A regular meeting of the City Council of the City of Rolling
.H11.1s was called to order by Mayor Tourtelot at 7:30 P.M. on Monday,

Following discussion., Mayor Tourtelot directed that the approval
off,,the minutes of the meeting of .June 12, 1965 be held over to the .next
regular meeting to allow for corrections.
CORRESPONDENCE

a) Letter dated June 2a 1965 from Merritt Morris in which he
requested on behalf of Walter Storm that the request for
permission to build a stable and riding ring on his property
Lot 169C -MS - on Johns Canyon.Road be withdrawn. Council-
man Goodman moved, seconded by Mayor Tourtelot and unanimously
carried that the request be granted.
b) Notice from League of California Cities re the Annual Con-
ference in San Francisco � October 10-13 - was.:presented.
It was moved by Councilman Goodman,,,' -seconded by Councilman
Van. Note and unanimously carried that the Mayor, City Attorney
and City Manager be authorized and instructed to attend the
conference and that the preliminary registration fee be
effected. -
c) Letter dat:ed,June 25, 1965 from Ven.ard Kemp requesting
approval of the name "Hummingbird Hill" for the private
street to serve his property -and one other. Councilman
Goodman moved, seconded by Councilman Van Note and unani-
mously carried that this matter be sent to the Planning
.Commission with the Council's recommendation that it
consider other names than "Hummingbird Hill".
d). Notice dated June 22, 1965 re an Order. Instituting Investiga-
tion before the Public Utilities Commission into the require-
ments for a General Order Providing Rules Governing Con-
struction.of Underground Electric and Communication Lines
in the State of California was presented. Followingdis-
cussion, Councilm.an.Goodman suggested that the Manager be
be directed to write to the secretary of the Public Utilities
Commission and ask that all. notices -of hearings be sent to
the City so that someone might speak for the City if it was the
Council's desire. Mayor Tourtelot so ordered.

e) Proposed Tract No. 24581, located in the County area in
'the vicinity of the South Gate of the City of Rolling.Hills
was presented. It was moved by Councilman Goodman,
seconded by Councilman Fay and unanimously carried that
the above tentative map be received and noted.
REPORTS OF CITY DEPARTMENTS
Fire Department
Chief Robinson stated that thankfully his reports are getting
to be repetitious with no reportable losses for the month of May, 1965.
Chief Robinson further reported that there were fifteen parcels cleared
by the Weed Abatement Department during this month. Councilman Goodman
congratulated the Fire Department on the recent cleaning up of their own
parcel on Crest Road.
Security
C Mrs. Clifton reported that starting tomorrow morning there will
CC be new measures instituted under direction of the Board of Directors to
X tighten security at the gates. All gardeners, pool services and dry
cleaners will be stopped to check on whether they have a current road use
permit. It will be done on a continuing basis with other service busi-
nesses added. Councilman Fay stated that he would like to see this en-
forcement as soon as possible as then there will. be uniform control.
The Manager.further said that the additional security measures
will extend to the residents on. August 2, 1965. The residents will be
gi-ven notice of it through the Newsletter. Mayor. Tourtelot;thanked the`,
Manager for the report.
PAYMENT OF BILLS
The City Manager presented the register of bills tp be allowed
for payment. It was moved by Councilman Klein that Demands No. 1962
through 1974 be approved for payment from the General Fund to wit:

UNDERGROUND UTILITIES
Mayor Tourtelot introduced Mr. Robert McMillin and Mr. Robert
Wallace of General Telephone Company. Mr. McMillin stated that they were
here because they wished to hear the discussion on underground utilities.
Mrs. Clifton asked them if any lines will come through the City of Rolling
Hills for the Proposed Tract No. 24581 in the County unincorporated area.
Mr. McMillin stated he was not familiar with that tract and so could no
answer the question. 1,
Mayor Tourtelot stated that every time he attends a meeting
relating to underground utilities he gets more information.that enlarges
the problem. Mayor Tourtelot asked Mr. McMillin if he was familiar with
the notices 8208 and 8209 of the Public Utilities Commission which had
be , en discussed by the Council earlier in the meeting. Mr. McMillin
stated that he had not read them and Mayor Tourtelot said that the City
of Rolling Hills was requesting all notices of hearings. Mr. McMillin
,§'tated that the prime reason for his and Mr. Wallace's attendance was
to inform the Council that the telephone company is interested in work-
ing with the communities in the area to facilitate the undergrounding
of utilities, that they cannot foot the bill but will meet with the
cities to discuss the subject. Mayor Tourtelot asked if there is any
subdivision nearby where the telephone company has paid part of the cost
and Mr. McMillin.said that it had in the Ray. -Watt development, that it
was a joint effort with part of the cost being paid by the telephone
company and part by the contractor. Councilman Goodman asked if the
telephone company would be opposed if th&-YLd`gks1,Af_ure requires all
a
replacements to be underground. Mr. McMillifi"id "sthat he would not'
want to comment on that question. Councilman Goodman asked if the
telephone company had a,lobbyist in Sacramento and Mr. McMillin stated
that there was a representative there but he did not know how active
he was. Mr. McMillin stated that the telephone company will be happy
to work with the City of Rolling Hills and Mayor Tourtelot thanked him
and Mr. Wallace for attending the meeting.
ADMINISTRATION BUILDING
Mayor Tourtelot reported that the Administration Building
Committee had held a hearing on June 23rd and it heard from heads of
various civic organizations, individuals and members of the City Council
and Association. Minutes of the meeting will be sent to each of the
Council members. Mayor Tourtelot expressed the thought that it was a
good meeting, that the majority of the peop16 want something done to
improve office facilities but do not want., to .spend a .large'-�ili6iint of
money. Mrs. Clifton stated that she had talked to some."of the people-.
.--on Thursday morning after the Wednesday meeting who came to see what
the building on the recently acquired property at #2 Portuguese Bend
Road looked like inside and all seemed to feel that the present office
was totally inadequate. Councilman.Goodman asked the City Attorneyif
he had received the deedfromPalos Verdes Properties and Mr. Kinley
answered that he had not but was still pursuing the matter.
SCAG - SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS
The Manager, stated that she had obtained copies of proposed
by-laws and a summary sheet setting forth points of concern and points
in favor of creating the Southern California Association of Govern -s
meats. Following,discussion Councilman Goodman recommended that the
City -pay the $10 fee based upon 1/2,1�SW%i population to join the
Association which is being backed by the League of California Cities,

RESOLUTION NO. 195

Councilman Goodman moved that reading in full 'of Resolution
No. 195 being "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS, CALIFORNIA, AUTHORIZING THE EXECUTION OF A SOUTHERN,
CALIFORNIA ASSOCIATION OF GOVERNMENTS AGREEMENT'-' be waived and that
said Resolution be adopted. Motion carried by the following roll
call vote:
AYES: Councilmen Fay, Goodman, Klein., Van Note and Mayor Tourtelot
NOES: None
ABSENT: None
CIVIL DEFENSE
Following discussion, it was moved by Councilman Goodman,
0 seconded by Councilman Van. Note and unanimously carried that Mrs.
Teena Clifton be appointed Civil Defense Purchasing Agent and to
permit her to appoint a Deputy Purchasing Agent.

HOUSE NUMBERING
Mrs. Clifton reported that in the matter of house numbering
the estimate received from the County Engineer by the previous
Manager was not-for,a house renumbering but only for a set of maps
to place our own numbers on. The Manager further said that the maps
which. were br.ou§ht for her meeting with Mr. Jack Lansing of the
County Engineer s Office and other representatives of the Chief
Administrative Office and the House Numbering Division had been
prepared with a numbering system that could have been installed if
Rolling Hills had not incorporated. Paper, copies of these maps have
been purchased to see if the system is applicable only in low digits
to Rolling Hills. Mrs. Clifton stated that with the proposed re-
numbering system, no areas would be disturbed until it was found
absolutely necessary and that she would report back with recommenda-
tions and costs to the Council.
ADJOURNMENT
There being no further business to come before the meeting -
.it was moved.by Councilman Goodman, seconded by Councilman Van Note
and uiiarr mously carried .that the meeting be adjourned to a personnel
session at`8:40 P.M.
RECONVENED
The meeting was reconvened at 8:_45 P.M.
The Manager presentedthe recommendations of the Board of
Directors concerning salary increases for the Security Officers.
After discussion, it was moved by Councilman Goodman to adopt the
following salary schedule for the Security Officers to be effective
July 1, 1965 to wit:
All Security Officers with two or more years of service
will.receive,7.5% increase. All Security Officers with less than
-two years of service will receive 3.75% increase. In addition,
one extra holiday (February 22n.d) will be allowedper year.
The motion. was seconded by Councilman Van Note and carried
by the fo1.'.ow.ing roll call vote:

Following a general discussion of the City Attorney's com-
pensation, -,it was moved by Councilman Goodman, seconded by Councilman.
Fay and unanimously carried to postpone the amount of increase but
have the minutes reflect that any increase shall take effect July 1', y;
1965.
(The City Manager was excused at 10:00 PaM.)
Following a general discussion of the City Manager's -com-
pensation, it was moved by Councilman Goodman that the following
increase be authorized to be effective July 1, 1965:
Monthly increase $56.25
