THE CITY OF ROLLING HILLS, CALIFORNIA Pursuant to waiver and consent signed by all Councilmen -elect present in the State of California, the first meeting of the City Council of the City of Rolling Hills, California, was held in the offices of the Rolling Hills Community Association of Rancho -Palos Verdes at 1 Portuguese Bend Road, Rolling Hills, California, at 4.00 o'clock P.M. on Thursday, January 24, 1957. ROLL CALL The following Councilmen -elect were present: Allan F. .Bullard James L. Elliott Owen F. Goodman Lawrence M. Weitzel Councilman -elect Fred I. Tourtelot was absent from a--+ the State of California. �= CALL TO ORDER County Supervisor Burton W. Chace called the meeting R to order, announced the creation of the City of Rolling Hills as the fifty-first city in the County of Los Angeles, effective at 9:52 otclock A.M., January 24., 1957• ADMINISTRATION OF OATHS OF OFFICE, Harold J. Ostly, County Clerk of the County of Los Angeles, administered the oath of office, as Councilmen, .to Allan F. Bullard, James L. Elliott, Owen F. Goodman and Lawrence M. Weitzel. ORGANIZATION OF COUNCIL At the suggestion of Councilman Bullard the election of a mayor was postponed until Fred I. Tourtelot had returned and qualified as a Councilman. Thereupon, on motion of Councilman Elliott, seconded by"Councilman Bullard, Owen F. Goodman was appointed Mayor Pro Tempore. Councilman Goodman assumed the chair and thereafter presided. DOCUMMS RELATING TO _INCORPORATION Gordon R. Nesvig, Clerk of the Board of Supervisors of the County of Los Angeles, delivered to the City Council three certified copies of a resolution of the Board of Supervisors of the County of Los Angeles declaring the results of the election for the incorporation of the proposed City of Rolling Hills, together with three copies of an Affidavit of Completion of Incorporation Proceedings. RESOLUTION: NO, 1 Thereupon, after discussion in which all Councilmen participated, on motion of Councilman Weitzel, seconded by Councilman Bullard, a resolution of the City Council of the City of Rolling Hills appointing a City Manager, a City Clerk and a City Treasurer and fixing their terms of appointment and compensation was unanimously adopted. Said resolution is set forth in full in the Book of Resolutions. RESbLUTION NO. 2 Thereupon, after discussion in which all Councilmen participated, and after questioning William L. Kinley as to his qualifications to act as City Attorney, on motion of Councilman Elliott, seconded by Councilman Weitzel, a resolution of the City Council of the City of Rolling Hills appointing a City Attorney and fixing the term of his appointment and compensation was unanimously adopted. Said resolution is. set forth in full in the Book of Resolutions. ADOPTION OF ORDINANCE NO. U-1 Councilman Weitzel thereupon read in full proposed Ordinance No. U-1 entitled "An Ordinance of the City of Rolling Hills, California,.Fixing the Bond.Required of the City Clerk, City Treasurer and Mayor.". After.dis- cussion in which all Councilmen participated, on motion made and seconded, said Ordinance was unanimously adopted. Ordinance No. U-1 is set forth in full in the Book of Ordinances. ADMINISTRATION OF OATH OF OFFICE TO CITY CLERK Harold J. Ostly, County -Clerk of the County of Los Angeles, thereupon administered the oath of office of City Clerk to Gilbert B. Myers. AD_ MINISTRATION OF OATH OF OFFICE OF CITY ATTORNEY Gilbert B. Myers, City Clerk, thereupon administered the oath of office of City Attorney to William L. Kinley. RECESS The meeting was then recessed to reconvene at 7:30 o'clock P.M. CALL TO ORDER At 7:30 o'clock P.M. January 24, 1957, the first meeting of the -City Council of the City of Rolling Hills reconvened. The Mayor Pro Tempore called the meeting to order and presided thereat. Gilbert B. Myers, City Clerk, acted as Clerk. ROLL CALL The following Councilmen were present: Allan F. Bullard James L. Elliott Owen F. -Goodman Lawrence M. Weitzel Gilbert B. Myers, City Clerk; William L. Kinley, City. Attorney; James Friend, Chairman of the Architectural Committee of the Rolling Hills Community- Association; and several members of the public were also present. WAIVER OF NOTICE AND CONSENT TO HOLDING -- OF FIRST MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS The undersigned, being all of the duly elected and qualified councilmen of the City of Rolling Hills, hereby waive notice of the holding of the first Council meeting of said city, and consent to the holding of the first Council meeting of said city at 4 otclock P.M. January 24, 1957, at No. 1 Portuguese Bend Road, Rolling Hills, California; and further, the undersigned consent to the consideration at said meeting of the following matters: (1) Organization of the Council. (2) Appointment of City Manager, City Clerk, City Treasurer, and City Attorney. (3 ) Consider adoption of ordinance fixing bond of the City Clerk, City Treasurer, and the Mayor. (4) Approval of bonds. (5). Consider adoption of ordinances as follows: (a) Transferring duties of City Assessor and City Tax Collector to Assessor and Tax Collector of the County of Los Angeles. (b) Adopting a Fire Prevention Code. (c) Adopting an Electrical Code. (d) Adopting a Building Code. (e) Adopting a Plumbing Code. (f) Adopting a method for the presentation, approval, rejection and payment of claims. (g) Providing regulations for subdivision and mapping. (6) Consider adoption of resolutions as follows: o (a) Requesting State Health Law enforcement within the City. (b) Directing compliance with Sec. 54900, et seq. of the Government Code. (c) Requesting the Sheriff to enforce State. Laws through June 30, 1957• (d) Appointing County Engineer as City Engineer. (e) Providing for the posting rather than the publication of ordinances. (f) Authorizing execution of agreement for emergency ambulance service. (g) Directing the Clerk to file copy of ordinance transferring duties of City Tax Collector and City Assessor to Tax Collector and Assessor of County. (h) Authorizing execution of agreement for assessment and collection of taxes. (i) Authorizing execution of agreement for enforcement of Building, Plumbing and Electrical Codes. (j) Authorizing execution of general services agreement. (k)� Authorizing execution of agreement for detailed examination of subdivision maps. (1) Authorizing -execution of agreement for enforcement of City ordinances. (m) Authorizing execution of agreement for preservation of rights under Government Code Sec. 34333. (n) Authorizing execution of agreement for jail services. (o) Authorizing the borrowing of $2,000.00. (p) Establishing a City Hall. (q) Establishing ,time and place for regular meetings of the City Council. Dated: January 241 1957. APPROVAL AND ACCEPTANCE OF_OFFICIALBONDS Gilbert B'.. Myers presented his official bond as City Clerk and City Treasurer in the amount of $5,000.00; - and Owen F. Goodman presented his official bond, as Mayor, in the amount of $1,000.00. On motion made and seconded said bonds were approved and accepted. ADOPTION OF ORDINANCE NO. UT -1 Councilman Bullard thereupon read'in full proposed Ordinance -No. UT -1 entitled "An Ordinance Adopting a Fire Prevention Code ,for the City_ of Rolling Hills, .California." Said proposed ordinance was recommended for adoption by the City Attorney. After discussions, on motion made and seconded said proposed ordinance was, on roll call vote by the City Clerk,. unanimously adopted. Said Ordinance No. UT -1 is set. -forth in full in the Book of' Ordinances. ADOPTION OF ORDINANCE N0, UT_ -2 Councilman --Elliott thereupon read in full proposed Ordinance-No',.UT-2-entitled "An Ordinance Adopting an Electrical Code'to.Regulate the Installation, Arrangement, Alteration, Repair',' Use- and Operation of Electric Wiring, Connections,,Fixtures and Other Electrical Appliances on Premises Within the City of Rolling Hills, California." Said proposed ordinance was recommended for adoption by the City Attorney. ADOPTION OF ORDINANCE NO, UT -3 Councilman Weitzel thereupon read in full proposed Ordinance No. UT -3 entitled "An Ordinance Adopting a Building Code to Regulate the Construction; Erection, Enlargement, Razing, Alteration, Repairing, Removal,. INABILITY INSURANCE Mr. Carl G. Allen presented to the Council an insurance binder covering the City; the members of the City Council, the Rolling Hills Community Association of Rancho Palos Verdes and the members of the Board of Directors of said corporation with limits of $250,000 and $500,000 for Bodily Injury and $100,000 for, Property Damage. Councilman Weitzel was appointed;a committee of one to arrange an underwriting study with the Rolling Hills Community Association of Rancho Palos Verdes to determine the relative exposures of this City and said Association for the purpose of computing the part of the premium to be paid by this City for liability insurance. ADOPTION OF ORDINANCE NO. U-2 Councilman Goodman thereupon read in full proposed Ordinance No. U-2 entitled "An Ordinance Transferring the Duties of City As`sessor_.and City Tax Collector to the Assessor,.and.Tax-Collector of the. County of Los Angeles and Abolishing Certain- City Offices." Said proposed ordinance was recommended for adoption by the City Attorney. ADOPTION OF ORDINANCE NO. After discussions, on motion made and seconded said proposed ordinance was, on roll call vote by the City Clerk, unanimously adopted. Said ordinance No. UT -3 is set -forth in full in the Book of Ordinances. ADOPTION OF ORDINANCE N0. UT L Councilman Elliott thereupon read in full proposed Ordinance No. Ur -4 entitled "An Ordinance Adopting a seconded said proposed ordinance was, on roll call by the Cit Clerk, unanimously adopted. ADOPTION OF ORDINANCE N0, U-3 Councilman Goodman thereupon read in full proposed Ordinance No. U-3 entitled "An Ordinance Providing for made .and seconded said proposed ordinance was, on roll call vote by the City Clerk, unanimously adopted. REGULATION OF SUBDIVISION AND MAPPING At the suggestion of Councilmen Bullard and Weitzel, Agenda Item 5-G was ordered tabled, said agenda item being consideration of an ordinance to provide local regulations for the subdivision and mapping of land pursuant to Chapter II Part -2 of Division 4 of the Business and Professions Code. RESOLUTION N0, 3 Thereupon, after discussion in which all Councilmen participated, and, after approval by the City Attorney, Resolution No. 3 entitled 'A Resolution of the City Council of the City of Rolling Hills, California, Providing for the Enforcement of Laws and Regulations Relating to Public Health by the County Health Officer Within the City of Rolling Hills, Calif ornia," was, on motion, duly made,and seconded and on roll &all vote by the City Clerk, adopted. RESOLUTION NO, 4 Thereupon, after discussion in which all Councilmen participated, and after approval by the City Attorney, Resolution No. 4 entitled 'A Resolution of the City Council of the City of Rolling Hills, California, Pro- viding for Compliance with the Provisions of Sections a 51900 Et Sec. of the Government Code of the State of California,' was, on motion duly made and seconded and on roll call vote by the City Clerk adopted. RESOLUTION NO r Thereupon, after discussion in which all Councilmen participated, and, after approval by the City Attorney, Resolution No. 5 entitled 'A Resolution of the City Council of the City of Rolling Hills, California, Requesting the County Sheriff to Continue Through June 304 1957, Enforce- ment of State Laws within the City of Rolling Hills," was, on motion duly made and seconded and on roll call by the City Clerk, adopted. Providing for the Enforcement of the Building Code, Plumbing Code and Electrical Code of the City of Rolling Hills," was, on motion duly made and seconded and on roll call vote by the City Clerk, adopted. RESOLUTION N0, 12 Thereupon, after discussion in which all Councilmen participated, and, after approval by the City Attorney, Resolution No. 12,entitled 'A Resolution of the City Council of the City of Rolling Hills, California, Authorizing Execution of a tGeneral Services Agreement' Pursuant to Section 51301 of the Government Code of the State of California," was, on motion duly made and seconded and on roll -call Vote by the City Clerk, adopted. RESOLUTION NO 16• Thereupon, after discussion in which all Councilmen participated, and after approval by the City Attorney, Resolution No. 16 entitled "A Resolution of the City Council of the City of Rolling Hills, California, Authorizing the Borrowing of $20000.00 from the Rolling Hills Community Association of Rancho Palos Verdes, Without Interest; for a Term Ending July 10, 1957,` was, on motion.duly made and seconded and on roll call vote by the City Clerk, adopted. RESOLUTION N Thereupon, after discussion in which all Councilmen participated, and after approval by the City Attorney,, Resolution No. 17 entitled "A Resolution of the City Council of the City of Rolling Hills, California Establishing a City Hall for the City of Rolling Hills,' was, on motion duly made and seconded and on roll call vote by the City Clerk, adopted. RESOLUTION N0. 18 Thereupon, after discussion in which all Councilmen participated, and after approval by the City Attorney, Resolution No. 18 entitled "A Resolution of the City Council of the City of Rolling Hills, California, Fixing the Day and Hour of Regular Council Meetings," was, on motion duly made and seconded and on roll call vote by the City Clerk, adopted. Said resolution is set forth in full in the Book of Resolutions. RESOLUTION N0, 19 Thereupon, after discussion in which all Councilmen participated, and after approval by the City Attorney, Resolution No. 19 entitled "A Resolution of the City Council of the City of Rolling Hills, California Authorizing the City Manager to Employ Secretarial Help, was, on motion duly made and seconded and on roll call vote by the City Clerk, adopted.
