COUNCIL .OF THE CITY ;OF ROLLING HILLS,) CALIFORNIA July 26, 1965 A regular meeting of the City, Council of the City of Rolling Hills was called to order by Mayor Tourtelot at 7:30 P.M. on Monday, July 26, 1965 at the City:Office. ROLL CALL Present,: Councilmen Fay, Goodman, Klein, Van Note and�Mayor Tourtelot Absent: None Others Present: Teena Clifton. William Kinley Marion Welch Ruth A. Carley CORRESPONDENCE City Manager City Attorney, City -Treasurer Secretary a) Letter dated July 22, 1965 from Regional Planning Commission re initial meeting of the Los Angeles Regional.Transportation Study - Regional Council of•Planning on August 6, 1965. Mayor Tourtelot stated that he would attend. b) The Manager reported on her attendance at the meeting of the South Bay Citizens Committee re South Bay State College and presented a copy of the Resolution.adopted at that time, together with a request from.the Committee that the City adopt a similar resolution. Following discussion Mayor Tourtelot said that he would write a letter acknowledgi this communication and indicate to the Committee that someone would atte their meetings as often as possible. c) Bulletin dated re Federal Surplus Property the passage of a resolution. for recommendation. UNDERGROUND UTILITIES July 1, 1965 from California Disaster Office outlining eligibility factors which. include The matter was referred to the City.Attorney Mayor Tourtelot asked the City Attorney if he had prepared an ..amendment to the building ordinance re underground utilities for con- sideration by the Council. Mr. Kinley stated.that he had talked with Mr. R. V. Moore .of -'the County Engineer's Office and was told that the County of Los Angeles has amended its Electrical Code and Mr. Moore has agreed to send him the section in the code that would be affected, there- fore, he was not ready to present the proposed amendment. The matter wash ordered held on the agenda. APPROVAL OF MINUTES It was moved by Councilman Van -Note, seconded by Councilman Fay and unanimously carried that the minutes of the meeting of July 12, 1965 be approved as corrected. REP.ORTS;OF CITY DEPARTMENTS Fire. Department Chi,,,,rAyrnn, Robinson presented the Activity Report for the month. of 1.965 a -ad stated that the Department now has an additional fireman on each shift at the Fire Station on Crest Road. Councilman 1 July 26, .1.965 Goodman asked if these Activity Reports filter. down. to the Fire Rati:n.g- " Bureau and Chief Robinson answered that they did not -but that the Bureau compares the year's losses with losses of the previous year and it is kept well informed 'by the insurance companies. Mayor Tourtelot thanked Chief Robinson for attending the meeting. FINANC.T.AL. SUMMARY Councilman Klein, recommended that the Financial Summary and SW=ary Analysis reports be held until the next regular meeting to allow for study and comments by members of the Council. Mayor Tourtelot stated .that he felt both forms were excellent and asked that everyone study them so they may be discussed at the next meeting. ADMINISTRATION BUILDING Mayor Tourtelot stated that. the Administration Building Committee had met and had set; the date of August 17 at '7 0 30 P.M. for O presentation.of its recommendations, providing that members of the Council O and the Board of Directors of the Association can. be present. Mr. Klein' `- stated that he could not be present but he assumed that the date would be satisfactory to the Board. Councilman Goodman stated that the Mayor should recess the Council meeting of August 9 to the August 17 date so that all. Councilmen could be present without violating the.Br.own Act. Mr. Kinley stated that if Council members are only going to listen to the Committee Report it would not be considered a Council meeting and not be iq violation of. the Brown Act. Councilman Goodman stated that he would not attend unless it. is a recessed meeting of the Council. Mr. :Kinley stated that under these circumstances, if the Committee wants Councilman Goodman to attend, the Council meeting should 'be recessed on August 9 and reconvened on August 1.7. Mayor Tourtelot directed that this matter be tabled until the next meeting. UljDERGROUND UTILITIES Mayor Tourtelot stated that he will be meeting with Mr. Mc Millin of theTelephone Company and with Mr. Jenkins of the Edison Company, "'f8liowing which he will report to the Council. LAND USE STUDY COMMITTEE Councilman. Fay stated that he had attended the meeting of the Land Use Study Committee last week and at this.point it has no report or recommendation to make except that the Committee evidenced its willing- ness that the proposed photogrammetric map of the City be purchased. Councilman Ilan Note stated that it appears at the present time that a topo at a scale of 1" which would equal 100' and a 5' contour interval would be desirable and would cost approximately $4,000 including a transparency of'property lines and would give us enough detail. Council- man Van Note further stated that he had obtained a file on previous bids for this service and the rates were from $3,000 to $4,500; to make a land use study of the entire City would cost $4,000 to $5,000 more and his recommendation, to the Council would be to ask Mrs. Clifton to get bids in. the next couple of weeks from other firft although he thought the cost figures from E. L. Pearson were equitable. Councilman Van -Note stated that he felt the City could set a .fee for copies of the proposed map to recover the investment from residents who wan._ed to subdivide. Councilman Goodman. asked if such a map was needed for the entire City, that he felt the area of RAS -5, RAS -2, the Shulz property, and RAS -2 along. Crest Road .from the Rolling Hills subdivision. over to the western boundary of the City (the. ­hol:, length. of Crest Road) was rhe only area that might be necssary- .;:=tiil�� -. Van Tote stated that the fly. -over was the. least expensive factor and would cost. approximately $500 or $600, that the overlays represented the matin cost factor. After discussion. the Mayor directed that Councilman Van Note work with. Mrs. Clifton to obtain further bids. -2- July 26, 1965 SANITATION DISTRICT Councilman, Fay, reported on the County Sanitation District meeting on July 21st which -was held at the Joint Water Pollution Control ,Plant in- Harbor City and which he bad attended, and urged Council members 't 0---Viewthe operations there when They had an. opportunity. to=` 'view BANK ACCOUNT, Mayor Tourtelot requested that the Council. authorize a Chang of the City's bank account from. the California Bank in San Pedro to thl Crocker-Citizen.s Bank in Torrance and stated that arrangements bad been make for a loan @ 2k% interest. Mr. Kin. -Ley asked if there was an addi- tional fee for having the proceedings of the Council. approved by the Bank's legal counsel.., Mayor Tourtelot stated that there would not be. It was moved by Councilman, Fay, and seconded by Councilman ' Van. Note to make the change of account and further that the May -or negotiate a loan provided there was not a fee and that the interest be no more than 2k%. Motion was carried 'by the following roll call vote: AYES: Councilmen�iFay, Klein, Van Note and Mayor Tourtelot NOES: Councilman. Goodman ABSENT: None I SUBDIVISION.'YEES Mr. Kinley stated that: at the last meeting -of the City Council there was a discussion of a Special Deposit. Fund" ifih -t-h.,e -amount of $288.00 and, further, that the subdivision -ordinance propides that if there is anything left after all, fees are paid, that amount should be returned. t the subdivider. Mrs. Clifton identified the Amount as being from the Buggy Whip Tract and stated that the County is very slow in billing andl she did not want to return the amount until she was certain that the County would have no further charges. Mrs. Clifton was -directed to check the matter with the County and to return the amount to the subdivider if the County has finished all its billing on the Buggy Whip Tract. OFFICE EQUIPMENT Mrs. Clifton asked if the Council. would consider -a Xerox machine for the City -Office which would be on a monthly cost basis. The model she had looked at was the smallest they make. Councilman Goodman suggested that Mrs. Clifton also investigate the §14 model as he felt it is a much more versatile machine than the 813 model, though larger, And is more satisfactory Mrs. Clifton was directed to look into the figures on the mat -ter and present them to the Council.. RECESS Mayor Tourtelot recessed the meeting at 9:15 P.M. to a per-* sonnel session. RECONVENED The meeting was reconvened at 9:30 P.M. it was moved by Councilman Klein and seconded by Councilman Van. Note that the City Attorney's retainer be increased by $75.00 per month. Motion was r carried by the following vote: AYES: Councilmen- Fay, 3codnia1, Klein., Van.
