0830RESOLUTION NO. 830 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA ESTABLISHING A RESERVE ACCOUNT WITHIN THE GENERAL FUND FOR THE CITIZENS OPTION FOR PUBLIC SAFETY (COPS) PROGRAM AND MAKING APPROPRIATIONS THEREFROM. WHEREAS, AB 3229 (Brulte) was enacted as part of the State budget for Fiscal Year 1996-97 and was reauthorized as part of the State budget for Fiscal Year 1997-98; and WHEREAS, this Bill establishes the Citizens Option for Public Safety (COPS) program; and WHEREAS, funds appropriated from the State General Fund will be disbursed to cities in the amount of approximately $2.30 per capita; and WHEREAS, the City of Rolling Hills will receive approximately $4,600 in COPS funding which must be held and accounted for separately from any other City revenues; and WHEREAS, the City Council held a public hearing on November 24, 1997 to consider expenditure of these funds; and WHEREAS, the City Council has found that the expenditure of these funds for Special Assignment Officers is consistent with the requirements of AB 3229. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES HEREBY RESOLVE AS FOLLOWS: Section 1. That there is hereby established within the General Fund a reserve account to be known as the Supplemental Law Enforcement Services Fund (SLESF) for the receipt and disbursement of funds associated with the COPS program. Section 2. That the deployment of two Special Assignment Officers will provide additional front line municipal police services consistent with AB 3229. Section 3. That there is hereby authorized an expenditure of $8,500 during Fiscal Year 1997-98 from the SLESF for two Special Assignment Officers. Section 4. That the balance of the SLESF will be held in reserve unless explicitly authorized for expenditure by the City Council with the exception that these funds may be expended for the provision of Special Assignment Officer services if other anticipated funding is insufficient or unavailable to meet the cost of the program. Section 5. That the City Clerk shall certify to the passage of this Resolution. PASSED, APPROVED AND ADOPTED this 24th day of November, 1997. B.
