11/9/1964MINUTES OF THE REGULAR MEETING OF' THE CITY COUNCIL OF U THE.CITY OF ROLLING HILLS, CALIFORNIA November 9, 1964 A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor.PromTempore Goodman at 7:30 P.M. on Monday, November 9, 1964 at the City Hall. ROLL CALL Present: Councilmen Goodman, Fay, Klein, Tourtelot Absent.: Mayor Van Note Others Present: Teena Clifton City Manager William Kinlehy ✓ City Attorney Marion Welch-' `City Treasurer, Ruth Carley '',Secretary. ` Becky Jackson League of Women Voters Delia Wright Beth Ballinger Virginia Doak CORRESPONDENCE The City Manager presented the following: a) Local Agency Formation Commission - Maps of Rolling Hills Estates Annexations 8B, 14A, 17 and hearing notification:. Received and filed. APPROVAL OF MINUTES On motion of Councilman Tourtelot, seconded by Councilman Fay and unanimously carried, the minutes of the meeting of October 26, 1964 were approved as written. REPORTS OF CITY DEPARTMENTS Building Department Monthly Report of Building Activity for October 1964 was ordered received and filed. Sheriff's Department Monthly Rep,ort••of Sheriff's Department for September 1964. -The Maiiager noted'that there had been an error in tabulating traffic citations which indicated a low number of citations. Future records will reflect the correct number so that the City will receive the correct revenue. The Mayor Pro -Tempore ordered the report received and filed, -1- November 9,. 1964 PAYMENT OF BILLS 375 The Manager stated that there were no bills to present. PROPOSED, ORDINANCEAMENDING TRAFFIC ORDINANCE Mayor Pro -Tempore Goodman ordered this matter held over. RESOLUTION TO STATE -LEGISLATURE -o PRE-EMPTION Mayor Pro -Tempore Goodman ordered this matter held over. PAXMENT OF FEES -"TO LOS ANGELES..COUNTY SUBDIVISION DEPARTMENT . .The.:Manager stated that she -"had met with the Subdivision Committee- of•Los Angeles County to study the Rolling Hills C Sub diY s on.Ordinance. Rec.ommeindatibns for changes will be sent to the Counc�i11...in the near -future. "At this same meeting it had be informally agreed that, the Subdivision Committee would proceed to process a subdivision.if the check for the fees have. been deposited with the City. COUNTY -CITY. CONTRACTS - 'AHOLD HARMLESS` AMENDMENT Following discussion, Mayor Pro -Tempore Goodman - ordered thi:s:.matter held over. RUBBISH COLLECTION ; .Mayor Pro-Tempofe Goodman stated that he would like to appoint a committee consisting of Councilmen Tourtelot and Fay to investigate and negotiate a new contract with the -Rubbish .Collector and submit it to -the City Council for approval. Members concurring:,...so ordered. ADMINISTRATION.CENTER Mrs. Beth Ballinger, President of the Rolling Hills Garden Club, commented on:the proposed plans for the new-Admin- is.tration Center, noting that the members of the Garden.and Community Club were ready to help.in any way they c°ould toward this.project. Mayor Pro -Tempore Goodman noted that at the moment itis only in the land planning stage,.then after that we can go into the actual building planning at'which time we will consider the needs of all of our activities in the,City. Mr. -Goodman commented -that the Garden Club will be put on our list of organi- zations.to be notified when this matter,)co_mes up on our agenda and -he.expres.sed the hope.that'the other aetivityjgroups in the City will also -be pre.sent. ... e _ -2- November 99._1964 SOUTHERN CALIFORNIA ASSOCIATION OF:GOVERNMENTS SLAG Following discussion and members of the Council concurring, it was decided that the City of Rolling Hills would not enter into an agreement for_the establishment of this association and be a party -.thereto at this time. The Manager stated -that she would keep the Council informed of the develop- ment of this organizatiori o UNDERGROUND UTILITIES Councilman Tourtelot brought up the subject of under- ground utilities and wondered --if the requirement could not be a part of the building --- regulations'as it is now covered in the Subdivision.Ordinance in Section 7:03 m Article 7. Following discussion, Mayor -Pro -Tempore -Goodman ordered that this matter be referred to the Planni-ng-Gommission for recommendation. Following a- dis cus-sion of a proposed new cable and poles in the Eastfield area; Councilman Tourtelot asked if this matter could be held up pending-a---cost--analysis from the Telephone Company on undergrounding-.--- Mayor Pro -Tempore -Goodman instructed the City Attorney -,to- talk---- to'­Mr.- Le Barronof :General Telephone Company and get a price'on-undergrounding the utilities in this area. Mayor Pro -Tempore -Goodman -continued this matter to an adjourned meeting. on:-Sa.turday, November 14, 1964 at 10000 A.M. TAX -ROLL ITEM City Attorney Kinley noted that he would need permission to eliminate an item.from the tax roll — John Heater ® Cancel erroneous assessment of personal property Boat #19 NS 875, $50 net, Bill #14056535, not owned, possessed or controlled by assessee on lien date. Mayor Pro -Tempore Goodman authorized approval by the City Attorney. ADJOURNMENT There being no -further business to come before the meeting, it was moved by Councilman Tourtelot, seconded by Council- man Fay and unanimously carried that the meeting be adjourned to Saturday,.
