CORRESPONDENCE The'City-Manager presented the following: a) Final Map --Subdivision 17 --Tract No. 30074. --Catherine Champion. The•Manager read from the minutes of the Planning Commission meeting of January 26, 1965 in which the Com- mission recommended to the City Council the approval of said final.map subject to payment of all fees. Mrs. Clifton stated that all fees had been.paid. It was moved by Councilman.Goodman and seconded by Councilman. Tourtelot that Subdivision #17 - Tract No. 30074 be approved and that the City Clerk be authorized to sign the final map. The motion, was carried by the following.roll call vote: AYES: Councilmen.Goodman, Fay, Tourtelot and.Mayor'Van Note . NOES: None ABSENT: Councilman -Klein 402 Sheriff Department The City Manager presented the Sheriff Department report.for the month of.December 1964. Pound Department The Report.of Activities of the°Pound. Department for the 2nd quarter, 9-1-64 to 12-31-64, was presented. It was ordered received.and filed. Countv Engineer Department The°Manager presented the report for building inspection services from the Department of:County Engineer for the period October 1 to December 31, 1964 and reported that the amount in excess of fees collected over expenses was $506.99. The report was ordered received and filed. PAYMENT OF BILLS The,Manager presented the register of bills to be allowed for payment. It was moved by Councilman Fay that Demands No. 1861 through -1869 in the total amount of $14,261.69 be approved for payment from the General.Fund to wit: -2- February 8; 1965 b) Resolution from Board of.Supervisors re: Smog Control Devices was ordered received and noted. c) M.S...M. Charter'Lines re: 'Application with Public Utilitie&` Commission. Councilman Goodman suggested that this be referred to the:City Attorney. Mayor -'Van -.Note so ordered. d) The -Manager reported on the recommendation from the Plan- ning Comm ission.and.Board of -Directors of the Rollin& -Hills Community Association to approve the name "WAGON"LANE" for the private road -from -Portuguese Bend Road to Lots 103, 104 and 110,.Rolling-Hills Tract, as requested by the Dennis, the Jabukas and the Bears. Following discussion, Councilman Goodman moved, seconded by Councilman- Tourtelot and unanimously carried to approve the private road des- cribed in the notification as "WAGON -LANE" and that the City --Manager notify the proper authorities and the owners of the above properties. AMENDMENT TO SUBDIVISION ORDINANCE NO. 32 The City Manager stated that there was a change in the Los Angeles County Subdivision Department head and we are giving this man an opportunity to comment on the proposed amendment. The Mayor-,'direc_ted that this matter be held on the agenda. COUNTY ENGINEER -JOHN A. LAMBIE RE:- AMENDMENT TO COUNTY:BUILDING CODE.RELATING TO GLASS DOORS ETC. In the absence of the City Attorney who is preparing the above amendment, Mayor Van Note directed that this matter be held on the agenda. COMMITTEE TO AMEND DECLARATION NO. 150 (CARL ALLEN) The City Manager stated that the City Attorney was to make a determination as to whether the terms of this restriction apply to a governmental agency. The Mayor odrered this matter held on the agenda. Mr. Evans answered that It ­would, --not be of value to guess at such a figure, that he could not answer­accursE-efly, Council -man Goodman stated that he C would like to go into the:­methads v-sedlis reassessment. Rolling Hills has its own zoning ordinance strict deed restrictions where a person, can have five- or­nine-­,aeres� which possibly in Torrance could be subdivided but the zoning --an,,d-.,,--:r..es-tr,,i.ct,ions make it impossible in. Rolling Hills and asked if the res.t-r­:beti-;anis and zoning were considered in deter- mining . the value' of a f ive- acre;, �-par.4_',el:., Mr.. Evans stated that --the --buyer and seller make a price which -.,vans­stated that a Person who has ten determines the market value-. -14r ­ E acres in a one acre zone-_ eou-i,-:d..-.po-s-s-lbigsubdivide in. ten one acre sites but due to topography.,.- -L-te. ;-I-ts-w-oul& be cut into eight sites instead. Witb-,regamd ate -view property, the quality of the view, all have an impact -on -market valhue".. Steep slopes make,for privacy in Rolling, Hills-. Councilmah.Tourtelot asked if there are.,any residential areas whichareof higher assessed 'value than Rolling Hills' in the county that he e was talking about land only. Mr. -Evans stated that Rolling Hills is not assessed at a very_ high level, and for that reason is being studied for reassessment. Councilman Tourtelot asked if Rolling Hills will be higher than, Bel. Air. and Beverly Hills. Mr. Evans stated that Bel Air, would be higher, also the Truesdale.Eatates area. Mayor, Van Note asked if a two acre lot comes -up for lot split and is then sold, how does the assessor relate the piece that is sold and the other that is not sold. Mr. Evans stated that if the assessor has done his job correctly it Should be the same before and after. Highest and best use should be two building sites and should have been -5- February 8,:1,965 assessed for two sites He further stated he felt zoning to be of paramount importance. Mr. Allen asked if there will be any gime that 'Rolling Hills residents might be apprised of the .assessment. Mr.. Evans stated that - he will tell Mr. -Watson that at the time the figures are firm to advis--e the Council.. Councilman Goodman. stated that some time ago there was talk that the assessor would notify owners of assessments that had 'been, - changed and asked if that was going to -be done in the county. Mr. -Evans stated that he did not know. The cost would be very great. It was -done in local papers last year; it was much. cheaper than notifying everyone by mail. Councilman. Goodman asked if it was correct that: the assessors look at his house and lot and figure the value' anal determine the -tax evaluation 'of the house and of the land. Mr. Evans stated that :it would be the cost level as of that date; inflation, comes along --there :is -a price inflation level. Councilman. Goodman staged that they ware looking at each property as if it has no house on. it and Mr. -Evans stated that was correct. All land is evaluated as if :it were vacant•, Mrs. Van. -Note asked if there is any property in.Roll.ing Hills that is assessed'as low as 12%. Mr. Evans.stated that he knew of none, that part of the area will be increased this year and part next year. Mrs. Van.Note asked the average assessment' percentage in.-.Rolling.Hills. Mr: Evans stated that some are assessed at 2.5',/x, those which are below must come up and others down. Mayor Van.Note asked if they take into account the age of the home and Mr. Evans stated that they did. Mayor Van.Note asked if they had time to look over all,properties and Mr,.Evans stated that a man from the Assessor's office looks at every property. Mayor'Van Note asked if the restrictions as to what can be done with the ` land are taken into account. Mr. Evans answered that they did but heed copies of any restrictions, ordinances, etc. and asked about trees that obscure the view and whether the owner can cut down. such trees or is he restricted from cutting any trees at all, on this property. Councilman Goodman. suggested that the City Manager be directed to furnish.Mr. Evans with a copy of the Basic Deed.Restriction 150, that as far -as trees are con.cerned; .one must not obscure the view of his - neighbor -but he did not believe there are any restrictions on a person cutting trees on.his-own property. Mr -..Evans stated that if there are pine trees on the property they are considered a -fire -hazard and this would be taken into consideration. Councilman Goodman stated that the market value should certainly take into consideration deed restrictions i and zoning, that market value should reflect subdivision possibilities and if the assessor goes by market value this should be considered fair but any departure from market value creates a dangerous situation. Mayor-'Van.Note thanked Mr..Evans and Mr. Keating for coming and explaining the system of assessment to us. _ -6- February 8, .1965 MENTAL HEALTH I-0 The City Manager reported that she had been. called 'by the Mayor of Hermosa Beach regarding,a mental health facility they are attempting to secure for the South Bay area,, The City of Hermosa Beach could provide facilities on a temporary 'basis and would like a representative from Rolling Hills to serve on a committee to study the problem. Mayor Van Note stated that he would contact several residents concerning their possible participation. GENERAL FUNDS REPORT .Mrs. Clifton explained the report submitted, that this estimated the receipts and expenditures for the remainder of 196465 Fiscal -Year, indicating the dates of repayment of the loan. from United ..California Bank. The report also includes estimates for the 1965-66 (Z Fiscal Year. Mayor Van Note stated that the Council is trying to cc, develop a program to estimate the receipts and expenditures and, as -the X estimate,s become firm, Mrs. Clifton, will continually bring the schedule up to date. ADJOURNMENT There being no further business to come before the meeting it was moved by ' Councilman Goodman, seconded by Councilman Tourtelot and unanimously carried that the meeting be adjourned at 9.45 P.M. .in honor of the late Mayor Roessler, and to reconvene on.
