MINUTES OF THE
REGULAR MEETING OF THE. CITY COUNCIL ,OF
THE CITY OF IROLLUNG HILLS, CALIFORNIA
April, 26, 1965
A regular meeting of the City Council, of the City of Rolling
Hills was called to order by'Mayor Van. Note at 7:30 F.M, oxo..Monday,
April 26, 1965 at the City Office.

ORGANIZATION OF COUNCIL
Mayor Van Note stated that the time has come for the election
.of a new mayor and remarked that he had certainly enjoyed the past.year
as Mayor. Mayor Van -Note said that part of the Mayores duties are
attending meetings of various organizations, one being the Sanitation
..District and.another being the South Bay Mayors meetings. He.went o
to say that he had made many contacts with County officials iYn.his
capacity as Mayor and then thanked the members of the City Council f
their confidence and expressed his pleasure in working with. them.
Mayor -Van Note stated that traditionally in.Rolling.Hills there had been
a rotation of Councilmen.for the Mayorship and he felt this was a forwarc
looking policy as it gives everyone an opportunity to demonstrate leader-
ship. Mayor Van -Note then.stated that the chair would entertain nomina-
tions for 19657.66.
Councilman-Tourtelot was nominated for Mayor by Councilman
Fay. There being no further nominations it was moved by Cou-ncilnan. Fay
and seconded .by"Couheilman'. Klein.' that the Clerk be instructed to cast
a unanimous _bl;l,ot.,,in. favor of Councilman. Tourtelot for Mayor; The

to cast a .unadim,ous: ballot_in. favor of Councilman Tourtelot for --Mayor.

Councilman. Goodman. was nosoinated for Mayor Pro Tempore by
Mayor'Tourtelot. Couancilman. Goodma-i declined the nomination. Councilmai
Fay was nominated,..fo. .Mayor. Pro Tempore by Councilman. Klein.: There
being.no further nominations, it was moved by Councilman Van -.Note a
seconded by Cpuncilman Klein that the City Clerk be instructed to.c
a unanimous.ballot for Councilman -.Fay. The motion was unanimously
carried. Thereafter the City Clerk was instructed to cast a unanimo..as
ballot in.favor of Vernom--N. Fay for mayor Pro Tempore.

RE-. APPOINTMENT OF DIRVPTOR TO COUNTY SANITATION DISTRICT
Councilman.Goodman.advised that Mayon Fred Io Tourtelot will
automatically become Director of Sanitation Distract #5. but that it was
necessary to appoint an alternate dixectoro Thereafter Councilman
Goodman moved) seconded by Councilman Van Note and unanimously carried
that Councilman Vernon Me Fay be appointed as alternate director The
Manager was directed to so notify the County Sanitation District

It was moved by Councilman Klein, seconded by Councilman.Fay
and unanimously carried that the minutes of the meeting of April 12', 196
be -approved as'submittedo
CORRESPONDENCE
a) The Manager presented a.Resolution from City of Gardena
re: Southern California Rapid Transit District Financing.
It was ordered received and filed.
b) The Manager presented letters from the Chief Admi3nistrativ
Officer, L„ So Hollinger, dated April 1, 1.965 to the Boar
of Supervisors and from Supervisor Kenneth Hahn to mem-
bers of the City Council, dated April 21, 1965 on.the
subject of Municipal Court Consolidation. Following dis-,
cussion, it was moved by Councilman -Goodman, seconded by
Councilman Klein and unanimously carried that this matter
be received and filed.
c) AB 1254 (Charles Chapel,Assemblyman) was presented and -
Councilman Goodman stated that the proposed bill. is not',
board enough, that it should include any matter covered
by the penal code and he then recommended that support
should be given' to AB 26 and th.et Mr . Kinley share the
views of the Council with Mr. Chapel.
d) The Manager.presented an invitation to participate in
the Third Annual Armed Forces m CivicGolfTournameint
by the U..S.Naval Base, Los Angeles, and stated that
there was a fee of $25.00 required toward the trophy.
Following discussion, it was moved by Councilman Fay.,
seconded by Councilman Van.Note that $25.00 be authorized
and that Wil",iam Kirnley and Councilman Owen Goodman
.attend. Motion carried by the following vote-.

e) A Reselution .of the P. V„ Board. of Realtors opposing the
sale of the P. V. Water Company to the City of -Rolling
Hills Estates .as we -.11-1. as the formation of a Muraici,,�,al,
Water District was presented,. Councilmarn. Goodmanq, stared
that: hie had been. chairman of the committee for the forma-
tion of a Municipal. Water District and he wou.d certainly
not move to adopt a resolution such as the one by. the
Board of itea',31tors , Members agreed to receive and file
f) The Manager. presented a letter from—the the Committee of
Mayors dated April.20, 1965 in -which it reports that the
Local Agency -Formation.: Committee recommends that: Ruth
Benell froze :the City of Pico Rivera be selected. to serve
a full term on the above committee, with a.meeting date of
May 10, 1965, Galleria- Room, Biltmore hotel., l.lo%�=; A ,M.
being called for this purpose. It was moved .by Council-
man. -Goodman, seconded by Councilman -Fay and.unanimously
carried that the. Mayor, atternd this '. meeting and support
the selection. of Ruth. Benell
g) 'The Manager presented a letter dated April 21,''"1965 from
:William J, Probert, Assistant City Kmnager of the City
of Pasadena enclosing a copy of a letter f•r om that City_
to The Honorable T'6-omas M., Rees stating that at the
Joint All.. Cities Meeting held Apri''ll 15, 1965, the
representatives went on record as' opposing electing
senators at large. Councilman.. Goodman seated that: this
is a dead issue now because the State Se•n.ate had passed
a bill to have 12 senators elected at: large in. the County,
of Los Angeles. The matter was ordered received and
filed„
REPORTS OF CITY DEPARTMENTS
Fire Department
Chief Byron Robinson appeared before the Council and stated
that again. the Fire Department, was happy to get through another month
without any fires in the City of Roiling Hills and that there was only
one rescue case. Chief Robinson them.requested that the Mayor proclaim
Saturday, May 8, 1965 as FIRE SERVICE.DAY. Mrs. Clifton them read the
Proclamation, whereupan.the Mayor,so proclaimed.
City Treasurer
The Report of City Treasurer and Financial -Summary for.the
month of March 1.965 were presez?t,ed. It was moved by Councilman Goodman,
seconded by -Councilman Van.. Note and unanimously carried that the above
reports be approved and filled„
Sheriff Department
The Report from. the Sheriff ° s Department for the month of
March 1965 was presented. The.Manager reported that there was an
error. under Forgery and Checks - th.a t number should have been. _ zero,.

A discussion was held,, with all members participating, on
the matter of a suggestion made to the Association to install. bumps
every 500' on Crest Road to co.t:r'ol, speeding. In answer to a question?,
on whether the Fire Department likes bumps, Chief Robik:.son stated that
they don9t like them„ R, �articul..arAy at intersections as they give a
torque. effect when. the truck tur,°nns the corner. Foll..owitg further.
discussion,, Councilman Goodman mowed to memorialize the Association
not to put bumps on Crest Road,. Seconded by Councilman. Klein and
unanimously carried.
Councilman Goodman moved that the Manager be instructed to
contact the Sheriff's Department to employ 1/16 additional car for
traffic enforcement on Crest Road for one month begi�.ning May 1 to
June 1 if the cost is not. above 12th of the present cost and that she
submit a memo to the Council when, this information is available

ADMINISTRATION BUILDING
The City Attorney stated that he is waiting 'f or. a docuine-rdt'
from Palos Verdes Properties giving fee title to the road easement
contiguous with the City property at #2 Portuguese Bend.Roado
Councilman Goodman moved that the Mayor be instructed to appoint a
committee of at least one and not more than two members of the City
Council, one or two from the Association and one from a civic
organization of the City of Rolling Hills to immediately start
holding hearings to ascertain what the City.needs in the way of a
City Hall; to investigate City Offices and Community buildings in
other areas and report back in not more than three months as to what
should be done with the City property„ Mr. Goodman remarked that the
City needs a building, the present one is over crowded and inadequate,
and the City has an investment of $659000 and is not doing anything
with it. Mayor To rtelot stated that he would like such a report
within two months and Councilman. Goodman agreed to the amendment of
his motion.. Seconded by Count.ilman'Van.Note and unanimously carried,
The Mayor stated he would apoint the Council'iceimbers at the
next meeting and asked Councilman Klein to discuss the matter at the
next Board of Directors meeting and report their views to the Council.
LAND.USE STUDY COMMITTEE
Councilman. Goodman. stated that he felt the Land Use Study
Committee should also hold hearings. Councilman Van Note remarked
that the matter of the Eastfield Gate area should again 'be considered,
The City Attorney stated that he had had a title report on the area
and agreed to bring the report as it shows the pieces of property
that were considered. Council members felt that the matter should
be referred to the Land Use Study Committee.
ADMINISTRATION BUILDING
Councilman Goodman moved that the Council reconsider the
motion previously passed to appoint a committee to study the con-
struction of a City Hall on the City property. -Seconded by Council-
man Van Note and unanimously carried.
Councilman Goodman thereafter moved that the Mayor appoin
A committee consisting of two Councilmen, two Association members
and one from a civic organization, which committee was to study the
best use to be made of the two parcels of City property on either
side of Portuguese Bend. Road at the intersection. of Palos Verdes
Drive North and the construction of a City Hall and Communiity
building and report back to the Council by July lsto The motion
was seconded by Councilman Van Note and -unanimously carried.
SOUTHWEST AREA PLANNING COMMITTEE
The Manager reported that the Southwest Area Planning
Committee.would be meeting on May 28th at the Los Verdes Country
Club. The program.was to be on Underground Utilities and Rolling
Hills is to be the -host city. She stated that she would attend to

Mayor Tourtel-ot reported that he had talked with an official,
of the Southern. California Edison, Company who had said that 56% of all
new building in the County of Los Angeles :is ha�iing un.de.rgr,ound -
utilities, Mayor Tourte:lot stated that he had no further information
at this time.,
SOUTH COAST BOTANIC GARDEN HALL OF HORTICTULTURE
Mrs. Clifton. reported that AB 1.419 which would establish.
a new Agriculture District t for the purpcse of 'building a i+iall. of
'Horticulture in. the South Coast Botani Garden had dried in committee

Mrs. CLifton reported. on a meet'i'ng she had attended .in
Inglewood with representatives of the South Bay Cities om the matter
of reapportion.men.t; � A map was presented at the meeting with an, aver -
.lay which reflected an, appprtionment attempt to keep the Peninsula
and the. South Bay Cities together 2 however, the representatives came
up with two alternatives and Mrs. Clifton. asked that, copies 'be sent
to the City of Rolling 'Hills. Mr-, Clifton further reported that
Mayor. William Goed.ike of planned to arrange a meeting with.
the State legislative representatives of cne South Bay Area and the
local representatives of the area to discuss reapportionment.

CONTRACT CITIES CONFERENCE
The Manager requested permissio-n to attend the Contract
Cities Sixth Annual Seminar to be held in Palm.Springs May 20-23,
1965, stating that the registration- fee was $40,00. It was moved
by Mayor `Iourtelot, : secon.ded by Councilman Goodman and unanimously
carried that Mrs. Clifton be authorized to represent the City of
Rolling Dills and that she submit: an expense account when she
returns.
ADJOURNMENT
There being alio further 'business to come 'before the meeting
it was moved by Councilman Vag Note, secor?ded' by Councilman Fay and
unanimously carried that the meeting be adjourned at 9:25 -P.M.
