a) The -City -Manager read a letter from Senator Thomas Rees
dated January 13, 1965 relating to reapportionment and
asking for any comments city officials might have regarding
that subject. Mrs. Clifton also,.presented a letter,con-
cerning reapportionment from the -City of Alhambra' -with a
copy of the minutes of a conference of eleven cities in
the Western San Gabriel -Valley held to discuss this
matter. Following discussion, Mayor Van Note ordered
the letters filed and instructed the City Manager to;keep
the Council informed on any developments with regard to
reapportionment.
Councilman Tourtelot moved, seconded by Councilman Goodman
and unanimously carried that the minutes of January 25, 1965.be"approved
as written and that the minutes of.February 8, 1965 be approved as
corrected.
"SUBDIVISION 020 m MICHAEL NEUSHUL - -LOT 247B -MS -
Mrs. Clifton presented the tentative map of the Michael Neushul
Subdivision #20 and read from the minutes of the Planning Commission
dated January 26, 1965 in which approval was recommended. Following

discussion, Councilman Tourtelot moved, seconded by Council.ma., Goodman
and unanimously carried that said tentative map be approved subject to
the recommendations of the -Planning Commission provided, however, that:
soil tests provided by paragraph 12 of the recommendations of the -City
Engineer. dated January 22, 1965 be made only on.parcel "A".
REPORTS OF CITY DEPARTMENTS
Fire Department
Mrs. Clifton read a letter dated February 1, 1965 from -Los
Angeles County Fire Department, Weed Abatement. -Section, re posting
properties in the -City of Rolling'Hills. Following discussion, the
Manager was directed to include information regarding this matter in
the next'Newsletter.
Chief Robinson presented the -Fire -Department Activity Report
for the month of.January, 1965 and took the opportunity to congratulate
the City -Council on the fact that during January there was not a single
accident in the City and he'felt the citizens should be commended. The
report was ordered received and filed.
City -Treasurer
The -Report of City Treasurer and Financial Summary for the
month of January 1965 was presented. It was moved by Councilman Tourtelot,
seconded by Councilman Goodman and unanimously carried that the above
reports be approved and filed.

STORM STABLE AND TRAINING RING—LOT 169A=MS
Mr. Merritt Morris, architect representing Mr. Walter Storm,
presented a - plot play, and rendering of a proposed stable and. training
ring on property located at Johns Canyon Road, noting that:it would be
a working stable with parking for 20 cars and restroom facilities. Mr.
Morris stated that there would be 18 stalls, a tack room, hay shelter, -
and a three rail fence along Johns Canyon Road with suitable grading to
the property. Mr.. Walter. Storm stated that many people in..,Rolling'Hill.s
have children of riding age and they --need capable instructors - also
there is a great interest in, showing of horses and it is a real job 'to
take children and animals for instruction.
Councilman, Tourtelot asked if this was to be conducted on
the order of the Fl.intridge Club and .Mr. Storm answered "N- o", that he
was providing his own riding ring,, that if people have a horse that
needs training they could bring it in and stable it there and the
training period would be approximately 60 days. Councilman Tour.telot
asked if he would accept memberships and Mr. Storm answered "No",,
however, if he even subdivided his property of approximately 76 acres,
h(� probably would discuss the matter of accepting memberships from
People who buy the subdivided lots„
Mayor Van Note asked the City Attorney if Mr. Storm has to
ask for an exception to the City Zoning Ordinance and Mr. Kinley stated
that Mr. Storm could not build the stable under the present Zoning
Ordinance as all the area is zoned for residential use with the exception
of the C®L zoning on the City property at the -Main Gate.
Councilman Goodman stated that he thought this could be
processed as a Conditional_ Use Permit as it might be considered a
recreation area and recommended to.Mr. Storm that he make application for
a Conditional Use�Permit.to the Planning Commission.
COMMITTEE -TO AMEND DECLARATION NO, 150 (CARL ALLEN)
Mayor Van Note welcomed.Mr. Carl Allen. He stated that though
the Council would be happy to hear any remarks by Mr. Allen with regard
tq this matter of changing the Deed_ Restriction, he would recommend that
the -City Council announce a meeting in the Newsletter at which meeting
any resident in Rolling.Hills could speak for or against this change.'
Mr. Allen stated that he couldn't agree more to hold this
matter over, that he would question whether it is sound for the City
Council at its next meeting -.to dote on signing the document pertaining
to the City property as he felt the Council should hear the expression
of everyone who is concerned one way or another. Mr. Allen stated that,
when the Council makes a decision it should have all the facts - that
whatever decision is made will be for the best of the community and the
subject deserves a public discussion and then a cooling off period.
Mr. Aller stated that the six month period will be up on the 19th of
March and the time could be extended for another six months; he
assumed, that the Board of Directors would not force it prematurely and
it may take more time than to tb.e 19th. Mro Allen went on to say that

he wanted the Council. to understand that this is not an action of a ;
few people who want to subdivide. Mr. Allen stated that r.estri6tibns
are not -the place to control subdivision. He further stated that there
are 77 people who have signed these documents and they have 'been
recorded and there are 10 more in process.; that 106 are needed to -con-
cur to modify the 5 -acres to 1. -acre; that as far as the restrictions
-ire concerned, in removing the 5 -acre requirement it does not mean that
there will be many subdivisions or even encouraging subdivisions - the
main thing is to control.. lot splits; that we don't want a zone change
it should be 5 -acres. Mr. Allen further stated that he hoped itis
clear as far as restrictions are concerned it is inequitable to continue
54acres as the economic conditions require smaller lots.

Councilman Tourtelot asked if 106 people sign this petitions.,
Ohow many will 'be in the 5-acre'zone. Mr. Allen stated that there are
151 ownerships of which 58 are in R -A 5 and 93 in.R-A 1, that 39 signed
from the R -A 5 and 40 signed from the R -A 1,
Councilman Goodman. concurred with Mayor Van Note to table
this matter until.March 8th.. Following discussion, Mayor Van.Note
directed Mrs. Clifton to notify the residents via the Newsletter on
this matter and, if possible, obtain the: use of the Board. Room at the
Admixiistration Center for the meeting of March 8th to accomodate a
larger group.
ADMINISTRATION CENTER
Mayor -Van Note reported that -.Mr. Edward Pearson, has not
completed his plan but hoped to have it very soon.
AMENDMENT TO SUBDIVISION ORDINANCE NO. 32
The City Manager reported that she is still waiting for
'Comments from the Subdivision Department of the County. The matter
was ordered held on the agenda.
ORDINANCE AMENDING ORDINANCE NO. 6
Councilman.Goodman introduced an ordinance and read the title
being "AN ORDINANCE AMENDING ORDINANCE NO. 6, THEE.BUILDING CODE OF THE
CITY OF ROLLING HILLS" and moved that reading in .full. be waived and
that a public hearing be set for March 8, 1965 at 7030 P.M. Seconded
by Councilman Tour.telot and unanimously carried.
COUNTY. -REGIONAL PLANNING RE,. AMENDMENT TO MASTER.PLAN OF
HIGHWAYS (CHANGE IN WIDTH OF CRENSHAW BLVD. 80' TO 1001)
The Manager stated that :she had no further information on this
m4tter. Mayor Van Note ordered the matter held on the agenda.
ZONE CHANGE AT SOUTH GATE -FROM C -R -TO R-4
The Manager stated that Palos Verdes Properties has withdrawn
the Zone Change for the present time from the agenda of Los Angeles

Councilman Tourtelot referred to the memo from t-. e: F1.aianing
Commission. recommending to the . C.ity Council than: it: consider t..he advisa-
bility of requiring all residences in Rolling Hills, existing and
proposed, to install underground utilities if the cost is not prohibitive.
Following discussion, Councilman Goodman agreed to look into the one
adopted by Palm Springs and report back to the Council.: the City,Mariager
was directed by the Mayor to obtain. information from the League of Calif-
ornia Cities on this subject.
RAPID TRANSIT AUTHORITY
Councilman Tourtelot stated that he had attended a meeting
called by the City of Torrance to discuss the Rapid Transit.District
and its impac.t.on the South Bay area, The Mayor directed Councilman
Tourtelot to attend any further meetings. Councilman.Tourtelot stated
that he would report back to the. Council.
EXCESS SPEED
Councilman Tourtelot stated that he had received a number of
complaints regarding excessive speed within the City and wished the
Sheriff to be alerted particularly on . the area f.ron Crest . Road down to
the Main. Gate , Mayor Van. Note directed the Manager to contact the
Sheriff's Department regarding this matter.
STORM DRAIN PROJECT
The -Manager stated that the 1964 Storm Drain Engineering
Agreement between the City and the -.Flood Control District is ready for
Council action, Mr. Kinley stated he had reviewed it and he would
advise execution of the agreement. Mr. Kinley further stated that: the
Flood Control District should be advised that easemen.t:s would have to
be secured from the RollingH.ill.s Community Association. as in the 1958
Bond Issues, Councilman Tourtelot stated that he and the City Manager
had reviewed communications that had been submit:. -ed to the City by
many firms and would recommend that Edward L. Pearson a -ad Associates
be awarded the contract to perform the engineering services for the

1964 Storm -Drains for Rolling Hills. Councilman Goodman moved,
seconded by Councilman-Tourtelot and unanimously carried that the City
Attorney prepare a resolution authorizing the contract with.E. L.
Pearson and Associates for the performance of the Flood Control Project
#6601 within the City and the execution of the Engineering Agreement
with the District.
SIGNAL, MAINTENANCE
The City -Manager reported that the Road Department, acting as
agent for the City of Rolling Hills Estates, had asked if Rolling Hills
would participate in the maintenance cost,of the signal at the inter-
section of Portuguese Bend Road and Palos Verdes Drive North. The cost
of maintaining the signal would be $12 per month as the'City's share of
1/4th of the total cost. Councilman Goodman moved, seconded by Council-
man Tourtelot and unanimously carried to contribute our share not 'to
exceed $12 per month from the Motor Vehicle'ln Lieu.Fund and,to continue
pq at the pleasure of the City Council.

ASSESSOR
The City Manager stated that she had talked with the Assessor's
Office and Mr. Herbert.Evans suggested that during the latter part of
May they could bring the new assessments to the City Office, maps for
the wall, and, during working hours for two or three days, the residents
could come there and ask the Assessor about reassessments and they
would answer any questions the residents might have. Mr,. Evans stated
further that only about half of the City would be reassessed this year..
Following discussion, Councilmen agreed that this would serve a very
useful purpose and -Mayor Van Note suggested that Mr. Philip Watson be
thanked for his assistance in the matter.
STORM STABLE AND TRAINING RING LOT.- .1-6.9. A -MS
The City Attorney brought up the matter of the Storm Stable
discussed earlier in the evening, stating that he did not agree with the
decision that Mr. Storm could go to the Planning Commission and apply
for a Conditional Use Permit, as his interpretation was that the
ordinance would have to be amended to provide under Section 3'.01 that
a Conditional.Use Permit could be granted for recreational purposes
providing that it not be a commercial operation. Following discussion,
Councilman.Goodman moved, seconded by Councilman Fay and unanimously
carried that the City Attorney prepare a resolution of intention to
amend the ordinance to add "Non Commercial Recreational. Use". The
Manager was directed to call Mr. Morris and Mr. Storm and give them
this information since they had already left the meeting.
STRIPING
Councilman.Goodman stated that he would like the City Manager
to have the striping repainted to two lanes outbound at the Main Gate.
Mayor Van Note so ordered.

There being no further business to come before the meeting
it was moved by Councilman:Goodman, seconded by Councilman, -Fay --and
unanimously carried to adjourn the meeting at 10005 P.M. to. Monday,
March 8; 1965 at 7030 P.M. at the Board.:Room of the Administration
Center of the�Palos Verdes Peninsula Unified School District.
