councilman Tourtelot and Mayor Van Note.

CORRESPONDENCE
The Deputy City Clerk presented the following:
a) Annual League Conference m Notice m (No Date)
regarding registration. for the 66th Annual
Conference of the League of California Cities
scheduled for the week of October 11.
Councilman Klein moved, seconded by Councilman
Fay, that City Attorney, Councilmen, and City
Manager be reimbursed for registration fees if
they attend.
The motion was unanimously carried and the Mayor
Pro Tem so ordered.
b) Letter dated August 24, 1.964 from the Los Angeles
Regional Transportation. Study submitting for con-
sider.Ation and ratification an agreement to
provide organizational. and working arrangements
.for a continuing coordinated comprehensive
transportation planning process in the Los
Angeles Regional. Transportation Study area.
Mr. Goodman recommended that Mr. James Ziegler,.
the City's representative on. the Peninsula
Planning Committee, attend a meeting of the
Transportation Study to obtain more information
about the proposed agreement. Mr, Charles D.
Pratty, resident, urged that the agreement be
rejected because of possible conflict with
existing zoning or4inan.ces, subdivision regula-
tions, and building codes of the City of Rolling
Hills.
After discussion, Mayor Pro Tem Goodman directed
that a copy of the letter and agreement be sent
to Mr. Ziegler, and. that he report his findings
to the Councils Mr. Pratty is to be notified if
this matter is again placed on the agenda.
c) Letter.. from Frank G. Bonelli, Los Angeles Board of
Supervisors, dated September 17, 1964, requesting
the Mayor's support of the storm drain bond issue.
Mayor Pro Tem Goodman directed that the letter be
referred to the attention of the Mayor.
d) Letter from California State Employment Service
dated September 22, 1964, urging observance of
"National Employ the Handicapped Week." Mr.'
Goodman directed the letter be received and
filed.

e) Notices (3) from the Boundary Commission of the
County of Los Angeles of proposed annexations
Nos. 8B, 14A, and 17 to the City of Rolling Hills
Estates. After study of the accompanying maps,
they were ordered received and filed.
f) Copy of letter addressed to Governor Edmund G.
Brown from Jacques Leslie dated September 1,
1964' urging consideration of improvement in
bus facilities to make public transportation more

g) Letter from Mayor Leonard Horwin, City of Beverly
Hills, California, to the Chairman of the Metro-
politan Authority, dated September 23, 1964,
urging study of an airport route from Union
Station to International Airport to facilitate
rapid transit. Letter received and noted.
h) Plan of proposed dressage ring for, City of
Rolling Hills submitted by.William J. McCausland,
After discussion, it was moved by Mr. Klein,
seconded 'by Mr. Fay, and unanimously carried
that the plan be referred for study to the
Committee for Development of Civic Center Property.
i) Letter dated September 21, 1964 from Los Angeles
Junior Chamber of Commerce regarding Transit
Salute luncheon scheduled for Thursday, October 8,
1964. When it was determined that neither
Councilman Goodmao, nor Councilman Fay (the City's
members of the Southern California Rapid Transit
District Board) would be able to attend, Mr. Goodman
directed that the letter be received and noted.
J) Copy of Petition of the 1964 Los Angeles County
_Grand Jury regarding Doctrine of Pre-Emptiona
Councilman Klein moved, seconded by Councilman.Fay,
that City Attorney Kinley be instructed to prepare
a resolution to the State Legislature urging that
the Legislature indicate in every case whether or
not, in.adopting legislation concerning a certain
subject matter, it intends to pre-empt the field
of said subject matterA Motion was unanimously
carried and Mra.Kinley was so instructed.

City Treasurer Marion�Welch presented Financial
Summaries .for the months of July and August 1964 and.Report of

the City Treasurer for the mon.th of August 1964. It was moved by
Councilman Fay, seconded 'by Cou-n.cil.man Klein, and unanimously
carried that said reports be approved and ordered filed.
Sheriff 's. Department
Captain E. K. Snover, Lennox Sheriff's Station., intro-
duced Lieutenant R. P. Owens, newly appointed Administrative
Assistant. Captain Snover outli:ned the increased traffic sensi-
tivity on the peninsula occasioned 'by the population growth-,
Lt. Owens reported on. the stepped-up traffic control in, the City
and expressed willingness to cooperate with the Council in,
correcting troublesome situations.
At Captain Snover's suggestion, Mayor Pro Tem Goodman,
instructed that the City Manager shall. periodically refer to
Lt. Owens citizen. complaints regarding traffic problems,
Fire Department
. Chief ' B. D. Robinson discussed 'briefly the Fire Depart-
ment Activity Report of August 1964, stating there were two grass
fires and two refuse fires, but no structural loss was incurred.

The Deputy City Clerk presented the register of bills to
be allowed for paymen.t-.' It was moved by Councilman Fay that

Mr. Goodman instructed City Attorney Kinley to investi-
gate the possibility of a lease -purchase arrangement for the con -

PROPOSED ORDINANCE AMENDING TRAFFIC ORDINANCE
This matter was ordered tabled.
FIESTA DE LOS SERR.ANOS
Invitation to the Mayor, City Manager. and Councilmen
to ride as featured occupants in. the automobiles leading the
Ninth Annual Parade Celebration, of the Fiesta De Los Serranos
was extended by the Palos Verdes Peninsula Junior Chamber of
Commerce by letter dated September 7, 1964° Council was informed
that Mayor Van Note had accepted the invitation.
INTERSECTION OF ROLLING HILLS ROAD AND PALOS VERDES DRIVE NORTH
Letter over the signature of William Kinley, City
,Attorney, dated September 25, 1964, and in reply to letter of
September 8, 1964 from the City of Rolling Hills Estates,
regarding a cooperative program for improvement of the above
entitled intersection was read to the Council. Conclusions as
outlined in this letter were that the City of Rolling Hills has
no authority to expend its State Highway Tax Funds on improve-
ments for this intersection until, it complies -with the control-
ling sections of the Streets and Highways Code and, further,
that if these sections were complied with by the City, the
funds expended from the State Highway Tax Fund on private road§
in the City of Rolling Hills would become accessible to the
general publico
SOUTH BAY ENGINEERING CORPORATION - EXTENSION OF TIME ON
RECORD ATION.OF TENTATIVE TRACT NO. -29206 - DR. ARTHUR D. SPERRY
Upon motion. of Councilman Klein, seconded by Council-
man Fay, and unanimously carried, an extension of one year was
granted to the South Bay Engineering Company on the Recordation
of Tentative Tract No. 29206, as requested in their letter of
September 23, 19640
BRIDLE TRAILS
Mr. F. -W. Hesse appeared 'before the Council and
stated that Councilman Tourtelot had in.qu�red regarding the

bridle trails along Portuguese. Bend Road He advised that
the Board of Directors of the Rolling Hills Community Associa-
tion. had received a pr.esentat.ion from Los Caballeros which.
included a map of existing and proposed trails and a master
plan. for future development. There was a discussion period,
following which. the Counc.il deferred any con.:sid.eration of
financial assistance until. a description of the total program
is presented. Mr. o Goodman stated that. the Council's current
interest is primarily :in. the safety of the trails, particularly
with respect to pavement or; the trails.
TRAFFIC CONTROL ON ACACIA ROAD
Mr. Robert Y. Irwin, Chairman of the Traffic Com-
mission of the. City of Rolling Hills, .addressed the Council
relative to parking problems r.e.su:l•.tin.g from use of the. Storm -
McCarthy riding ring on. Acacia Road. The Commiss.i.on recommended
the installation of two signs on, Acacia Roads cn.e north of
the Breitenstein driveway reading "No Parking cr Turn. -Around
on Acacia Road," and .a second sign. on t:h.e opposite side of the
road reading "No Parking on Either Side of Acacia Road" It
was further recommended 'by the Commission. that a third sign
be erected on Acacia Lane midway between. Portuguese Bend Road
and the McCarthy driveway to read "No Parking." After
discussion., it was the consensus of the Council that. the
Traffic Or.din.ance would have. to 'be: amernded to make "'No
Parking" signs effective., and that: such. .restrictions would
result -in. ihconvenien.ce to residents and their guests.
Mr. Goodman inquired as to, possible. commercial
nature of the ri:cng operation, inasmuch as lessons were being
given. by paid .instructors. Mr. Hesse .assured the Council,
that'the riding ring :is highly valued by those who use it
(children from surrounding areas as we'll as those from
Rolling Hills) , and that all are the guests of Mr. McCarthy.
Mr. Fay stated that the complaints to the Council. regarding
traffic, dust:, and l,ac.k of sanitary facilities indicate
that it has become a problem to some residents,
Mayor Pro Tem Goodman ordered the matter held on
the agenda pending further inves tigAtion. of the problem.
TRAFFIC CONTROL - BOWIE & CHUCKWAGON ROADS
Mr. Irwin presented the Traffic Commission's
recommendation that a 00STOP11 sign be erected on :Bowie at
Chuckwagon, and that a sign reading "SLOW - DANGEROUS
INTERSECTION AHEAD11 be ' erect:ed orll' Chuckwagon. north of Bowie
to eliminate hazardous driving conditions. He further
recommended that. the Wei.nan.ds,, l Bowie Road, be requested
to trim their shrubbery wh..ich obscures the view at this
intersection. The Vice Mayor instructed that: the matter
be considered and discussed further at the -next regular
meeting of the Council

The City Clerk was directed to send copies of
the Commission's recommendations to all Council members,
and to reschedule this matter .for the next regular Council
meeting.
PROVISION FOR PAYMENT.OF FEES TO LOS ANGELES. COUNTY
SUBDIVISION DEPARTMENT
Attorney Kinley proposed, to avoid undue delay
in. checking Final. Maps through the Los Angeles County -Sub-
division Department, that provisions be made to make check-
ing fee payments between. Council meetings.

Cc zation for issuance of checks to be signed by the Treasurer
00 or Assistant Treasurer and Mayor or Mayor Pro Tem and
ratified by the Council at the ensuing meeting.
The provision was held on the agenda.
PROPOSED RESOLUTION ESTABLISHING RULES FOR USE OF CITY HALL
Mayor Pro Tem Goodman read the proposed Resolution
entitled "A Resolution of the City Council of the City of
Rolling Hills, California, Establishing Rules for the Use
of the City Hall and City Office Equipment By Residents of
the City."
Mr. Klein moved that action on adoption of the
resolution be deferred until full Council attendance. Mr.
Fay seconded the motion, and it.was unanimously carried.
Mayor Pro Tem Goodman directed that copies of the resolution
be sent to the members of .the Board of Directors of the
Rolling -Hills Community Association for comment.
AMENDEMENT TO ORDINANCE NO. 32 a SUBDIVISION ORDINANCE
After discussion of letter dated August 11, 1964
from Department of Engineers, Subdivision Department, County
of Los Angeles, re labor and materials bond for all sub-
divisions in amount of 50% of estimated cost of improvements,
City Attorney Kinley was requested to draft an appropriate
amendment to Ordinance No. 32 to require such bond.
ADJOURNMENT
There being no further business to come before
the meeting, it was moved by Councilman. Fay and seconded
by Councilman Klein and unanimously carried that the meet-
ing be adjourned at 9030 P.M. to October 13, 1964 at
