11/8/1965497- MINUTES OF THE REGULAR MEETING OF'THE CITY COUNCIL OF THE CITY OF ROLLING.HILLS, CALIFORNIA .November 8, 1965 A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Tourtelot at 7:30 P.M. on.Monday, November 8,- 1965 at the City Office. Mayor Tourtelot then.welcomed Lt. G. E. Scholten from the Sheriff S Department. The Mayor said that he knew`the Sheriff's Department,„had been-, notified that the .Counc.il was! -considering an anti" -solicitation ordnance and asked Lt. Scholten for-.ani.opinion on the proposed ordinance.Lt.-Scholten .stated that the City has a trespass ordinance /and he believed it was suffi -tient as long as the Council ,did. not desire 2lny more enforcement than it -presently has. Mrs. Clifton stated that th4 City of Palos Verdes Estates has an grdinance ,relating.to commercial solicitation only. - not charitable,. solicitation. -and. that the City of Rolling Hills Estates has an, anti-. solicitation ordinance in which charitable drives require clearance through the She'riff's Department. Councilman -Goodman stated he felt that it would tighten-esecurity measures to adopt the anti -solicitation ordinance. Lt.. Scholten was -asked if he would be attending.Council.meetings, with any frequency and Lt. Scholten replied that he would attend whenever' the Council—desires him to do, so. Fire Department: Mayor Tourtelot: introduced Chief Meagher of the L.. A -..County Fire Department to the Councilm_en.and asked him about the recent fi.re.in the Georgeff-Chuckwagon.-area,.. Chief Meagher stated that the recent fire within the City. of Rolling Hills, was caused by Children playing with matches and' that the parents had been notified. He said the.Fire Department had ten engine companies, a helicopter with.borate bombers standing by, and two camp dkews ',of. fifteen ;hien - each. Meagher Fire Department .APPROVAL -OF MINUTES It was moved by Councilman Van.Note, seconded by Councilman.Fay and unanimously carried that the minutes of the meeting of October 25,-1965 be -approved as corrected. REPORTS OF CITY. DEPARTMENTS Sher�ff Department The'Mayor stated.that to accommodate Lt. He further,stated that when he arrived at the fire there were many sightseers and -he called the Sheriff for --assistance. I Councilman Fay said he thought the City should write a letter and thank the firemen, and Chief Meagher said that it would be very much appre- ciated by the men and that any letter should be directed to Chief Keith Klinger. Councilman.Fay so,moved, seconded by Councilman Goodman and unan' mously carried that the Manager direct a letter to Chief Klinger with a co to Chief Meagher. CORRESPONDENCE a) Letter dated October 29, 1965 together with copy of Resolu- tion approving mutual aid and joint.powers agreement within Area G of Civil Defense Region 1 of the State.of California from the City of Inglewood was presented and ordered received and filed. b) Letter dated October 22, 1965 from the Board -.of Supervisors of Los Angeles County together with a copy of a study on alcoholism was presented and ordered received and filed. c) Notices from the League of California Cities re: Committee Appointments and a General Meeting of the Los Angeles Division of the League on November 18, 1965 in Redondo Beach. Following discussion, Mayor Tourtelot appointed Councilman Goodman to the Committee for Home Rule, and that he (Mayor.Tourtelot) and the City Attorney be appointed to the Committee on- Underground nUnderground Utilities. Members of the Council took note of. the General Meeting of the League and indicated that they would attend if possible: Mayor Tourtelot further appointed Councilman Goodman as the representative for Rolling .Hills to the Los Angeles Division of the League of California Cities and himself serving as alternate. Mayor Tourtelot., directed the Manager to send a letter to the League regarding the above appointments and also to request that notices, agendas and minutes be sent to each member's homes. d) A Resolution of the Board of Supervisors of Los Angeles County re: reduction of the property tax payers burden was presented. It was -ordered received and filed. PAYMENT OF BILLS .It was moved by Councilman.Fay that Demands No. 2086 through 2098 be approved for payment from the General Fund and that Demand-No.2.099 be approved for payment from the Motor Vehicle In Lieu Fund. Sheriff Department 3,260.00 $4,016.99 *Motox Vehicle In Lieu.Fund -2- 1 November 8, 1965 The motion was seconded by Councilman Goodman and carried by the following roll call vote: AYES: Councilmen Fay, Goodman, Van Note and Mayor Tourtelot NOES: None ABSENT: Councilman Klein ORDINANCE NO. 65 - ANTI -SOLICITATION Councilman Goodman introduced and read by title only Ordinance No. 65 being "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DECLARING THE LEGISLATIVE POLICY OF SAID CITY, PROHIBITING SOLICI- TATION, PEDDLING, HAWKING,CANVASSING, AND THE VENDING AND SELLING OF SERVICES, GOODS, WARES AND MARCHANDISING FROM DOOR TO DOOR, IN THE CITY OF ROLLING HILLS WITHOUT THE INVITATION, CONSENT OR REQUEST OF THE HOMEOWNER OR PERSONS IN POSSESSION, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF•'' and moved that reading in full be waived. Seconded by Councilman Fay and unanimously carried. RESOLUTION RE: FEDERAL SURPLUS PROPERTY The Manager explained the objective of the Federal Surplus Property Program, stating that she had visited the surplus property ware- house with Captain Rochefort, Coordinator of Area G, Civil Defense, and found many things that the City purchases on a regular basis. Mrs. Clifton further stated that it would be necessary to pass the form Resolution sent to the City in order to become eligible to make purchases. Following dis- cussion, Mayor Tourtelot directed the City Manager to send copies of the resolution to each of the Councilmen for study and put the matter on the agenda for the next meeting. RESOLUTION RE: LOS ANGELES COUNTY OPERATIONAL AREA The Manager presented a letter from the.Los Angeles County and Cities Disaster and Civil Defense Commission, together with a model Reso- lution approving an amendment to County Ordinance No. 5582 providing for the establishment of a Los Angeles County Operational Area during a state of extreme emergency. Mrs. Clifton noted that Sheriff Pitchess, who is the City's -Sheriff,. is designated as Operational Area Director and that the County Ordinance is an accomplished fact. Mayor Tourtelot directed the Manager to send copies of the -model Resolution to each Councilman and put the matter on the agenda for the next meeting. ADMINISTRATION BUILDING Mayor Tourtelot stated that the Committee would have a report ready for the next meeting of the Council. REPORT OF TRAFFIC COMMITTEE ON TRAFFIC SIGNS IN EASTFIELD AREA Councilman Van Note reported that the Traffic Committee would be meeting the following week and would then report to the Council. Councilman Van Note suggested that there are so many signs within the City, perhaps there could be some consolidation or possibly elimination of some signs. Councilman Goodman stated that he felt the Traffic Ordinance should be amended to take care of the "NO STOPPING AT ANY TIME" signs on Crest Road and make it an urgency Ordinance. Mayor Tourtelot so ordered. PHOTOGRAMMETRIC SURVEY Councilman Van Note stated that he had nothing to report as yet. November 8, 1965 PALOS VERDES PROPERTIES RE: ADMINISTRATION BUILDING #2 PORTUGUESE BEND ROAD Mr. Kinley stated that the letter -consent from Palos Verdes Properties relating to moving the building at #2 Portuguese Bend Road was in form for execution by the City Council but that as the thoughts now are not to more the building but instead to demolish it, the matter may not be pertinent. During discussion the thought was expressed by Mayor Tourtelot that perhaps Palos Verdes Properties should be made responsible for removing that part of the building that is in the road right of way of Palos Verdes Drive North. The Mayor ordered the matter held on the agenda. 1"" SCAG Councilman Fay reported on an all day formation meeting fot. SCAG (Southern California,Association of Governments) which he had attended. He stated that some cities and counties have not joined as yet, Los Angeles City and County among those, however, both Los Angeles City and County had observers at the meeting. SCAG is now asking all the cities which have joined to pay a sum of $100 each to meet expenses until such time as r.•egular dues can be arranged and would like the Councils to authorize the sum before December 1st. Councilman Fay said he recommended that the Council authorize the money. Following further discussion, Mayor Tourtelot directed that thea��; matter be held until the next meeting. GRADING The Manager stated that she felt there was a need for an ordi- nance which would require no more than a 20% grade on driveways to be}con- sistent with the Building Regulations of the Rolling Hills Community Asso- ciation on construction which have such a requirement; that the Building Ordinance of the County of Los Angeles which the City adopted by refer'•ence does not have any requirement on driveway grades. Following discussion no action was taken. ADJOURNMENT There being no further business to come before the meeting it was moved by Councilman Goodman, seconded by Councilman Van Note and unan- imously carried that the meeting be adjourned at 9:30 P.M.
