A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Tourtelot at 7:30 P.M. on Monday,
September 27, 1965 at the City Office.

Members concurring, Mayor Tourtelot directed that the approval of
minutes of the meeting of September 13, 1965 be carried over to the next
regular meeting.
CORRESPONDENCE
a) The Manager presented an invitation for a luncheon.meeting
of the South Bay College Committee for. Tuesday,: September 28.
Following discussion, Mayor Tourtelot directed the Manager
to attend if possible.
b). Copy of letter from P. W. Richardson, District Manager's
Representative of Southern California Edison Company to
W. H. Greenawalt, District Customer Service Manager of
Southern California Edison Company re requirements for
underground service connections in the City of Rolling Hills
was presented. It was ordered received and .filed. A
discussion was had relating to the undergounding.of tele-
phone service connections and the Manager was directed to
bring the matter to the attention of the City Attorney.
c) Letter with enclosed list of voting strength of each city
represented on the Southern California Rapid Transit
District City Selection Committee was presented. It was
ordered received and filed.
d) Letter dated September 24, 1965 from Clifton -A. Hix
suggesting stop signs at Johns Canyon Road and Buggywhip
Drive was presented. The matter was ordered held until
later in the meeting.
e) Letter. dated August 25, 1965 from Cotton & .Francisco
submitting a proposal, for auditing books and accounts for
the City of Rolling Hills for the fiscal year ending
June 30,.1965 was presented. It was moved by Councilman
Goodman, seconded by Councilman Klein and unanimously
carried to accept the offer .for the sum of $300.
PROCLAMATION - FREE.ENTERPRISE DAY
Mayor Tourtelot presented a proposed Proclamation.re Free
Enterprise Day. Following discussion it was moved by Councilman Fay,
September 27, 1965
seconded by-Councilman.Klein to adopt said. Proclamation. Motion was
carried by the following roll. call.vote:

ADMINISTRATION BUILDING
The Manager presented a letter from the office of the City
Attorney with enclosure of three copies of a consent letter from Palos
Verdes Properties re Administration Building and its consent to moving
the building so that no portion of the present building will remain on
the Palos Verdes Drive North dedicated road right-of-way. The matter was` -`i,,.",:.
ordered held on.the agenda.
REPORTS OF CITY DEPARTMENTS
Fire Department
The Manager presented a letter dated September. 23, 1965 from
K. E. Klinger, Chief Engineer, Los Angeles County Fire Department,
the City of transfers of office personnel, Chief Walter P. Meagher being
transferred to Division IV and Chief Byron D. Robinson to Special
Mrs. Clifton stated that Chief Robinson had been in the office today wit"-..,
Chief Heagher to introduce him to her and also had brought the August
Activity Report. The report was ordered received and filed.
Sheriff Department

Councilman Goodman referred to the letter received from Mr. CA
Allen in -which he had proposed the installation.of'klaxon horns at each.-o.f,
the gates.. Following discussion, the Manager was directed to invite
officer from the Sheriff's Department to.appear at the meeting.of October'.
25 to discuss the matter of gate safety measures.

It was moved by Mr. Klein that Demands No. 2.046 through.2057 b' 6
approved for payment from the General Fund and that Demands No. 2058 thro-u",
2060 be approved for payment from the Traffic Safety Fund.

FINANCIAL STATEMENT & REPORT OF CITY TREASURER
It was moved by Councilman. Fay, seconded by Councilman Klein-,
anal unanimously carried to accept the Financial Statement and Report,of
City Treasurer for the month of August, 1965.
p PROPOSED AMENDMENT TO ZONING ORDINANCE NO. 33
The Manager presented a Proposed Amendment to Zoning Ordinance
No. 33 as recommended by the City Planning Commission. Following dig' --r. _.

and unanimously carried that copies of the proposed amendment be sent..to":'
each Councilman for study and that the matter he placed on the agenda.f'or"
the meeting of October 25, 1965.
ADMINISTRATION BUILDING COMMITTEE
Mayor Tourtelot stated that the Administration Building Committee
had held a meeting last week, during which it had agreed to recommend;tha.t.,
Mr. Ray Bayer, Designer, be hired on an advisory basis at the rate of`,$,lQ,
per hour.. Mayor Tourtelot further stated that the committee felt it needed...
I the help of a qualified person on matters of planning, space requiremerii's,',_.
et cetera, before it could continue and make recommendations to the
Council. Following discussion it was moved by Councilman Fay, seconded..`Y,-,``,
Councilman Goodman and unanimously carried to hire Mr. Roy Bayer to do.,a,
study of requirements for an Administration Building.on, the basis of $,1,0...,;'.r.,
per hour not to exceed fifty hours._
TRAFFIC COMMITTEE
Mayor Tourtelot stated that letters were being sent to Mr..
Joseph O'Flaherty and Mr. William G.'Horn requesting them to continue t'.."
serve on the Traffic Committee and one to Councilman Van Note requesting,.
him to serve in place of Mr.. F. C. Ripley, Jr. who had stated that.he
could no longer serve, and notifying them of urgent matters which
their attention.and recommendation.
Mrs. Clifton stated that a problem had arisen . on the matter,

safety at the La Cresta School on Crest Road. The School District ha.d,",",`:.`.
built steps from the school property up to Crest Road and parents bring`::'
and pick up children to that location rather than.driving to the school,.
itself. During discussion it was noted that there was no place to pull:'
off Crest Road on the north side and only about five car lengths off the...
road on the south side. It was moved by Councilman Goodman, seconded::by,._:;"'i:;.
Councilman Fay and unanimously carried that the City Manager be instructed;'
to contact the Sheriff's Department as to the proper placement of yelTow<,
"School Zone" signs on Crest Road West and yellow "School Zone" markings:
on the street and cause them to be installed immediately.
It was moved by Councilman Fay, seconded by Councilman Klein:'4_''
and unanimously carried that "No Parking.Or Stapping.At Any Time" signs
be installed within 50 yards or more in each direction from the

PHOTOGRAMMETRIC SURVEY
Councilman Van Note reported on the progress of the photo-
grammetric survey, stating that the firms which had been contacted had
stated that they want to negotiate and not bid on the project as they
are now members of the American Society of Civil Engineers. Under these
circumstances he and Mrs. Clifton felt there was a need for expert advic
and.he stated that the Photogrammetry Division of the County Engineer
had been contacted as to how to proceed. Mrs. Clifton stated that she
had discussed with the County -Engineer the methods used when.photogram
metric work is required. The County Engineer stated that they have a
set of General Specifications and"also prepare a set of Special Pro-
visions for the contractor to work with, and further stated they would
prepare such a specification.for Rolling Hills if that was' the Councils
desire. The County Engineer would also assist the City in the contract,,,...
negotiations. '

GARDEN.CLUB - CITY PARK
Mrs. Clifton stated that she had received a request,from the
Garden Club to have night cookouts and camp outs at the City Park and
further requested to have permission to build a fire pit. Council mem-.,
bers were unanimously in favor of such a use for the park but . felt . tha.t, :,, ;.;
Mrs. Clifton should talk.to the Fire Department about safety measures
and also about the proper design for construction.of a fire pit.
Tourtelot directed the City Manager to report to the Council on her.fiind.

There being .no further business to come before the meeting. -It
was moved by Councilman Van Note, seconded by Councilman Goodman.and
unanimously carried that the meeting.be adjourned at 9:25 P.M.
