APPROVAL OF MINUTES
Mayor. Tourtelot directed that approval of the minutes of
December 27, 1965 be held until the next regular meeting . '
CORRESPONDENCE
a) Letter dated December 30, 1965 from Los Angeles County
Association of Planning . Officials re: General Membership Meeting on
January 12, 1966. The Mayor directed the City Manager to contact Mrs .
Grace Hill to see if she had any interest in attending said meeting.
b) The Manager read a letter dated December 22, 1965 from
the .Office of the Sheriff informing the City- Council that. all future
traffic and criminal matters within the City will be directed to the
Torrance Branch of the Co�rt, known and designated as South ' Bay Torrance .
It was ordered received and filed.

PROPOSED ORDINANG-E AMENDING ORDINANCE NO< 32 - SUBDIVISION
� The Manager introduced Mr . Richard Skeen, the City's Planning
Advisor"f�ram the Regional Planning, Commission of Los Angeles County.
Councilman G,00dman. stated that he had not had the opportunity to give the
proposed ordi,nance more than a rapid going . over and requested more time
to �tudy it;.� He asked Mr. Skeen if the pro�osed ordinance takes care of
Cour�ty problems and Mr. Skeen answered "Yes '. Councilman Goodman stated
� tha�t����the Counc;il 5hould have a letter from Mr. Skeen stating that the
p:ropos;ed ordinance conforms with the County"s procedure and incorporates
all ia�'s� requirements . Mr. Skeen stated that as to the general require-
meii�ts there is no conflict buit since he has just taken over the job as
P1ann�ing:Advisor for Rolling: Hills he would appreciate a little more time
�to �go -over the ordinance . Following . further discussion, Mayor. Tourtelot
directed the City,`Manager to meet with Mr. Skeen on the matter and have
, the proposed ordinance, with Mr. Skeen's comments, for the next meeting.
iPROFOSED ORDINANCE RE: JURISDICTION. FOR CRENSHAW. BOULEVARD

`���'-� Mrs . Clifton. reported that Mr . Kinley had stated to her that
the time limit in the proposed ordinance was as restrictive as it could
reasonabl'�a be, a$ per instructions fram the last Council meeting. Council-
.man Goodman stated that he was going to vote against the proposed ordi-
,n'ance because the City has all private streets and does not want a public
`highway within the City limits, also that if the ordinance is adopted the
City will be doing away with its traffic ordinance . He further stated
that he felt the City did not have to consent to the proposed jurisdiction
and that the City should go ahead with de-annexation of the land in
question and have nothing to do with the matter of giving the County
jurisdiction.
Mr. Clifton.A. Hix appeared before the Council to represent
Mr. Gordon .Shultz whose property would be affected, stating that Mr. Shult
has not been contacted by anyone in the matter but that Mr. Shultz has
granted an easement to the County. Mayor Tourtelot stated that the Council
does not have anything to report to Mr. Shultz at t stage of the project.
Councilman Goodman said that he would refuse the '�us.e�he easement that
Mr. Shultz had granted .as a public highway. Councilman Van-Note stated
that he had thought the ordinance was to have a legal description of the
property involved.

that the g�oposed ordinance be held on the agenda for the next regular.

ADMINISTRATI0�1. BUILDING
Mayor Tourtelot reported that the Administration Building
Camtnittee is at the point of investigating financing. for the proposed
Administration. Building and that he would have a report to make at the
next meeting .
PHOTOGI�NIlKETRIC. SURVEY �
� Councilman Van Note reviewed the matters discussed during the
meeting when Mr . Harry Jackson of the Photogrammetric Section of the County'
, Engineer was present, stazing that the cost of the survey for the entire
Cit'y was high and that perhaps the survey could include only those areas
in.. tn�hich the City is most con�eined. Councilman Goodman suggested that 'if .
the Council is amending the subiiivision . ordinance, why not require the
� subdivider to give the City a photogrammetric survey. Councilman Van Note
stated that the U. S .c 'Geodeti� Service is making a map of the Peninsula
and suggested that the Manager phone them to see if the City. coulcl get a
copy. Councilman Van.Note further suggested that possibly the Departtnent
of Agriculture had maps and that the M�nager could also contact that
Department. Following further discussion, t°he matter was ordered held
on the agenda . '
