11/22/1965MINUTES OF THE REGULAR MEETI:NG-OF THE CITY COUNCIL OF -THE CITY OF ROLLING -H=.ILLS-, CALIFORNIA - November 22, 1965 A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Tourtelot at 7:30 P.M. on Monday, November 22, 1965 at the City Office. ROLL CALL Present: Absent: Others Present: APPROVAL OF'MINUTES Councilmen Fay, Goodman, Van Note and Mayor Tourtelot Councilman Klein Teena Clifton William Kinley Marion Welch Ruth A. Carley City Manager City Attorney City Treasurer Secretary It was moved by Councilman Van Note, seconded by Councilman Fay and unanimously carried that the minutes of the meeting of November 8, 1965 be approved as corrected. CORRESPONDENCE a) The Manager reported the receipt of Resolutions from the Cities of E1 Segundo and Palos Verdes Estates re: Approving Mutual Aid and Joint Powers Agreement With Designated Cities Within Area G of Civil Defense Region 1, of the State'Yof California. Mrs. Clifton stated that.she had not as yet had a communication from the.Sheriff's Department regarding the City of Rolling Hills' Resolution on the above subject. b) Letter dated November 18, 1965 from Governor Brown's office acknowledging Mayor Tourtelot's communication regarding "Molotov cocktails - fire bombs". It was ordered received and filed. REPORTS OF CITY DEPARTMENTS Fire Department The Manager reported that the -Fire Department had notified her that due to the heavy rains it had two fire units patrolling the area to watch for any slides that might occur. Mrs. Clifton then presented the monthly report:of the Fire Department for October, 1965. It was ordered received and filed. Building Department The.Manager presented the report -from John A. Lambie for services on building inspections for the period of July 1 to September 30, 1965, an excess of fees collected over expenses being.$297.60. It was ordered received and filed. Pound Department The report.of activities for the first quarter of the fiscal year from the Pound Department was presented. It was ordered received and filed. November 22, 1965 PAYMENT -OF BILLS It was moved by Councilman Fay that.Demands No. 2100 through 2111 be approved for payment from th.e.Ge.neral Fund. DEMAND NO. ORDINANCE NO. 65 - SECOND READING Councilman Fay read by title only Ordinance No. 65 being "AN ORDINANCE -OF THE CITY COUNCIL OF THE CITY OF ROLLING -HILLS DECLARING THE' LEGISLATIVE POLICY -OF SAID CITY, PROHIBITING SOLICITATION, PEDDLING , HAWKING, CANVASSING., AND THE VENDING AND SELLING OF -SERVICES, GOODS, WARES AND MERCHANDISE FROM"DOOR TO DOOR IN THE CITY OF ROLLING -HILLS WITHOUT THE INVITATION, CONSENT OR REQUEST OF THE HOMEOWNERS OR PERSONS IN POSSESSION, AND PROVIDING -PENALTIES -FOR THE VIOLATIONTHEREOF" as introduced at the.previous meeting, and moved"to waive reading in full and that Or -d nance No. 65 be adopted. Motion was carried by the.fo.11ow- ing vote:-, AYES: Councilmen :Fay, Goodman, Van Note and Mayor Tourtelot :NOES: None ABSENT: Councilman Klein RESOLUTION NO. 201 Councilman Goodman read by title only Resolution No. 201 being "A RESOLUTION"OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS AUTHORIZIN THE CITY OF ROLLING HILLS TO SECURE SURPLUS PROPERTY�UNDER PUBLIC LAW 655' and moved that reading in full be waived and that Resolution No. 201 be passed and adopted. Motion carried by the following vote: AYES: Councilmen Fay, Goodman, Van.Note and .Mayor Tourtelot NOES: None ABSENT: Councilman Klein -2- i November 22, 1965 RESOLUTION NO. 202 Councilman Van Note read by title only Resolution No. 202 being "A RESOLUTION OF THE CITY COUNCIL -0 -THE CITY OF ROLLING HILLS, CALIFORNIA, RECOGNIZING THE LOS ANGELES COUNTY OPERATIONAL AREA ORGANIZATION^end moved that reading in full be waived and that Resolution No. 202 be passed and adopted. Motion, carried by the following vote: AXES: Councilmen Fay, Goodman, Van Note and Mayor.Tour.telot NOES: None ABSENT: Councilman Klein ADMINISTRATION BUILDING Mayor Tourtelot stated that the Council members would be receiving material for study and recommendations from the Administration Building.Committee. REPORT OF TRAFFIC COMMITTEE ON TRAFFIC SIGNS IN EASTFIELD AREA The matter was ordered carried .over to the next meeting. PHOTOGRAMMETRIC SURVEY The matter was ordered held on the agenda. PALOS VERDES PROPERTIES RE: ADMINISTRATION BUILDING #2 PORTUGUESE BEND ROAD The matter was ordered carried over to the•first meeting"in January, 1966. ORDINANCE REQUIRING SOIL REPORTS Mr. Kinley presented a proposed Ordinance requiring a pre- liminary -soil report of subdivisions and specifying the conditions under which a soil investigation.of each lot is required. Following discussion the matter was ordered held on the agenda. PLANNING COMMISSION APPOINTMENTS The Manager stated that there will be two vacancies on the Planning Commission, Mr. Ralph.A. Blakey and Mr. Robert M. Gray, and therefore a need to appoint two commissioners. Councilman Van Note recommended that -one replacement be Mr. E. L. Pearson, who he felt would be an asset to the Commission. Councilman Fay recommended Mr. James Ziegler for the second replacement. Both recommendations were taken underadvisement, pending the Councilmen contacting bothmen and getting their consent to the appointments. Councilman Goodman stated that as he would not be present during the meetings in December, he would request that his proxie in favor.of these appointments be voted. ORDINANCE NO, U-31 Mr. Kinley stated that he had prepared an urgency Ordinance, as directed at the previous meeting, to provide for the "No Parking" signs on Crest Road. Councilman Goodman introduced and moved the adoption of Ordinance No. U-31 being "AN ORDINANCE OF THE CITY COUNCIL OF ROLLING HILLS AMENDING ORDINANCE NO. 17 ENTITLED 'AN ORDINANCE OF THE CITY OF ROLLING HILLS, CALIFORNIA, REGULATING TRAFFIC WITHIN SAID CITY AND REPEALING -ORDINANCE NO. 1 AND ALL OTHER ORDINANCES IN CONFLICT THEREWITH"' and read said Ordinance in full. Motion was seconded by Copncilman Van Note and carried by the following roll call vote:, -3- November 22, 1965 AYES: Councilmen Fay, Goodman, Van Note and Mayor Tourtelot NOES: None ABSENT: Councilman Klein RUBBISH AGREEMENT Mr: Kinley stated that he had reviewed the proposed contract between the City and the Hillside Rubbish.Company and had found everythin in order. Following discussion it was moved by Councilman Goodman and seconded by Councilman. Van Note to authorize, empower and direct the Mayor and City Clerk to execute said document. Motion carried by the following roll call vote: AYES: Councilmen.Fay, Goodman, Van Note and Mayor Tourtelot NOES: None ABSENT: Councilman Klein ADJOURNMENT There being no further business to come before the meeting it was moved by Councilman Fay, seconded by Councilman Van -Note and unani- mously carried that the meeting be adjourned at 8:10 P.M.
