1032 RESOLUTION NO. 1032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS REPEALING RESOLUTION NO. 759 AND RESOLUTION NO. 771 �ND PROVIDING FOR A CITY OF ROLLING HILLS DISASTER PREPAREDNESS COMMITTEE, PRESCRIBING ITS MEMBERSHIP, DUTIES, AND RESPONSIBILTITES. The City Council of the City of Rolling Hills does resolve as follows: Section 1. Formal Establishment. There is hereby formally established a City of Rolling Hills Disaster Preparedness Committee, which�shall, as a body, be an advisory body to the City of Rolling Hills City Council. Section 2. Membership. The Rolling Hills Disaster Preparedness Committee shall be composed of an unspecified number of volunteers consisting of representative(s) from the Community Emergency Response Team (CERT), block captains, Caballeros, Rolling Hills Community Association and residents-at-large. Residents-at-large will be selected and all members of the Committee will be approved by majority vote of the City Council. Section 3. Qualifications of Members. All members of the Rolling Hills Disaster Preparedness Committee shall be : a) a resident of the City of Rolling Hills. b) at least 18 years of age, and c) a current CERT member, block captain, a representative(s) of Caballeros, a representative(s) of the Rolling Hills Community Association or a City Council selected member (resident-at-large). Section 4. Terms of Office. Each CERT member, block captain, Caballeros representative, Rolling Hills Community Association representative and resident-at-large shall serve one four-year term through December 31, 2011. Upon expiration of the term, the Rolling Hills Disaster Preparedness Committee shall be reviewed by the City Council. Section 5. Removal From Office. Members of the Rolling Hills Disaster Preparedness Committee serve at the pleasure of the City Council and may be removed at any ' time by majority vote of the City Council. If a member no longer satisfies the qualifications required, his or her removal shall be automatic and no action by the City Council shall be necessary to declare the seat vacated. Section 6. Vacancv. Vacancies for the City Council appointed members to the Rolling Hills Disaster Preparedness Committee shall be filled by appointrnent by majority vote of the City Council. Persons appointed to fill a vacancy shall serve only for the unexpired term of the member whose vacancy they fill. Section 7. Me_e�s. Members of the Rolling Hills Disaster Preparedness Committee shall observe the following rules in the conduct of their meetings and business: a) The Disaster Preparedness Committee shall hold at least one regular meeting a year at a time established by the Committee. Special meetings may be called by the Chair as deemed necessary in the manner prescribed by law. b) All meetings of the.Disaster Preparedness Committee shall be open to public attendance, and conducted in compliance with the Brown Act (Government Code Sections 54950 et seq.). c) Rules for the transaction of business may be adopted by the Rolling Hills Disaster Preparedness Committee. d) Minutes of ineetings shall be prepared memorializing all findings, and recommendations of the Rolling Hills Disaster Preparedness Committee. e) A written agenda shall be prepared and circulated to all members of the Rolling Hills Disaster Preparedness Committee in advance of all regular meetings. f) A quorum of the Rolling Hills Disaster Preparedness Committee shall consist of as many people who attend the meeting. Resolution No. 1032 -1- Section 8. Duties, Res�onsibilities, Authorities, and Limitations. Members of the Rolling Hills Disaster Preparedness Committee shall study and make recommendations to the City Council on matters related to the items included in the Disaster Preparedness Committee emergency preparedness statement as follows: a) Gather information on potential risks or hazards in the community environ.ment. b) Identify, organize, and prepare for emergency response and recovery resources. c) Develop and implement plans for animal control. d) Improve existing disaster preparedness plans and update long-range strategic plans. e) Educate and inform the staff and residents on various hazards that exist, resources available, prevention techniques and response activities. f) Coordinate efforts to reduce vulnerabilities and promote community involvement through workshops and community outreach. g) Provide necessary training for response techniques and initiate volunteer support in the community. h) Keep community informed of all progress made on the implementation of the disaster preparedness plans. The authority of the Rolling Hills Disaster Preparedness Committee, in its pursuit of the foregoing responsibilities is limited to making reports in the form of recommendations for City Council consideration. Section 9. Com�ensation. Members of the Rolling Hills Disaster Preparedness Committee shall not receive compensation for their services. Section 10. This Resolution,shall become effective immediately upon adoption. Copies of the Resolution shall be provided to each member of the Rolling Hills Disaster Preparedness Committee. Section 11. The Mayor, or presiding officer, shall affix his or her signature to this Resolution signifying its adoption by the City Council of the City of Rolling Hills, and the City Clerk or his duly appointed deputy, shall attest thereto.
