8/23/1965474 MINUTES OF THE REGULAR MEETING OFTiIE CITY COUNCIL OF THE CITY OF ROLLING MILLS, CALIFORNIA August.23, 1965 A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Tourtelot at 7.:30 P.M. on Monday, August 23, 1965 at the City Office. CORRESPONDENCE The manager presented a letter from Carl G. Allen, 23 Portuguese Road, asking what Standing Operating Procedure is in effect governing protective measures and action in emergency re :garding a riot or civil commotion in the community. The consensus of opinion of the Council was that at any time it was felt in- creased security.was necessary,we should first consult the Sheriffs Department, Mayor Tourtelot advised the Council that because of the large agenda of the meeting he had not asked any officer from Lennox to attend, but that he would do so for the next Council meeting. Councilman Goodman moved that the Council ratify the amount of money_ necessaryt,;to.,be expended for salaries for the doubling. of the guards at the Gates during the night hours at the time of the riot emergency in.Southwest Los Angeles. Motion.seconded by Mayor Tourtelot and carried by the following.vote: AYES: Councilmen Fay, Goodman, Van'Note and Mayor :Tourtelot'. NOES: None ABSENT: Councilman Klein Mrs. Clifton gave a report on her meeting with the Civil Defense Directors, Police Chiefs, Fire Chiefs and City Managers of _ Area G on August 17, 1965. Following discussion on the riot in Southwest Los Angeles and the manner in which it affected the City, Councilman Fay moved to commend the guards and the City Manager of the excellent work done: Iby them at that time. He has received letters and messages from all levels of community life commending the action taken. OF GOVERNMENTS FORMATION COMMITTEE Op r The Manager presented a.letter dated August 4, 1965 from the Scjuthern California Association -of Governments Formation Committee requesting the appointment of an official representative and an al- ternate to represent the City in the SCAG General Assembly. Council- man Goodman moved that the Mayor and the Mayor Pro tem be appointed representative and alternate respectively, to represent the city.'. NOES: None ABSENT: Councilman Klein CALIFORNIA CONTRACT CITIES ASSOCIATION The Manager presented a letter from the California Contract Cities Association dated.August 5, 1965 asking for a dote on the question "Should the Host City pay for guests or should they be paid for by the individual (or respective city)". REPORTS OF CITY DEPARTMENTS Fire Activity Report The City Manager reported there was only one structure fire in the City during the month of July and that was very minor with no financial loss. James T. Carmen - Violation The Manager presented a letter from Mr. Rexford Moore, Build- ing & Safety Division, Department of County Engineer, written to James T. Carmen, 20.Chuckwagon Road relative to grading done by the Carmens which is in violation -of the City Building Ordinance. Mr. KiiAey, City Attorney advised the Council that we have a penal pro- vision in the ordinances protecting the city from such illegal activities. Councilman Goodman asked that the City Manager and City ity Attorney be instructed to,advise the Department of Building & Safety that the City wishes to take whatever steps are necessary to uphold the City Ordinance. The Mayor so ordered and instructed the Manager to report any further information..on the matter to the Council. STATEMENT OF ASSURANCE OF COMPLIANCE IN TITLE -.VI CIVIL rciunlS ACT - OF 1964 The Manager presented a letter from the Director of Civil Defense concerning a document entitled "Assurance of Compliance with the Department of Defense and Office of Civil Defense Regu- lations under Title VI. of the Civil Rights Act of 1964". The Manager stated that the City participates in the Bell and Lights Program cooperatively with t * he P%,Ios Verdes Peninsula Unified School District. Mayor Tourtelot was asked to check :with 'the Administration Building Committee on the following points: contact'architects to see if they are interested in.a contest to submit basic plans for a building, the contract to.be.let to one of those submitting plans; check with the Manager to determine exactly what re- quirements are needed for office space; determine approximate costs of such.a building. The Committee will come back in approximately four weeks with the above information. Councilman Van.Note noted that.the City already has property survey plans covering location.of roads, sprinklers, trees, buildings, etc. which.were gratuitiously done by Mr. E. L. Peaison. CA.JPERS, TRAILERS, ET CETERA Mr. Kinley stated that no -report was aliailable at this time and the`item.was ordered taken off the agenda for the present time. .INTRODUCTION AND FIRST READING.OF.ORDINANCE NO. 62 AMENDING Mr. Kinley stated that he has prepared an -Ordinance amending ..the electrical code incorporating.the new County amendments and incluing items pertaining directly to.the City of Rolling stills. Motion was seconded by Councilman Van.Note and carried by the following vote: AYES: Councilmen Fay, Goodman, Van -Note and Mayor Tourtelot NOES: None ABSENT: Councilman Klein FIXING OF TIME FOR PUBLIC HEARINGS -ON ADOPTION OF ELECTRICAL BUILDING AND PLUMBING CODES It was moved by Councilman Goodman that public hearings be held on the matter of the adoption of the Electrical, Plumbing and Building Codes at 7:30 P.M. on September 13, 1965 at the City Office, and that -the City Clerk be directed to publish notices on the holding of said hearings. in.a newspaper of general circulationin the City of Rolling Hills in accordance with the provisions of Section 5002.3 of the Government Code. Motion was seconded.•by Councilman Van Note and unanimously carried: REPORT OF TRAFFIC COMMISSION 'The Manager reported that the letter from Mr. & Mrs. K. Graham, .27 Eastfield Drive, and neighbors asking for a "CHILDREN AT PLAY SLOW" and "STOP" sign.on Eastfield Drive between Outrider and Chuckwagon had been referred to the•Traffic Commission and a letter had been written to the Grahams telling them of the action. ROAD STRIPING The Manager notified the Council that striping in the City would be started next week and the Main Gate area would be striped with.a right hand turn lane, as directed by the Council. XEROX MACHINE FOR CITY HALL Councilman Goodman moved that the City Manager proceed with the monthly rental of Xerox Machine No. 813. Mayor Tourtelot further reported that the bank will pay interest on other City monies deposited according to whether the monies remain 30 to 901 90 to 180, 180 to.365 days at various rates up to 42-7... GATE CONTRACT The Manager reminded -the Council that it has not as yet signed a new contract with the Association for Gate services for.fiscal year 1965-66. Councilman.Goodman stated that.if"the'C.ity could reimburse the Rolling Hills Community Association for Gate costs on a semi-annual basis, the City would not have to borrow money. Mr.-Kinley-recommended that the Coun6il change the payments to the Association to a semi-annual basis, making payments on January 1, 1966 and June 1,1966. Mayor Tourtelot requested the City Attorney to draw up such an agreement for gate operation to be presented to the Association. COUNTY SANITATION DISTRICT - RE STATE COLLEGE Mayor Tourtelot reported on a meeting he attended last Wednes4j at the County -Sanitation District -Offices. He stated that the City of Torrance is very anxious that the 150 acres of landfill north.of Palos Verdes DriveNorthand-west of CrenshawBoulevardbe used for the State College instead.ofa County Regional Recreation facility., Mayor' Tourtelot"', expressed his desire to see the area used for a park and recreational facility. Mayor Tourtelot asked for comments from each member of the Council. After discussion, Mayor Tourtelot suggested that the.City adopt the.sample resolution.sent to it by the City of South Gate which covers all points in the case. RESOLUTION NO. 198 It was moved by CouncilmanVan Note to adopt Resolution No. 198 being "A RESOLUTION OF THE -CITIES COMPRISING THE JOINT COUNTY :SANITATION DISTRICTS INOPPOSITIONOF THE PROPOSAL TO.USE­THE PALOS VERDES REFUSE DISPOSAL SITE FOR STATE COLLEGE USE INSTEAD OF THE ORIGINAL PROPOSAL FOR PARK AND RECREATION" and that reading in full be waived.
