8/9/1965410 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA August 9, 1965 A regular meeting of,the City Council of the City of Rolling Hills was called to order by Mayor Tourtelot at 7:30 P.M. on Monday, August 9, 1965 at the City Office. ROLL _ CALL . - Present: Councilmen.Fay, Goodman, and'Mayor Tourtelot Absent; Others Present: APPROVAL OF MINUTES Councilmen Klein and Van Note Teena Clifton City Manager William Kinley City Attorney Marion.Welch City Treasurer Ruth A. Carley Secretary Mr. & Mrs. Michael Neushul It was moved by Councilman Fay, seconded by -Councilman Goodman and unanimously carried that the minutes of themeeting of July 26, 1965 be approved as corrected. CORRESPONDENCE a) Soenate Bill No. 1359,,an act to amend'Section. 817 of the Penal•Code relating to peace officers, was presented. Councilman Goodman suggeste& that the matter be referred to the Sheriff Department and Mayor Tourtelot so ordered. b) The Manager presented letters from Mr. Venard Kemp and - from the Planning Commission re Mr. Kemp's request for. a name for the private street serving Lots 1 and 3 in Tract 29529. The Planning Commission recommended "Hummingbird Lane" as the street name. Councilman Goodman. moved, seconded by Councilman -Fay and unanimously carried to .approve the recommendation of the Planning Commission. c) Letter was presented from William R. Martin., 8 Flying Mane Road objecting to the present policy of security. It was moved by Councilman.Goodman, seconded by Councilman Fay and unanimously carried that the -matter be referred to the Board of Directors of the Association and that a letter be sent to Mr. Martin advising him that the matter is under the jurisdiction of the Association. Mayor Tourtelot stated that he would write the letter,. d) Letter was presented from Mr. & Mrs. K Graham, 27 Eastfield Drive, signed also by Mr. & Mrs. A. E. Peacock, 35 Eastfield Drive, Mr.. & Mrs. C. -R. Precious, 31 Eastfield Drive, Mr. & Mrs. J. R. Murphy, 33'East- field Drive, Mrs. Alex Harkian, 26 Eastfield Drive and Mrs. Helen Reynolds, 24 Eastfield Drive, four families requesting signs to read "Stop" at' Chuckwagon and two signs to read "Children at: Play S7..ow" to be installed between Outrider and Chuckwagon, and two fanilies requesting only the "Children at Play Slow"sign. Following discussion, Councilman Goodman. moved to refer this matter to the Traffic Committee with the recommendati that only the sign "Children at Play Slow" be considered. SUBDIVISION #20 - MICHAEL NEUSHUL m FINAg., MAP LOT 247B -MS - TRAC1, 2.2.932 The Manager read from the minutes of the Manning COMMI_3sion dated July 27, 1965 in which it recommended to the City Council Lhe accep- 4-71 August 9, 1965 tance of the final map for recordation subject to (1) waiving the require- ment of 24 feet of pavement on Johns Canyon Road because the entire length. of Johns Canyon Road is now improved to the same width, (2) the payment of all fees due under Ordinance No. 32, (3) the posting of a bond by Mr. Neushul for X196.5 Ja6,6s taxes, and (4) on. the condition, that the City Engineer be instructed to require the submittal of a grading plan and satisfactory geologic report prior to the issuance of a building permit for any structure on Lot 1 of Subdivision No. 22932.' It was moved by Councilman Goodman, seconded by Councilman Fay to approve Subdivision #20, Tract 22932, subject to the conditions as recommended by the Planning Commission. The motion was carried by the following vote: AYES: Councilmen.Fay, Goodman and Mayor Tour.telot NOES: None ABSENT: Councilmen Klein and Van Note DRAFT OF PROPOSED AMENDMENT TO ELECTRICAL CODE Mr. Kinley presented copies of a proposed amendment to the Electrical Code of the City of Rolling hills for study by the Council. Mrs. Clifton reported that the City had just received from the County Engineer drafts of Ordinances relating to amending previous City ordinances for Plumbing, Building and Electrical regulations. Councilman Goodman suggested that as the.Electrical Code must 'be amended per the'County Engineer's request, the City incorporate any change it might make at the same time. The matter was ordered held on the agenda. .. UNDERGROUND UTILITIES Mayor Tourtelot reported to the City Council on his meeting with. officer's of the General Telephone Company and ordered that the matter 'be held on the agenda. FINANCE OFFICER In the absence of Councilman Klein, Mayor Tourte'lot :appointed Councilman Fay as Finance Officer. PAYMENT OF BILLS It was moved by Councilman Fay that Demands No. 2005 through 2016 be approved for payment from the General Fund and that Demand No. 2018 be approved for payment from the Traffic Safety Fund and that'Demand No. 2017 to the County Road Department be rejected until further verifi- cation of the billing. It was ordered received and filed,.., Pound Department 1 The Report of Activities for the quarter April through June 1965 was presented. It was ordered received and filed. County Engineer The County Engineer's report of` collection. ;o.f . fees and Coun,tq's expenses for rendering building inspection services was presented, th.e . excess of fees collected over expenses being $509..7.7. It was ordered received and filed. Sheriff Department The Month Report of the Sheriff Department for a publication - Police and Civil Rights - were presented. received and filed. ADMINISTRATION BUILDING June 1965 and Both. were. ordered Mayor Tourtelot stated that the Admin.istration,Buil.ding Com- mittee had decided to submit a written report .to ..the* .City Council and,, Board of Directors of the Rolling Hills Community Association for comments and recommendations, copies of which he submitted to the members of the Council present. Mayor Tourtelot stated that he would also like both organi- zations to consider the hiring of an architect after the recommendations are ; finalized. The matter was ordered held on the agenda_. BANK ACCOUNT Councilman.Goodman Tstated that at the last meeting of the City Council approval was given to move the City's bank account from the Cali fornia Bank in San Pedro to the Crocker. -Citizens Bank in Torrance and further stated that he had obtained more information on the matter and felt that the City could get a better interest rate from Security First National. Mayor Tourtelot stated that he had not yet changed the account as he wished to discuss the matter further with the City Attorney before taking any action but if Mr. Goodman would give him the name of -the man he spoke --to at the Security Bank, he would look into the matter. CAMPERS, TRAILERS, ET CETERA Mr. Kinley stated that he had received an inquiry from the City Attorney of Sunnyvale relating to campers, trailers, et c-etera on private property and public streets, and asked if the Council would like a report from the committee studying the problem. Tourtelot .so ordered.. -3- August 9, 1965 WEST BASIN WATER DISTRICT 4"7 3 Mrs Clifton stated that the West Basin Water District is waiting for word on the appointment of a representative from the City of Rolling Hills. Following discussion, Councilman Fay stated that he would be willing to serve and thereafter was appointed 'by Mayor Tourtelot. XEROX Following a discussion regarding the leasing of a Xerox machine for the City, Mayor Tourtelot requested that Councilman Goodman and the City Manager work together on the matter and make recommendations to the Council. AIR CONDITIONING FOR CITY HALL Mrs. Clifton presented the cost figures for additional elec- trical wiring to accomodate two air conditioning units for the City Hall. Three cost extimates for the wiring were given as well as an. estimate from O Sears, Roebuck & Co. on the units themselves. Following discussion, Councilman Goodman moved to find that an emergency exists�.for the wel`-iare' of the City staff and upon that finding he further moved that the City Manager be authorized /--t'o spend not more than $484..76 for the install.at.ion of two air conditioning units in the City Hall from Sears, Roebuck & Co. and that the Manager accept the bid of Griffey Electric in. the amount of $245.00 for the additional wiring. Motion seconded by Councilman. Fay and carried by the following vote: 1 1 AYES: Councilman Fay, Goodman and Mayor Tourtelot NOES: None ABSENT: Councilmen Klein and Van Note RECESS It was moved by Councilman Goodman, seconded by Councilman Fay and unanimously carried that the meeting be recessed at 8:35.P.Mo to a personnel session. RECONVENED AND ADJOURNMENT The meeting was reconvened at 9:08. It was moved by Councilman Fay, seconded by Councilman Goodman and unanimously carried that the meeting be adjourned at 9:10 P.M.
