A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS REQUESTING THE LOS ANGELES COUNTY LOCAL AGENCY
FORMATION COMMISSION (LAFCO) TO INITIATE PROCEEDINGS FOR
THE REORGANIZATION OF TERRITORY
WHEREAS, 0.54 acres of Crenshaw Boulevard public right-of-way resides in the City of
Rolling Hills also abutting the Cities of Rancho Palos Verdes and Rolling Hills Estates; and,
WHEREAS, the City of Rolling Hills does not own or operate any public rights-of-way and
desires to maintain that position; and,
WHEREAS, the City of Rolling Hills was previously unaware of its boundary line extending
into the Crenshaw Boulevard public right-of-way and, the Cities of Rancho Palos Verdes and Rolling
Hills Estates have consistently maintained their respective portions of the Crenshaw Boulevard; and,
WHEREAS, the City of Rolling Hills desires to initiate proceedings pursuant to the Cortese -
Knox -Hertzberg Local Government Reorganization Act of 2000, commencing with Section 56000 of the
California Government Code, for a reorganization which would detach territory from the City of Rolling
Hills; and,
WHEREAS, on the 26th day of November, 2012, the Rolling Hills City Council directed
detachment proceedings for the Crenshaw public right-of-way and, on November 28 and December 14,
the Cities of Rancho Palos Verdes and Rolling Hills Estates, respectively, communicated in writing their
willingness to accept the abutting portion of Crenshaw Boulevard public right-of-way; and,
WHEREAS, the principal reasons for the proposed detachment is to place authority over the
Crenshaw Boulevard public right-of-way with the agencies that have consistently maintained it; and to
correct a possible error in the logical placement of a portion of the corporate boundary between the City
of Rancho Palos Verdes and the City of Rolling Hills Estates; and,
WHEREAS, the following agency or agencies would be affected by the proposed jurisdictional
changes:

WHEREAS, the territory proposed to be reorganized is uninhabited, and a description and map
of the boundaries of the territory are attached hereto as Exhibits `A' and `B', respectively, and by this
reference incorporated herein; and,
WHEREAS, it is desired that the proposed reorganization be subject to the following terms and
conditions: all existing easements and access at, to/from and abutting the City of Rolling Hills at
Crenshaw Boulevard, including driveways and trails, remain; and,
WHEREAS, this proposal is not consistent with the adopted spheres of influence for all of the
agencies which would be affected by reorganization, so this request also includes amendments to the
spheres of influence of the cities of Rancho Palos Verdes, Rolling Hills Estates and Rolling Hills; and,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Local Agency Formation Commission of Los Angeles County is hereby
requested to take proceedings for the detachment of territory as authorized and in the manner provided
by the Cortese -Knox -Hertzberg Local Government Reorganization Act of 2000.

All that certain real property, situated in a portion of Rancho Los Palos Verdes, in
the County of Los Angeles, State of California, lying within the following described
boundaries:
Commencing at the intersection of the centerline of Crenshaw Boulevard, .100
feet wide, as shown on map of Tract No. 33871, filed in Book 1038, pages 25,• 26, and
27, of Maps, in the office of the Registrar-Recorder/County Clerk of said county, and the
boundary of the City of Rancho Palos Verdes, as same existed on February 5, 2013,
said intersection having California State Plane Coordinates, NAD 83, of N 1738250,
E 6450795; thence along said boundary,
(1-1) South 18'10'54" East 41.98 feet to the westerly terminus of a non -tangent curve,
concave to the north and having a radius of 440 feet, a radial of said curve to said
westerly terminus bears South 18°10'54" East; thence
(C1) northeasterly along said curve, through a central angle of 10009'28", an arc
distance of 78.01 feet to its intersection with the boundary of the City of Rolling Hills, as
