A_regular meeting of the City Council of the City of
Rolling:Hills was called to order•by Mayor Van Note at 7:30 P.M.
on Monday, November 23, 1964 at the City Halle

The City Manager presented the following:
a) A.letter dated November 14, 1964 from Caballeros
del Rancho Palos Verdes re improvement and
maintenance costs of rifling ring.. -
Councilman Tourtelot noted that since this had
been.provided for in the budget, he would make
a motion to approve this expenditure of $500000,
seconded by, Councilman Fay and unanimously
carried. '
b) The --.Pacific Telephone and Telegraph Company: Rate
increase. The matter was ordered received and filed.
c) A letter dated November 17, 1964 from Catherine
Champion.requesting a time extension on Subdivision
417. Councilman Tourtelot moved, seconded by
.Councilman -Fay and unanimously carried to approve
a one year time extension on the above.
d) County Engineer John.Lambie re: Amendment to
County Building Code relating to glass doors.
Following.discussion, the matter was referred to
the City -Attorney for study. .Matter to be held on
the agenda. '

e) Letter dated November 20, 1.964 from J. R,,
Passarella, Chief Tai: Division., County of Los
Angeles, re-. Childers, Harold M. and Mary Do
erroneous assessments of personal property
$410 net not owned, possessed or controlled
by assesee on, lien, date. Councilman. Fay
moved,- seconded by Councilman. Klein and
unanimously carried to authorize approval of
cancellation by the City Attorney.
f) The Manager, presented a form agreement m Storm
Drain, Design m from the County of Los A�ageles,
noting that this agreement form could be used if
the Council wished the County to perform said
services for the Flood Control Bond Issue 19640
Mayor Van Note ordered it received and filed.
g) -A letter dated November 20, 1.964
of Highways re. National Scenic
Parkways Study. It was ordered
filed
APPROVAL OF MINUTES
On motion of Councilman Fay, seconded
Tourtelot and unanimously carried, the minutes
November 9 and November 14, 1964 were approved

Following.a discussion relating to a County -City "Hold
NIarmless" amendment, Councilman -.Goodman moved, seconded by
-Councilman-'Tourtelot and unanimously carried to authorize the
Mayor to enter into the ASSUMPTION -OF -LIABILITY AMENDMENT to
.AGREEMENTo'

WATER STUDY
Councilman Goodman stated. that a -,reek ago Thursday the
Water Study Committee started a signatory petition.for the Palos
Verdes Water Company and that the City -of -Rolling Hills will need
about one hundred eighty signatures,. Mr. Go.Odman wished to -bring
some blank petitions to the City Hall in.the morning.for the use
of the Council. Any registered voter dan sign-,-a`e one who
voted in the last General Election.
RUBBISH COLLECTION JN ROLLING HILLS
Councilman Tourtelot reported on the conferencet"he .
and..Councilman Fay had had relating -to rubbish colle.efion and a
new contract. Mr. Tourtelot stated that the Hillside Rubbish
Company has agreed to enter into a contract with the --„City of
Rolling Hills for the collection of rubbish in.the City., for a
period of one year from the termination date of the exiiting
contract with B.K.K. on the same terms and conditions as speci-
fied on the existing contract with B.K.K.
Following.discussion,,Councilman Tourtelot moved,
seconded by Councilman Fay and unanimously carried that .this
contract with Hillside Rubbish -.Company be drawn by -the City
Attorney for approval and execution by the City. of Rolling Hills.
TRAFFIC SIGNAL
City Attorney Kinley read.a letter dated November. 20,
1964 from-.Mra Ho Randall Stoke,. City Attorney for the,. City of
Rolling Hills Estates concerning.the installation.of.an.overhead
traffic signal light at the intersection. of Palos Verdes Drive
North.and Rolling Hills Road. The City.Attorney stated that..it
never had been.the position of the City of Rolling Hills that it
.had no control or -jurisdiction over the intersection. After
discussion.it was agreed.that the City of Rolling Hills should
.contact Rolling Hills -Estates and.ask for information.on.what
the phasing of the signals will.be and.also what the cost.break-
down will.be.for such.an..installationo Members of the Council
agreed . that Rolling. Hills. should cooperate with the --City of
Rolling.Hills Estates but not relinquish.any rights with regard
-to the intersection. Following further .discussion,. Mayor. -Van
Note instructed the -City Attorney to contact Mro.Stoke and
.indicate that the City of Rolling -Hills will pay one fourth -of
installation costs and -also. -one-fourth of the maintenance costs.
,RECESS
At. 8015 P.M. the- Mayor. announced that there would. be- a
short recess and.thereaf.ter the'Council would reconvene in execu-
tive session to discuss -personnel problems. At this point of the
:'.meeting the City Attorney,. City Manager and. Secretary left the
meeting.
