A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS, CALIFORNIA, ADOPTING AN
INDEMNIFICATION AGREEMENT WITH THE SANITATION
DISTRICTS OF LOS ANGELES COUNTY WITH REGARD TO
THE PUENTE HILLS LANDFILL.
WHEREAS, the City of Rolling Hills desires to participate in an
Indemnification Agreement with County Sanitation District No. 2, of the Sanitation
Districts of Los Angeles County and operator of the Puente Hills Landfill; and
WHEREAS, the Puente Hills Landfill is authorized to accept Residential
Waste, but is not authorized to accept Hazardous Waste; and
WHEREAS, experience has shown that the active participation of local
communities can help reduce the risk of illegal disposal of Hazardous Waste into the
residential waste stream; and
WHEREAS, the City has agreed to participate in the County's hazardous waste
program, require waste haulers to implement training programs for their employees,
promote and disseminate public education information to residents, enforce laws
pertaining to hazardous waste disposal, and annually certify full compliance with these
requirements as identified in Section 3 of the Agreement (Exhibit "A"); and
WHEREAS, the City of Rolling Hills and the Sanitation Districts of Los
Angeles County desire to protect the City from incurring the expense of defending
litigation for federal or State "Superfund" liability relating to residential waste from within
the City that is disposed of at the Puente Hills Landfill as described in the attached
Agreement (Exhibit "A").
NOW, THEREFORE, the City Council of the City of Rolling Hills, California,
hereby resolves as follows:
Section 1. Members of the Rolling Hills City Council hereby adopt the
attached Agreement between the City of Rolling Hills and the Sanitation Districts of Los
Angeles County.
Section 2. The Mayor is hereby directed to sign this Resolution, and the
City Clerk, or duly authorized Deputy is directed to attest thereto.
Section 3. The Mayor and City Clerk are hereby directed to affix their
signatures to the attached Agreement (Exhibit "A") entitled, "RESIDENTIAL WASTE
INDEMNIFICATION AGREEMENT, PUENTE HILLS LANDFILL."
Section 4. The City Clerk shall forward a certified copy of this Resolution
and the signed Agreement to COUNTY SANITATION DISTRICTS OF LOS ANGELES
COUNTY.
