1030 RESOLITTION NO. 1030 A RESOLUTION OF THE CITY COUNCIL OF THE CTTY OF ROLLING HILLS AUTHORIZING THE REALLOCATION OF MAINTENANCE AND SERVICING FUNDS GENERATED BY THE SAFE NEIGHBORHOOD PARKS PROPOSITION OF 1992 AND 1996 TO THE CTTY OF ROLLING HILLS ESTATES AND THE CITY OF RANCHO PALOS VERDES WHEREAS, Los Angeles Ta�cpayers approved Proposition A of 1992, which provides funds to iricorporated cities of Los Angeles County to acquire, develop, improve or restore real property for parks and recreation purposes; and � WHEREAS, Proposition A of 1992 and 1996 provides maintenance and servicing funds to eligible agencies to offset the increased maintenance costs resulting from Proposition funded projects; and WHEREAS, Los Angeles County has authorized the transfer of Proposition A of 1992 Per Parcel Discretionary Funds in the amount of$25,428 from the City of Rolling Hills to the City of Rolling Hills Estates; and WHEREAS, the City of Rolling Hills transferred its Proposition A of 1992 Per Parcel� Discretionary funds to the City of Rolling Hills Estates on May 28, 1996 for the.purpose of improving Rockbluff Park and the George F Canyon Nature Preserve; and WHEREAS, Los Angeles County has authorized the transfer of Proposition A of 1992 and 1996 Per Parcel Discretionary Funds in the amount of$11,829 from the City of Rolling Hills to the City of Rancho Palos Verdes; and WHEREAS, the City of Rolling Hills transferred its Proposition A of 1992 and 1996 Per� Parcel Discretionary funds to the City of Rancho Palos Verdes on September 11, 2000 for the purpose of expanding the Pt. Vincente Interpretive Center; and WHEREAS, the City of Rolling Hills, through its transfer of Proposition A of 1992 and 1996 Per Parcel Discretionary funds to the Cities of Rolling Hills Estates and Rancho Palos Verdes, is unable to utilize the maintenance and servicing funds under the guidelines of the Proposition; and WHEREAS, in May 2000, the City of Rolling Hills allocated 100% of the maintenance and servicing funds to Rolling Hills Estates through 2015 and, with Rolling Hills Estates' concurrence, Rancho Palos Verdes in December 2007 has expressed an interest in a � proportionate share of the maintenance and servicing funds through 2019; and WHEREAS;the Cities of Rolling Hills Estates and Rancho Palos Verdes has communicated a willingness to accept the maintenance and servicing funds allocation estimated to be $3,000 per annum through Fiscal Year 2019 to offset increased maintenance costs resulting from the Proposition funded projects. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROLLING HILLS AS FOLLOWS: Section 1. The City Council of the City of Rolling Hills hereby finds and determines that the recitals contained hereinabove are true and correct. Section 2. The City Council of the City of Rolling Hills hereby authorizes Los Angeles County to pay the City of Rolling Hills Estates in annual Proposition A of 1992 and 1996 maintenance and servicing allocation, estimated to be$3,000 per annum through Fiscal Year 2019, two-thirds (2/3) of the allocation. Section 3. The City Council of the City of Rolling Hills hereby authorizes Los Angeles County to pay the City of Rancho Palos Verdes in annual Proposition A of 1992 and 1996 maintenance and servicing allocation, estimated to be $3,000 per annum through Fiscal Year 2019, one-third (1/3) of the allocation. Section 4. The City of Rolling Hills will not receive any money, property, services or other reimbursement for assigning its allocation to the Cities of Rolling Hills Estates and Rancho Palos Verdes. Resolution No. 1030 -1- Section 5. The City Clerk of the City of Rolling Hills is directed to submit a copy of this Resolution to the Los Angeles Regional Park and Open Space District, 433 South Vermont Avenue, Los Angeles, CA 90020-1975. Section 6. The City Clerk of Rolling Hills shall certify to the adoption of this Resolution, and thereupon the same shall be in full force and effect.
