1137RESOLUTION NO. 1137 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA r IFORNIA TO OPPOSE THE LOS ANGELES COUNTY CLEAN WATEi , C;_,E AN BEACHES INITIATIVE. WHEREAS, the Los Angeles County Clean Water, Clean Beaches Initiative ("Initiative") would charge property owners a fee to keep pollution and runoff out of storm water, clean up pollution that flows into waterways, and use storm water and runoff to recharge groundwater supplies; and WHEREAS, a disproportionate small proportion of the total tax collected from all property owners in ''rig- City (40%) would be reimbursed directly to the City by the Initiative for the City's compliance with storm water pollution prevention requirements; and WHEREAS, the proposed parcel tax charged directly to the City currently is presented as being over $15,000 in costs to the City; and WHEREAS, the projected tax for City parcels is miscalculated because there is a County - acknowledged error in the formula and, as a result, the City does not know it's actual projected tax liability; and WHEREAS, the parcel tax does not appear to adequately take into account the size, undeveloped and pervious character of lots in Rolling Hills; and WHEREAS, only property owi-mzs would be subject 4e the tax, yet storm water is impacted by the renters and tenants, the general public; and WHEREAS, the Palos Verdes Peninsula Unified School District, whose limited funds should be focused on education, is also subject to the tax; and WHEREAS, a mail -in protest ballot was sent out during the holidays, the busiest mail season of the year, that was insufficiently distinguished among other mail to solicit property owner responses; and WHEREAS, the proposed parcel tax associated with the Initiative are on-going and will continue annually until terminated by the County Board of Supervisors; and NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Rolling Hills expresses its opposition to the County Clean Water, Clean Beaches Initiative and directs the Mayor, or designee, to take all appropriate actions in. opposition to the Initiative; and BE IT FURTHER RESOLVED, that this body encourages the voting public to learn more about the negative fiscal impact of this Initiative.
