A RESOLUTION OF THE CTTY COUNCIL OF THE CTTY OF
ROLLING HILLS REPEALING RESOLUTION NO. 753,
RESOLUTION 967 AND RESOLUTION NO. 974 AND
PROVIDING FOR A CITY OF ROLLING HILLS NATURAL
ENVIRONMENT AND SUSTAINABILITY COMMITTEE,
PRESCRIBING ITS MEMBERSHIP, DUTIES, AND
RESPONSIBILTTIES.
The City Council of the City of Rolling Hills does resolve as follows:
Section 1. Formal Establishment. There is hereby formally established a City
of Rolling Hills Natural Environment and Sustainability Committee, which shall, as a body, be
an advisory body to the City of Rolling Hills City Council.
Section 2. Membershin. The Rolling Hills Natural Environment and
Sustainability Committee shall be composed of nine members. The nine members of the
Committee will be approved by majority vote of the City Council.
Section 3. Qualifications of Committee Members. Members of the Rolling
Hills Natural Environment and Sustainability Committee shall be :
a) � a resident of the City of Rolling Hills.
Section 4. Volunteers. From time to time, the Committee may invite
volunteers to assist in specialty areas on projects and topics of discussion on an as-needed
basis. Volunteers shall be :
a) a resident of the City of Rolling Hills, or
b) a professional and/or practitioner in the topic or prbject being addressed
by the Committee, or
� c) a representative of a community-based organization, or
d) a City designated expert.
Section 5. uorum. A quorum consists of five (5) of the nine (9) Rolling Hills
Natural Environment and Sustainability Committee members. If a member of the Committee
is absent for five meetings in any twelve-month period, the office becomes vacant
automatically. The Commission shall immediately notify the City Council of the vacancy.
Section 6. Votin�. Each of the nine (9) members of the Rolling Hills
Natural Environment and Sustainability Committee are entitled to vote on matters before the
Committee.
Section 7. Committee Structure. Within the Rolling Hills Natural
Environment and Sustainability Committee, there will be three standing subcommittees that
may meet on an as-needed basis. The subcommittees will be as follows:
a) Environmental Assessment. For the purpose of maintaining the Rolling
Hills ecological environment, the Environmental Assessment Subcommittee is responsible for
the assessment of flora and fauna, tracking changes in the environment, evaluating City
policies and procedures, data collection and identifying outcomes from actions affecting the
environment. The Subcommittee shall consist of three (3) of the nine (9) members of the
Rolling Hills Natural Environment and Sustainability Committee.
b) Green Plans and Programs. The Green Plans and Programs Subcommittee
is responsible for developing and recommending environmentally sustainable policies,
practices and programs for Rolling Hills. The Subcommittee shall consist of three (3) of the
nine (9) members of the Rolling Hills Natural Environment and Sustainability Committee.
c) Education and Outreach. The purpose of the Education and Outreach
Committee is to promote, support and recommend programs and activities in Rolling Hills
pertaining to the Rolling Hills Natural Environment and Sustainability Committee and to
liaison with area-wide organizations on environment and sustainability matters pertaining to
Rolling Hills. The Subcommittee shall consist of three (3) of the nine (9) members of the
Rolling Hills Natural Environment and Sustainability Committee.

Each subcommittee will consist of three (3) distinct, non-overlapping members of the Rolling
Hills Natural Environment and Sustainability Committee. From time to time, not more than
one additional member of the Rolling �-Iills Natural Environment and Sustainability
Committee may participate in a non-designated subcommittee activity or meeting as needed.
Each subcommittee shall self-select a Chairperson for the purpose of leading and facilitating
meetings. A quorum of a subcommittee shall consist of two (2) of the three (3) members.
Subcommittees shall report their work, findings and recommendations to the Rolling Hills
Natural Environment and Sustainability Committee.
Each Subcommittee may solicit volunteers to assist with addressing topics or projects.
Section 8. Terms of Office. Each member of the Rolling Hills Natural
Environment and Sustainability Committee shall serve a four-year term. Existing members of
the Wildlife Preservation Committee shall serve their remaining term on the Rolling Hills
Natural Environment and Sustainability Committee.
Section 9. Removal From Office. Members of the Rolling Hills Natural
Environment and Sustainability Committee serve at the pleasure of the City Council and may
be removed at any time by majority vote of the City Council. If a member no longer satisfies
the qualifications required, his or her removal shall be automatic and no action by the City
Council shall be necessary to declare the seat vacated.
Section 10. Vacan . Vacancies for the permanent members to the Rolling
Hills Natural Environment and Sustainability Committee shall be filled by appointment by
majority vote of the City Council. Persons appointed to fill a vacancy shall serve only for the
unexpired term of the member whose vacancy they fill.
Section 11. Meetin�s. The RolLng Hills Natural Environment and
Sustainability Committee shall conduct regular meetings monthly on a predetermined
schedule and time to be established by the Committee. Special meetings may be called by the
Chair as deemed necessary in the manner prescribed by law. The Committee shall observe the
following rules in the conduct of their meetings and business:
a) All meetings of the Rolling Hills Natural Environment and Sustainability
Committee shall be open to public attendance, and conducted in compliance with the Brown
Act (Government Code Sections 54950 et seq.). .
b) Rules for the transaction of business may be adopted by the Rolling Hills
Natural Environment and Sustainability Committee.
c) Minutes of ineetings shall be prepared memorializing all findings, and
recommendations of the Rolling Hills Natural Environment and Sustainability Committee and
Subcommittees.
d) A written agenda shall be prepared and circulated to all members of the
Rolling Hills Natural Environment and Sustainability Committee and Subcommittee in
advance of all regular meetings.
Section 12. Duties, Responsibilities, Authorities, and Limitations. The
authority of the Rolling Hills Natural Environment and Sustainability Committee is limited to
making reports in the form of recommendations for City Council consideration.
Section 13. Compensation. Members of the Rolling Hills Natural Environment
and Sustainability Committee shall not receive compensation for their services.
Section 14. This Resolution shall become effective immediately upon adoption.
Copies of the Resolution shall be provided to each permanent member of the Rolling Hills
Natural Environment and Sustainability Committee.
Section 15. The Mayor, or presiding officer, shall affix his or her signature to
this Resolution signifying its adoption by the City Council of the City of Rolling Hills, and the
City Clerk or his duly appointed deputy, shall attest thereto.
Section 16. Resolutions Nos. 753, 967 and 974 are hereby repealed.
