December 14, 1964
A regular meeting of the City Council of the City of
Rolling Hills was called to order by Mayor Van Note at 7:30.P.Mo
on Monday, December 14, 1964 at the City Hallo

Present: Councilmen Fay, Goodman, Tourtelot and
Mayor Van Note
Absent: Councilman Klein

CORRESPONDENCE
The City Manager presented the following:
a) A letter dated December 2,:1964 from South Bay
Engineering requesting a one year time extension
on Tentative Tract No. 29361 (Lot Split No. 18)
Victor Ho Chattene Councilman Goodman moved,
seconded by Councilman Tourtelot and unanimously
carried to grant the time extension requested.
b) The Manager reported the refund in the amount of
-$144°27 from Underwood -Clarke Co. for Comprehensive
Insurance per a revised audit. Mayor Van Note
ordered the report received and filed.
c) The Manager presented a map from the Local Agency
Formation Commission of a proposed annexation to
Palos Verdes Estates. It was ordered received
and filed.
d) A letter dated December 7, 1964 from the Board of
Supervisors enclosing a copy of Los Angeles County's
1965 Legislative Program was presented. Mayor Van
Note ordered both received and filed.
e) The Manager presented a letter from the Secretary,
Planning Commission relating to terms of office for
members of the Commission. Following discussion,
Councilman Tourtelot moved, seconded by Councilman
Fay and unanimously carried that Mrs. Grace Hill

be reappointed to a. four year term from 1964
to 1968.
Mayor. Van Note suggested that as Mr. Robert Mo Gray
wished to be relieved of the chairmanship, Mr.
Raymond Io Mahan be appointed as chairman. .
Councilman Goodman moved, seconded by Councilman
Fay and unanimously carried to approve Mayor Van
Note's recommendation. The letter from the
Planning Commission was ordered received and filed.
APPROVAL, OF MINUTES
On motion of Councilman Goodman, seconded by Councilman
Tourtelot and unanimously carried, the minutes of the meeting of
November 23, 1964 were approved as written.
REPORTS OF CITY DEPARTMENTS
Municipal Court
The fines and forfeitures for the month of November 1964
were in the amount of $106.80 as the City's share.
Sheriff. Department
The Manager presented the Monthly Report for October 1964
and a picture of the Sheriff's Mobile Command Post. They were
ordered received and filed.
Fire Department
The Manager presented the Fire Department Activity
Report for November 1964. It was ordered received and filed.
Councilman. Goodman suggested that the residents be notified through
the Newsletter about the seedling trees distributed by the. Fire
Station each year.
City Treasurer
City Treasurer Marion Welch presented Report of City
Treasurer for month of October, 1964° It was moved by Councilman
Goodman, seconded by Councilman Fay and unanimously carried that
the above report be approved and filed.
Annual City _Clerk's- Report
Councilman Goodman moved., seconded by Councilman Tourtelot
and unanimously carried that the Annual City Clerk's Report for the
Fiscal Year ending Tune 30, 1964 be accepted.

Councilman Goodman moved, seconded by Councilman Tourtelot

and unanimously carried to continue membership in the Contract
City Association®
League of California Cities
The Manager stated that she had received a copy of the
Summary of. Committee Activities of the League of California Cities
and it was available for study.
PANT OF BILLS
Mayor Van Note asked for a recess at 7055 P.M. before
approval of payment of bills. The meeting was reconvened at 8005
P.M.
The City Manager presented the register of bills to be
allowed for payment. It was moved by Councilman Goodman that
Demands No. 1807 through 1817 and Demands No. 1819 through 1825
be approved for payment from the General Fund, that Demands,Noo.�
1818 and 1826 be approved for payment from the Traffic Safety
Fund, and that Demand No, 1827, to United California Bank in the
amount of $10,000000 be prepared and signed to be applied as
payment on the principal amount of loan #100-125-07346 be approved
for payment from the General Fund,to wit:

ADMINISTRATION BUILDING
Mayor Van Note stated that -Mr. Edward.Pearson.is con-
tinuing his survey of the area and that he had no other.inf ormation
at this time. The matter was ordered held on the agenda.
-PROPOSED ORDINANCE AMENDING TRAFFIC ORDINANCE
Councilman.Goodman introduced an ordinance entitled
"An Ordinance of the City Council of -Rolling Hills, California,
Amending Ordinance No. 16 -Entitled 'An Ordinance of the City of
Rolling Hills, California, Regulating.Traffic-Within..Said.City
and Repealing Ordinance No..l and All Other Ordinances in.. -Conflict
Therewith" " and read said ordinance in full.
RESOLUTION NO. 186
Councilman.Goodman introduced..Resolution.No..186 "A
Resolution of the City.Council of the City of Rolling.Hills,
.California re: Pre-emption by Implication.of Municipal Police
Regulations" and read said Resolution in full. Councilman
Goodman then moved, seconded by Councilman Tourtelot, the
adoption of Resolution.No. 186 and carried by the following vote:
AYES: Councilmen_Fay, Goodman, Tourtelot and..Mayor Van.Note
NOES: None
ABSENT: Councilman•.Klein
AMENDMENT TO SUBDIVISION ORDINANCE
The City Attorney stated that the amendment to the
Subdivision Ordinance No. 32 is not ready for consideration. The
Manager stated that the amendments had been sent to the Los Angeles
County Subdivision Department for their comments. The matter was
ordered held on the agenda.
COUNTY: -ENGINEER JOHN LAMBIE RE: AMENDMENT. TO COUNTY:BUILDING
CODE. RELATING TO -GLASS DOORS, ETC.
Following discussion, Mayor Van -Note ordered that this
matter be reviewed and held on the agenda.
RE�OLUTION.NO. 187
Councilman.Goodman stated that the City Manager's
Contract runs out at -the end of the year. Councilman.Goodman
moved, seconded by Councilman Tourtelot that Resolution.No. 187,

entitled «A.Resolution of the City Council of the City of Rolling
Hills Fixing the Compensation of the City Clerk, City Manager and.
the Deputy City. Treasurer for the Calendar Year 1965' be approved.:-
and was adopted by the following roll call votes
AYES: Councilmen Fay, Goodman, Tourtelot and Mayor Van Note
NOES: None
ABSENT: Councilman.Klein
WHEREAS, Teena Clifton is the duly appointed City
Clerk, City -Manager and Deputy City Treasurer of this City, and
WHEREAS, it appears to the City Council that the said
Teena Clifton should have a raise in salary for the calendar
year 1965:
NOW, THEREFORE, BE IT RESOLVED that the compensation to be
paid to the said Teena Clifton for services rendered to the City
of Rolling Hills as City Clerk, City Manager and Deputy City
Treasurer is fixed at the rate of -Three Hundred Fifty and No/100
Dollars ($350000) per month beginning January 1, 1965 and
continuing thereafter at said rate until changed or altered by
resolution of the City Council; and
BE IT,FLIRTHER-RESOLVED that the Mayor shall sign this
Resolution and two Councilmen shall attest and certify to the
passage and adoption thereof.

ADJOURNMENT
The Manager asked that the Council apprise her of
..their -holiday plans to determine vqhether there will be� a
quorum.for th.e December 28th meeting. All of the Councilmen
present stated that due to the hoiday season and priop
commitments, they would not'be able -to attend said meeting;
therefore, Councilman -Goodman moved,, seconded by Councilman
Tourtelot and unanimously carried that the meeting be
adjourned to January 11, 1965 . at T.-H.P.M.
