REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
May 10, 1,965
A regular meeting of the City Council of the City of -Rolling
Hills was called to order by Mayor Tourtelot at 7:30 P.M. on..Monday,
May 10, 1965 at the City Office.

APPROVAL.OF MINUTES
With.the concurrance of members present, Mayor Tourtelot
ordered that the approval of minutes of the meeting of April 26, 1965
be held until the next meeting.
CORRESPONDENCE
a) The Manager read a letter dated April 4, 1965 from
William.E.merson, Palos Verdes District Librarian,
requesting an appearance before the City Council.
Mr. Emerson was welcomed by Mayor Tourtelot.,atid he
stated he was pleased to have an opportunity to speak
.to .the Council Mr. Emerson presented a map showing
the -area of the Palos Verdes Library District and the
proposed site of the -new central library in the Penin-
sula Center. A -photographic model of the proposed
library was also shown and a plot plan indicating the
uses of the rooms totaling an area of 33,000 square
feet. Mr. Emerson spoke of the benefits to be derived
by the residents of Rolling Hills as well as all other
residents in the district, and remi4ded the Council
members of the election.date of June 1, the bond issue
for $1,600,000.` The present tax rate is 26(, with_an
estimated increase of 4o per $100 assessed valuation.
Following discussion, it was moved by Councilman -.-Van
eNote,, seconded by Councilman Klein.and.unanimously
carried that the Council endorse the bond issue.
b) The Manager read a letter dated May 3, 1965 referring
to an enclosed resolution adopted by the Los Angeles
City Council on -the subject of reapportionment. The
matter was,ordered received and filed.

c) The Manager presented a letter dated April 23, 1965 from
the -Los Angeles County and Cities Disaster and -Civil
Defense Commission.togethser with copies of ten bills of
interest to local officials on the subject of State -.
legislative proposals relating to disasters. The Mayor
directed that this be referred to the City Attorney and
held on the agenda.
d) A -letter dated April 28, 1965 from.Burton Wo Chace asking
support from the City of Rolling Hills fora proposed
one-half cent Sales Tax increase for County purposes.
The Mayor directed that this be held on the agenda.
e) The'Manager presented a memo from Palos Verdes Newspapers
relating to its 28th Anniversary,Edition. It was moved
by Councilman -.Van -Note, seconded by Councilman Klein that
the City of -Rolling mills approve the expenditure of $100
for space in.the Anniversary Edition. Motion was carried
by the following roll call vote:
AYES: Councilmen.Klein, Van Note and Mayor Tourtelot
NOES: None
ABSENT: Councilmen.Fay, Goodman.
f) The Manager read two letters from Charles E. Chapel. dated
April 28 and May 5, respectively, one relating to pre-
emption and the other to AB 9929 riding and hiking trails,
both.written.to keep the Council informed as,to progress.
They were ordered received and filed.
g) A letter dated April 22, 1965 from the County Engineer
recommending approval of survey monuments release of
faithful performance bond for Tract No. 29429 was pre-
sented. The Manager stated that the City accepted a -
check in the amount of $1,090.00 in lieu of a faithful
performance bond but that the above amount had -been
.returned when the subdivider provided a faithful per=
formance bond. It was,.maved by Councilman -Van Note and
seconded by Councilman Klein to approve the work on
..Tract No. 29529 and"release the faithful.performance
bond No. C 7 005 090 Fireman°s Fund Insurance as Surety.
Motion carried by the following -'roll call vote:
AYES: Councilmeri Klein, Van Note and Mayor Tourtelot

ABSENT: Councilmen. Fay, Goodman
h) The Manager presented a letter from Southern California
Rapid Transit District dated April 29, 1965 in which
it offers the services of qualified representatives to
appear before the City Council to.answer any questions
they might. have° The Council agreed that it is unneces-
sary at the present -time to send a representative to the
City. It was ordered received and filed.

ij The'Manager presented a copy of a letter dated April 26,
1965 from N. H. Templ.in to John A. Lambie reo Crenshaw
Boulevard m Palos Verdes Drive North to Silver -Spur Road
in which the County Engineer Department was requested to
prepare the -necessary maps and legal descriptions for the
annexation of a portion of the City of Rolling..Hills by
the City of Rolling. Hills Estates, the affected parcels
being at the intersection. of Crenshaw Boulevard and -
Silver Spur-,Roado Mrs. Clifton stated that the City
Attorneys for Rolling Hills and Rolling Hills Estates
are discussing the matter of the area of -Rolling Hills
that is within -this project. The Manager further stated
that the County -Road -Department has asked -if -the City of
Rolling,Hills wishes to retain the slope easements or
whether they should be included in.the change of the City
O boundaries. Following discussion, Mayor Tourtelot
O directed that this matter be held on the agenda.

:X REPORTS OF CITY DEPARTMENTS
Pound Department
The quarterly report covering activities within the City
during the third quarter of the 1964-65 fiscal year was presented. It
was ordered received and filed.
Fines and -Forfeitures
The analysis and distribution of fines and forfeiture.s from
Municipal Court of South Bay Judicial District to the City of Rolling
.Hills was presented. It was ordered received and filed.
Countv Engineer
The report of collection of fees for building inspection
services for the period of Januaryl to March 31,*1965 was presented.
It was ordered received and filed.
PAYMENT OF BILLS
The City Manager presented the register of bills to.be allowed
for payment. It was moved -,.,by Councilman Klein that Demands No. 1927
through 1936 be approved for payment from the General Fund to wit:

ADNINISTRATION:BUILDING

Mayor Tourtelot stated that Mr. F. W. Hesse was appointed at
the last Board of Directors_meeting to serve on the committee to make
recommendations on the use of the City.property at Portuguese Bend.Road
and Palos Verdes Drive North. Mayor, Tourtelot stated,that he had appointed
George-Scharffenberger and himself and that he felt a committee of three
would be more effective than a committee of five as was voted at the
previous Council meeting. Councilman Van.Note moved, seconded by -Council-
man Klein -and unanimously carried that the committee consist of only
three members.
Mayor Tourtelot stated that one meeting had been held and
after facts and fiigures were gathered and analyzed, he would like to
suggest.that the City Council and Board of Directors bold a joint.meeting
for a presentation and asked Mr. Klein to pass this request on to the
Board.
AMENDMENT TO_S;UBDIVISION ORDINANCE NO. 32
The Manager stated that the City Attorney is preparing the
amendment. The matter was ordered held on the agenda,
UNDERGROUND UTILITIES
Mayor Tourtelot stated that he was having a meeting with
Councilman Raymond Bo Slaney of Rolling Hills Estates who is on a com-
mittee on Underground Utilities for the State as well as for Rolling
Hills Estates and that.he will report on this meeting.
RESOLUTION NO o ' 192
Mrs. Clifton stated that she had read that the bill which
would .establish .a new Agriculture District for the purpose of building
a.Hall of Horticulture in the South Coast Botanic Garden was again
activated for consideration by the legislature. Councilman Van. Note
stated thatmany people on the Peninsula who are interested in a
recreation program have expressed themselves as being in favor of the
use of the landfill area, and thereafter moved that.Resolution.No. 192
entitled "A Resolution of the City Council of the City of Rolling Hills,
California, supporting AB 141911 be introduced and that reading in full
be waived. Councilman.Van Note moved that-Resolution.Noo 192be passed
and adopted. Seconded by Councilman,Klein and carried by the following
roll call vote-. ;

TAX ASSESSOR

Mr. Marion -..Welch, City Treasurer, asked when a representative
of -the Tax Assessor's Office would be in the City Office to talk with
residents. -Mrs. Clifton stated that she had talked with Mr. Herbert
Evans of the San Pedro office and he thought that within the next two
weeks he would be able to give her this information. Mrs. Clifton
stated that when this information comes, she will send out a special
mailing to the residents to inform them,
ADJOURNMENT
There being.no further business to come before the meeting
it was moved by Councilman Van.Note, seconded by Councilman -.Klein and
