Goodman stated that as a possible method of financing construction on and improvement of the City owned property� he had asked Mr, Kinley to investigate the possibility of creation of a non�profit corporation � which could sell bonds carrying tax free in�erest to finance the construction and could enter into a lease purchase agreement with the � City. .
