A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS, CALIFORNIA ALLOCATING THE CITIZENS
OPTION FOR PUBLIC SAFETY (COPS) FUNDS AND
ESTABLISHING A SUPPLEMENTAL LAW ENFORCEMENT
SERVICES FUND.
WHEREAS, the State of California adopted Assembly Bill No. 3229 (Brulte) as
part of the State budget package; and
WHEREAS, this Bill established the Citizens Option for Public Safety (COPS)
Program and appropriates $100 million from the State General Fund in FY 1996-97; and
WHEREAS, cities within California are eligible to receive these funds to
provide for front line municipal law enforcement services; and
WHEREAS, community crime prevention programs have been identified as
eligible uses of the funds; and
WHEREAS, the Cities of Rancho Palos Verdes, Rolling Hills and Rolling
Hills Estates have jointly approved introduction of a new Special Assignment Deputy/
School District Liaison; and
WHEREAS, the City has received a request to allocate COPS funds to provide
for this new Special Assignment Deputy/School District Liaison; and
WHEREAS, a duly noticed public hearing was held before the Rolling Hills city
Council on September 23, 1996 to consider allocation of COPS funds.
NOW, THEREFORE, MEMBERS OF THE CITY COUNCIL DO HEREBY
RESOLVE AS FOLLOWS:
Section 1. Members of the City Council hereby approve participation in the
Citizens Option for Public Safety (COPS) Program for FY 1996-97.
Section 2. The City Council hereby directs the City Manager to allocate
COPS funds for the new Special Assignment Deputy/School District Liaison.
Section 3. The City Council hereby directs staff to establish a Supplemental
Law Enforcement Services Fund (SLESF) for deposit of the funds to be received from the
County of Los Angeles.
Section 4. The Mayor, or presiding officer, shall affix his or her signature to
this Resolution signifying its adoption by the City Council of the City of Rolling Hills, and
the City Clerk or his duly appointed deputy, shall attest thereto.
PASSED, APPROVED AND ADOPTED THIS 23RD DAY OF SEPTEMBER,
