Carley Chief Byron Robinson Mrs. Ruth Cade Connie Wright Martha Laurent CORRESPONDENCE City Manager City Tre.s.surer City Attorney Secretary a) The Manager read a letter dated May 17, 1965 from California Contract Cities Association with enclosure of excerpt from Press -.Telegram relating to Assembly Resolution. calling for 'betweenfzsessions investigation of "Lakewood Plan." in, which cities contract for services from the County, Councilman Goodman stated that he would favor such an investigation. It was ordered received and filed, 'b) Letter dated May 21, 1965 from dos Angeles Regional "Transportation Study notifying of meeting to be held on May 27, 1965 for those cities that have joined LARTS o It was ordered received anal u filed. c) letter dated May 21, 1965 from Regional Planning Commission asking if the City of Rolling Hills was interested in material, from its zoning files generated prior to the incorporation of the City, Councilman Goodman stated that this information would be valuable and would suggest that the City request a copy of Zoning Ordinance No. 101 :and all prior and subsequent zoning ordinances. Mayor T'ourtel.ot directed the Manager to request all material, plus the zoning ordinances. d) Letter dated May .18, 1965 with map enclosed from Senator Thomas M. Rees showing twelve proposed State 1 1 44 May 24, 1.965 Senatorial Districts and also a copy of a letter to Charles E. Chapel from the City of Torrance on the same subject. They were orderedreceived and, filed. e) Letter. dated May 20, 1965 from Norman -P. Thompson, resident of Rolling Hills, urging opposition, to taxing autos for Rapid Transit. The City Attorney stated that this matter has been killed in the legislature. It was ordered received and filed. REPORTS OF CITY DEPARTMENTS Fire Department Cq Chief Byron Robinson reported that he was pleased to state that there were no fires in the City for the month of April 1965, only one smoke scare and one automobile accident, and it is commendable CC that the City of Rolling Hills has only had losses amounting.to $470.00 X this year to date. Chief Robinson then asked permission to install "Prevent Fires" signs within the City. Councilman Goodman moved, seconded by Councilman Klein and unanimously carried to authorize the above installation. City Treasurer The Report of City Treasurer. and Financial Summary for the month of April, 1965 were presented. It was moved by Councilman Goodman, seconded by Councilman Van Note and unanimously carried that the above reports be approved and filed. Regional Planning Commission The Quarterly Report on Population and Dwelling Units from the Regional Planning Commission was presented which estimated the population of the City of Rolling Hills as of April 1965 to be 1961 and dwelling units to 'be 543. Councilman Goodman suggested that it might be worthwhile to have a population estimate study made. The report was ordered received and filed and the Manager was directed to inform Council members of the cost of such estimate and what it would amount to per head. Division of Highways Letter dated May 11, 1965 from Division of Highways re. First Quarterly payment of Available Gas Tax Funds was presented showing th.etotral available to be $56,093024. It was ordered received and filed. GIRL SCOUTS Mayor Tourtelot welcomed Mrs. Ruth. Cade, Scout Leader, who introduced two members of her troop, Gon.nie Wright and Martha Laurent, and stated that they were present tonight to observe. 2- May 24, 196.5 PAYMENT OF BILIS The City Manager presented the register of bills to be allowed for payment. It was moved by Councilman Klein that.Demands No. 1937 through 1945 and. 1947 through 1948 be approved for payment - from the.Gen.eral Fund and that Demand No. 1946 'be approved for payment from the Traffic. Company 20.79 1948 Teena Clifton 71.1.5 TOTAL _ $1,305.04 The motion was seconded by Councilman Clan Note and carried 'by the following roll call vote: AYES: Councilmen Klein, Goodman, Van Note and Mayor Tourtelot NOES: None ABSENT: Councilman Fay ADMINISTRATION BUILDING Mayor Tourtelot reported that the committee to study the best use to be made of the City property, composed of Mr. F. W. Hesse, Mr. George Sch.arffenberger and himself, has had two meetings and that'it has set the date of August 1st for completion. of the study, andfurther that when the committee comes up with facts and figures, it is its intention to have a joint meeting with the City Council and Board of Directors of the Rolling Hills Community Association. Councilman Goodman asked if this joint meeting was to be held after the committee finds out what the people want and stated that his original motion was to appoint a committee to find out what the community wants, that we certainly need more office space but the Garden'Club, Caballeros', Scouts, et cetera should have an opportunity to also,state their wishes. Councilman. Goodman suggested that he was still of the opinion that the committee should study the need for a community 'building in Rolling Hills. Councilman Klein stated that he agreed with Councilman. Goodman that it would-be a good idea,to ask the people of these organizations. Councilman Van. Note felt that certain economic facts should 'be deter- mined before such. a meeting. Councilman Goodman stated that the committee should find out what the community wants and also how much money the City has to work with. Councilman. Van Note felt th.at when M.ay 24, 1965 the committee has figures, then it should call. in the community. Mayor Tourtelot stated the committee has determined what the minimum needs are and asked what the Council. felt was the best -procedure. - After discussion it was decided to meet with the various organizations first and then have the joint meeting of the City Council and Board of Directors. Mayor Tourtelot stated that he would set a date for the meeting after contacting the other members of the committee, and then the residents could be notified. AMENDMENT TO SUBDIVISION ORDINANCE NO. 32 The Manager asked that this be held on the agenda. The Mayor so ordered. UNDERGROUND UTILITIES O O The Manager read a letter from Councilman Owen F. Goodman, with copy of AB.2687 which is an act to add to Chapter 28 of Part 3 00 Division 7 of the State and Highway Code relating to the Improvement Act of 1911, suggesting that the Mayor might wish to go on record as approving said bill. Following discussion, Mayor Tourtelot moved, seconded by Councilman Goodman and unanimously carried to go on record as approving the above bill. The City Attorney was directed to contact the Assemblymen on this matter immediately. DISASTER AND CIVIL DEFENSE LEGISLATION The City Attorney stated that he had nothing to report on at this time but would prepare a report for the Council. It was ordered held on the agenda.. CRENSFWW BOULEVARD PALOS VERDES DRIVE NOR1vH TO SILVER SPUR The(Manager presented the proposed plan for the improvement of Crenshaw Boulevard from Palos Verdes Drive North to Silver Spur Road and indicated on the map those portions of the right of way, slope easement and drainage easements which are in the City of Rolling Hills. The City Attorney stated that he had talked with. H. Randall Stoke, City Attorney for the City of Rolling Hills Estates, who said the area in question. which is adjacent to the City of Rolling mills Estates could be annexed by it but needed to know whether Rolling Hills wanted to retain the slope easements. Following discussion, members of the Council agreed that slope easements should be included with the road right of way and drainage easements in the de -annexation. The matter was ordered hel.d.on. the agenda,and,the Manager was directed to convey this infor- mation. to the Road Department and Rolling Hills Estates BOARD OF SUPERVIS-ORS m O_NE-HALF_ EENT SALES "1'AX The Manager referred to the letter received from Supervisor Burton W. Chace re the proposed one-half cent sales tax for the County of Los Angeles. The matter was ordered held on the agenda. TRAFFIC ORDINANCE The Manager reported on the use of motorized skate boards in -4- 14 5`0 May 24, 1965 the City of Rolling mills which had been brought to her attention and asked for confirmation. that Section 12.07 of Traffic. Ordinance.No. 16 prohibits such vehicles. This was confirmed by the City Attorney. VANDALISM Mayor Tourtelot stated that there have been acts of vandalism recently within the City with much, destruction at the City Park. He said he had talked with the Sheriff who was cooperating with the City Manager and he continued 'by asking the City Attorney what action, if 1 any, the City could take under° these circumstances. Mr. Kinley stated that the City could resort to all legal remedies that are available to it. The Manager was directed to comment on this matter in the June Newsletter. APPROVAL OF MINUTES It was moved by Councilman Goodman., seconded by Councilman Oban Note and unanimously carried that the minutes of the meeting of April 26, 1965 be approved as submitted,; It was moved by Councilman. Klein., seconded by Councilman. Van Note and unanimously carried that the minutes of the meeting of May 10, 1965 be approved as submitted. STRIPING Councilman Goodman referred to the fact that five or six meetings ago the City Manager was directed to install. striping at the Main Gate to provide for a right turn lane onto PalosVerdes Drive North and it has not been. done. The Manager stated that the delay was due to construction by the Palos Verdes Water Company on a new gate valve in the water main anal it involved tearing up the street where the new striping was to be installed. The work of the Water Company is about finished and the striping will be done, as well as the rest of the City, starting the middle of dune. ADJOURNMENT There it was moved by and unanimously APPROVED: being no further business to come'before the meeting Councilman Goodman, seconded by Councilman Van Note carried that the meeting be adjourned at 9:00 P.M.
