RESOLUTION NO. 1088
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS DESIGNATING THE LOS ANGELES COUNTY
DEPARTMENT OF PUBLIC HEALTH, ENVIRONMENTAL HEALTH,
SOLID WASTE MANAGEMENT PROGRAM, AS THE LOCAL
ENFORCEMENT AGENCY WITHIN THE CITY OF ROLLING HILLS
AND RECINDING RESOLUTION NUMBER 420.
WHEREAS, the Los Angeles County Department of Health Services (DHS) has been acting as
Local Enforcement Agency (LEA) within the City of Rolling Hills for the enforcement of the Z'berg-
Kapiloff Solid Waste Control Act of 1976 for solid waste handling, transport and disposal; and,
WHEREAS, effective July, 2006, DHS reorganized and the Department of Public Health (DPH)
was formed, within which is the Bureau of Environmental Health, Solid Waste Management Program
(SWMP) and LEA; and
WHEREAS, the LEA is currently authorized and designated under DHS to enforce all laws and
regulations relating to solid waste disposal, handling and transport, the SWMP is requesting that the
Rolling Hills City Council provide designation/approval for the SWMP to act as the LEA for the City of
Rolling Hills; and
NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED by the Council of
the City of Rolling Hills as follows:
Section 1. This City Council hereby approves and designates the Los Angeles County Solid
Waste Management Program (SWMP), under the Department of Public Health (DPH) to act as the Local
Enforcement Agency (LEA) for the City of Rolling Hills pursuant to Public Resources Code Section
43203 (c).
Section 2. Any and all resolutions, or portions thereof, contrary to this resolution and the
actions taken thereby, are hereby rescinded.
Section 3. The City Clerk shall certify to the adoption of this resolution which shall take
effect immediately upon its adoption and shall send a certified copy of this resolution to the Los Angeles
County Solid Waste Management Program.
