A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS, CALIFORNIA ESTABLISHING A RESERVE
ACCOUNT WITHIN THE GENERAL FUND FOR THE CITIZENS
OPTION FOR PUBLIC SAFETY (COPS) PROGRAM AND MAKING
APPROPRIATIONS THEREFROM.
WHEREAS, AB 3229 (Brulte) was enacted as part of the State Budget for Fiscal Year
1996-97 and has been subsequently reauthorized every year thereafter as part of the State Budget;
WHEREAS, this Bill established the Citizens Option for Public Safety (COPS) Program;
and
WHEREAS AB 3229 is expected to be reauthorized for Fiscal Year 2010-11; and
WHEREAS, the City of Rolling Hills will receive approximately $100,000 in COPS
funding which must be held and accounted for separately from any other City revenues; and
WHEREAS, the City Council held a public hearing on September 14, 2009 to consider
expenditure of these funds; and
WHEREAS, the City Council has found that the expenditure of these funds for
Community Resource Deputies (CORE) and supplemental Traffic Control and Patrol Services is
consistent with the requirements of AB 3229.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROLLING HILLS
DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. That there is hereby established within the General Fund a reserve account
to be known as the Supplemental Law Enforcement Services Fund (SLESF) for the receipt and
disbursement of funds associated with the COPS program.
Section 2. That the deployment of three Community Resource (CORE), Traffic and
Patrol Deputies will provide additional front line municipal police services consistent with AB 3229.
Section 3. That there is hereby authorized an expenditure of $32,190.50 during Fiscal
Year 2010-11 from the SLESF for two Community Resource Deputies.
Section 4. That there is hereby authorized an expenditure of $38,190.24 for 48 hours
of supplemental Traffic Enforcement.
Section 5. That there is hereby authorized an expenditure of $29,619.26 for
supplemental Sheriff Department Patrol Services in the community.
Section 6. That any balance of the SLESF will be held in reserve unless explicitly
authorized for expenditure by the City Council with the exception that these funds may be expended for
the provision of Community Resource Deputy, Traffic and Patrol services if other anticipated funding is
insufficient or unavailable to meet the cost of the program.
Section 7. That the City Clerk shall certify to the passage of this Resolution.
