It was ordered received and filed. b) News release dated January 6, 1966 from League of Calif'ornia Cities re "Decency Controls by Legislative Process Pushed by Cities" was presented. It was ordered received and filed. .- � Letter dated January 14, 1966 �rom Board of Supervisors, with two enclosures concerning pre-emption by t�lie State, real or implied, of c�rtain .historical home rule rights given tc3� the cities and counties , was presented and ordered received and filed. . c) Letter dated January 14, 1966 from Public Utilities Com- mission in reply to request for minutes of hearings on the subject of underground utilities quoting . cost of transcripts was presented. County Engineer Letter.. dated� January 7, 1966 from District Engineer re Misdemeanor Complaint-James T . Carmen-Grading without a permit, reporting the decision that .Mr. Carmen was found not guilty. Following discussion, . Mayor Tourtelot requEs.ted the City Attorney to advise the City Council on further steps, if any. The motion was seconded by Councilman Goodman and carried by the following roll call vote : AYE� : Councilmen Goodman, Van Note and Mayor 'Tourtelot NOES : None ABSENT: Councilmen Fay and Klein FINANCIAL REPORTS It .was moved by Councilman Van Note, seconded by Councilman Goodman and unanimously, carried that the Treasurer ' s Report and Financial Su�na"ry for the month of December, 1965 be accepted and ordered filed. PROPOSED ORDINANCE RE : JURISDICTION.:F_OR.CRENSHAW. BOULEVARD Mr . Kinley reported that he had talked with Mr . Phil Wikoff of the County Road Department who stated that a portion of Crenshaw Boule�ard im�Yovement is within the City of Rolling. Hills . Mr . Kinley furtl�er reported that he had at a later date talked with Mr . James Bandy of the County Road De.partment and Mr . Bandy agreed that he would check as to where the boundary of Rolling Hills was in relation to the paved portion of Crer�shaw Bouleva 'rd. Councilman Goodman said that the City Council had been �old at its last meeting by Mr . Clifton .Hix, attorney for Mr . Gordon Schultz, that Mr. Schultz had granted an easement to the County of Los Angeles, and the City should have the boundary description as it existed prior to Mr. � Schultz ' granting of said easement . Mr . Kinley stated that the County will come up with a legal description of the boundary and the area to be de- annexed and he can then correlate the Schultz ' easement with it . Mr. Kinley further stated that he had asked Mro Bandy if he could get Rolling Hills Estates to start annexation p�oceedings and Mr . Bandy. said �ie would contact Mr . H . Randall Stoke, City Attorney for Rolling Hills Estates . Councilman Goodman stated that he felt the Gity of Ro1l.ing Hills should d nothing. and recommended that the proposed ordinance be removed from the agenda . Mayor Tourtelot so orciered. ADMINISTRATION :BUILDING Mayor Tourtelot stated that he had spoken at the Annual Meeting of the Rolling;Hills Community, Association on January 19, 1966 reporting on the progress of the plans to date for an Administration Buildi�g, that -2- January. 24, 1966 the Committee -is of the opinion . that the City of Rolling Hills can pay off the cost between now and December, 1967 if the costs are kept do�rn. T�e Commit�ee now wants to appoint an architect and he was asking. the ; ,. Council for approval for the Committee �o interview architects . Following discussion,. it was moved by Co�ncilman Goodman, seconded by Councilman Van Note and unanimously carried to authorize interv�ews with architects and come back with a recommendation. to the Council . PHOTOGRANI�9ETRIC.. SURVEY The City Manager reported that she had talked. with the County Geology Department and .was told that it only did part of the work on the geological mapping . of the . Palos Verdes Peninsula and that most of it was done by the California Bureau of Mines . Mrs , Clifton said she had an appointment on February 2'with Dr . George Cleveland of the. Bureau of Mines who has mapped the Rolling Hills portion of the peninsula and would report her findings to the, CounciT at its next meeting . � EASTFIELD GATE - � -�� . . �, Councilman Goodman asked what the status 'of �proceedings was �o acquire pr.operty at the Eastfield Gate and Mr. Kinley stated that the City has a title rport which is two years old, but no further action .has been taken. Gouncilman Goodman said that from the Council minutes of December 27,' 1965 �and the report made by Mayor Tourtelot at the Annual Meeting of the Associ�tion relating. to a new City Hall that this concerns approxi- ' - mately $75,000 to build it and furnish it completely and since the City had a. bonding capacity of a million and a half dollars, he thought that^ the City has a need to proceed with acquisition of �the Eastfield:,G:�t;e�` -` - ' - praperty. He further ,,, •�-��a..�e'� that he thought the City should do nothing at the present time ��r:e.�J�`rding the Crenshaw Gate .property and recommended that the City Attorney draw. a resolution. to proceed with condemnation. The Mayor dir�ct,ed Mr'. .Kinley to bring the map and old title report that was prepar,���l_��se:veral years ago regarding the Eastfield Gate to the next meeting. and .ordered the matter held on the agenda . �. �� ��� Councilman Van. Note asked whether the County was planning to. � widen Palos .Verdes Drive East and Mrs . Clifton said she would find out. ADMINISTRATION BUILDING . . • Councilman Goodman asked if the Association helps with the original financing of the Administration Building. and the City. repays it, �has there been any discussion .about rent being paid �by the Association. He wondered what the problem_was with regard to giving_ the Association office space - would this be making a gift of public funds? Mr. Kinley stated that as the office is being. used by residents of Rolling Hills and for their benefit, it would not fall into the catagory .of making a gift of public funds�. Councilman Goodman stated that if that were the case � he would like the thought explored with regard to a capital contribution from the Association in consideration of private office space . The �Mayor ordered the matter held on the agenda . -3- Janua•ry 24, 1966 ROADS The Manager stated that she would be working with the County Road Department the next three days and would have a final report for the Association, a copy of wl�ch she would send to the Council . � ADJOURNMENT There being. no further business to come before the meeting if was mo.ved by Councilmam Van.
