9/13/1965F MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF .THE:CITY OF ROLLING HILLS.', CALIFORNIA September. 13, .1965 A regular meeting of the City Council of the City,of Rolling Hills was called to order by Mayor Tourtelot at:7:30 R.M. on Monday, September 13,.1965 at the City Office. ROLL.CALL Present: Councilmen Fay,. Klein, Van Note and Mayor Tourtelot Absent: Others Present: APPROVAL OF MINUTES Councilman.Goodman Teena Clifton William Kinley Marion Welch Ruth A. Carley City Manager City Attorney City Treasurer Secretary - It was moved by Councilman Van Note, seconded by, Councilman Fay and unanimously carried that the minutes of the meeting of August.23, 1965 be approved as corrected. CORRESPONDENCE a) Letter was presented from.W. H. Parker, Chief of Police, City of Los Angeles, thanking Mayor Tourtelot for his support. It was ordered received and filed. b) Letter was presented fr.om.Mayor Sam Yorty to Mayor Tourtelot thanking him.for his communication to Police Chief Parker, wj%th enclosure of Mayor Yorty's Press Statement dated August 16, 1965. It was ordered received and filed. c) Notice. of meeting of Contract Cities for September 15, 1965. Mayor Tourtelot and Councilman Fay stated that they would attend and requested that reservations be made by the Manager. d) Notice dated September 7, 1965 from -County Boundary Commission re: Proposed Annexation No. 20 to the City of Rolling Hills Estates. It was ordered received and filed. e) Notice from Regional Planning. Commission re: Zone Exception Case No. 7868-(4) - Roessler Chadwick Foundation, 4040.Palos Verdes Drive North. It was ordered received and noted. f) Notice of Hearing,was presented from -Public Utilities Com- mission.re: Case No. 8209. ,Mrs. Clifton, stated that this notice was in response to the City's request to be kept informed on.all matter pertaining to underground utilities. Mayor Tourtelot stated that he would like to attend the hearings when they are held in Los Angeles and directed the Manager to so inform him, g) Resolution from Rapid Transit District adopted September 3, 1965 was presented. It was ordered received and filed. h) Letter was presented. from Milton Breivogel, Regional Planning Commission re assignment of Mr.'Richard Skeen as planning advosor to the City of Rolling.Hills. It was ordered received and filed. 1 1 1 September 13, 1965 i) Letter was presented from K. E. Klinger, Fire Chief - Sub: 1965-66 Tax Rate - Consolidated County Fire Protection District, advising of .5918 per $100 of assessed valuation rate for current year which is a reduction of one and nine hundredths cents from the previous year. It was ordered received and filed.. REPORTS OF CITY DEPARTMENTS Fines and Forfeitures The Manager presented the report of Fines and Forfeitures for the month of August, the City's share being $71.20. It was ordered received and filed. County Engineer Copy of letter dated August 30, 1965 from County Engineer to James T. Carmen, 20 Chuckwagon Road, re grading, submitting plans and obtaining a permit to comply with City Ordinance No. 6. It was ordered received and filed. The Annual Report 1964-65 from the County Engineer was presented. It was ordered received and filed. Regional Planning. Commission Quarterly Report from Regional Planning.Commission was presented giving estimated population figure of 1969 for the City of Rolling Hills. It was ordered received and filed. Sheriff's Department Monthly report for July, 1965 from the Sheriff's Department was presented. It was ordered received and filed. Note and -Mayor Tourte.let NOES:' None ABSENT: Councilman Goodman -2- 48 September 13, 1965 ADMINISTRATION BUILDING Mayor Tourtelot stated that the Administration Building Committee was holdinga meeting September 14, that the membership in committee had been enlarged to five with the inclusion of Councilman and Mr. Edward L. Pearson of 1 Johns Canyon.Road. He further stated he had nothing more to report at this time. PUBLIC HEARING - PROPOSED ORDINANCE AMENDING ELECTRICAL CODE the Fay that Mayor Tourtelot stated that following the first reading of Proposed Ordinance No. 62 on August 23, 1965 a public hearing had been set for September 13, 1965 and that it was the time and place for holding,such hearing. Mayor Tourtelot thereafter opened the public hearing. The Manager stated that notices of the hearing, pursuant to the provisions of Section 50022.3 of the Government Code had been published and that no communications for or against, either written or oral,had been received. No one present wishing to speak, Mayor Tourtelot closed the public hearing. ORDINANCE NO. 62 Councilman Van Note moved the adoption of Ordinance No. 62'being "AN ORDINANCE OF THE CITY OF ROLLING HILLS AMENDING ORDINANCE NO. 5 OF SAID CITY RELATING TO ELECTRICAL REGULATIONS" was read by title only and that reading in full be waived. ORDINANCE NO. 64 Councilman Fay moved the adoption of Ordinance No. 64 being "AN ORDINANCE OF THE CITY OF ROLLING HILLS AMENDING ORDINANCE NO. 7 OF SAID CITY RELATING -TO PLUMBING REGULATIONS" was read by title only and that reading in.full be waived. Seconded by Councilman Van.Note and carried by the following vote: AYES: Councilmen Fay, Klein, Van Note and Mayor Tourtelot NOES: None ABSENT: Councilman Goodman TRAFFIC COMMITTEE The Manager stated that she had received no communication from the Traffic Committee regarding the request for signs in the Eastfield area.?.Mayor Tourtelot stated that he would write a letter to the committee. GATE CONTRACT I ' The Manager reported that the matter of the Gate Contract for the fiscal year 1965-66 had been discussed at the Board of Directors. meeting at which Mayor Tourtelot had been present. The Board had agreed to permit the City to make its first payment for a six month period January 10, 1966°with payments after that to resume on.a monthly basis. The City Attorney submitted the Gate Contract with the stated provisions. It was moved by Councilman Van Note, seconded by Mayor Tourtelot th4t the Gate '.Contract._be approvedfor`execiition':. ' red<:by the __fol Zowirig - - - -AYES: Councilmen.Fay, Klein, Van Note and Mayor Tourtelot i NOES: None I ABSENT:` Councilman Goodman f RESOLUTION NO. 199 Councilman,.Fay reported on the meeting he had attended on August 26, 1965 of the West Basin Water Association and thereafter moved that Resolution No. 199 entitled "A RESOLUTION.OF THE -CITY OF ROLLING HILLS, CALIFORNIA, SUPPORTING 'THE LOWER COLORADO RIVER.BASIN PROJECT ACT' AS PROPOSED IN.S. 1019 AND H_.R. 4671.AND COMPANION BILLS PENDING IN THE CONGRESS OF THE UNITED STATED" be adopted and that reading in.full be waived. Motion was seconded by Councilman Klein and carried by the following vote: AYES: Councilmen Fay, Klein, Van Note and Mayor Tourtelot i NOES: None ABSENT: Councilman Goodman MUTUAL.AID AND JOINT POWERS AGREEMENT Councilman Fay reported on a meeting of representatives of the South Bay Cities attended by City Managers, Police Chiefs, Councilmen and City.Attorneys, at which a Mutual Aid and Joint Powers Agreementwas drawn up to be presented to the individual City Councils for ratification. -4- September 13, 1965 The City Attorney stated that before the Council executes this document it should find out if there are any, objections by the Sheriff's Depart- ment to the signing of said document. Councilman Fay asked if the Resolution authorizing the execution of the Agreement could be adopted subject to approval by the Sheriff's Department and Mr. Kinley answered in the affirmative, inserting the phrase in the proposed resolution. Mrs. Clifton stated that this agreement was an outgrowth of a meeting held i"- Redondo Beach City Hall on the Tuesday after the Watts Riot and she strongly recommended its passage. RESOLUTION NO. 200 Councilman Fay moved that Resolution. No. 200 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, AUTHORIZING EXECUTION OF A MUTUAL AID AND JOINT POWERS AGREEMENT" be adopted and that reading in full be waived. Motion was seconded by Councilman Klein and carried by the following vote: AYES: Councilmen Fay, Klein, Van Note and -Mayor Tourtelot NOES: None ABSENT: Councilman Goodman AUDIT - FISCAL YEAR 1964-65 A discussion Audit Report for Fisca seconded by Councilman Mayor Tourtelot direct, Francisco telling them its appreciation for a ADJOURNMENT was had by members of the Council regarding the 1 Year 1964-65. It was moved by Councilman Van Note Fay and unanimously carried to accept said Report. ad the City Manager to write a letter to Cotton and that the City Council and City Treasurer expressed fine report. The Councilmen all concurred. There being no further business to come before the meeting it was moved by Councilman Van Note, seconded by Councilman Klein and unani- mously carried that the meeting be adjourned at 8:30 P.M.
