It was moved by. Councilman Goodman, seconded by Councilman,. Fay
and.unanimously carried that the minutes of March.281 1966 be approved as
submitted.
a) The Manager presented a letter dated April 1, 1966 from
Gordon -T. Nesvig Clerk of the Board of Supervisors, together with 'a col
of a plan -"Five County Regional Planning.and.Development Associat ,
Ionft
requesting that cities within Los Angeles County adopt a resolution of
intent to participate on a voluntary basis (known as "The Bonelli Plan").
b) Letter dated April 8, 1966 from Louis R. Nowell, Councilman
of the City of Los Angeles, together with a "Progress Report Outline"
indicating,his willingness to cooperate in a joint endeavor to develop�xi
acceptable organization.
c) Notice of meeting.of California Contract Cities Asso*cia-
tion.at which a review of "The Bonelli Plan" would be made.
'Following.the presentation of the above -communications,.itwas
moved by Councilman Goodman, seconded by Councilman Klein and unanimously
carried that the matter be tabledfortwo weeks until the Cityhas a new
Council.
SUBDIVISION NO. 23 TENTATIVE MAP TRACT.22042

- The Manager referred to;the tentative map of Tract 22042 and
the minutes of the Planning -Commission dated M*arch.29, 1966, copies of
which.had been sent toCouncil members prior to.the meeting, and to the
recommendations of the Planning:Advisor,.Subdivision Committee, dated
February 16, 1966.
After reviewi�_the recommendations of the Planning,.Commiss-toi-
-and the Planning.Advisort-sreport, the Council made the following -amend-
ments:
It.was moved -by Councilman Goodman, seconded by Councilman
Klein . and unanimously carried that the recommendation of the Plajjn.-.ing.°
April 11, 1966
Advisor under DESIGN. 2 read as. follows: "Approval of this tract should
be waae contingent upon.a satisfactory geology.report being.submitted to
and'approved by the City -Engineer."
-It was moved:by Councilman Goodman, seconded by Councilman
-.Klein and unanimously carried that the requirement under DESIGNS. for a
5' widening of Saddleback Road be waived.

It was moved by Councilman Goodman, seconded by Councilman
.Klein and unanimously carried that/under DESIGN. and in lieu thereof inset.
anew #6 to read as follows: "Include in the Grant Deed description.of.
parcel.#3 an easement for ingress and egress '10' in.width over that
portion of parcel #2 lying immediately adjacent to the existing. boundary
-line easement along.the easterly boundary of said parcel #2.."
It was moved by Councilman Goodman, seconded by Councilman Fay
.and unanimously carried to.delete #9 under ROAD DEPARTMENT.
It..was moved by Councilman Goodman, seconded by -Councilman
Klein. and unanimously carried that- under CITY ENGINEER. #12 (1) .in . lieu
thereof a new (1) to read as follows: " All lots shall be served by an
adequate size water system. The water system -shall include fire hydrants
of the size and type as determined by the Fire Chief and that a new .fire
hydrant shall be installed at a location within 25' of the southerly
prolongationof the existing driveway."
It was moved by Councilman Goodman, seconded by Councilman
Klein and unanimously carried that the tentative map of Tract 22042 be
approved subject to the conditions set forth in the Advisory, Agency
recommendations dated February 16, 1966 to the.City Planning Commission
and subject to. the amendments imposed by the City Council.
VARIANCE FEE
Mr.- Kinley stated that the Planning Commission, at its meeting
�.on-.March 29, 1966 had recommended to.the City Council that the ,$25 fee
erroneously.collected from Mr. Roach for granting modifications of the
subdivision regulations be returned to him. It was moved by Councilman
..Fay that the $25 fee collected be refunded to Mr. Roach.. Motion was
seconded by Councilman Klein and carried by the following.vote:

'REPORTS OF CITY DEPARTMENTS
Sheriff's Department
The -monthly -report for the month of February 1966 from the
Sheriff's Department was presented and ordered received and filed.
Fines and Forfeitures
The Analysis and Distribution of Fines and Forfeitures from the
Municipal Court of South Bay Judicial District showing.the City's share to
:be $44.50 was presented and ordered received and filed.
PAYMENT OF BILLS
It.was moved.by.Councilman Klein that Demands"'No. 2216 through
.222$ be approved for payment.from.the General Fund and that Demand No.
2229 be approved for payment from the Motor Vehicle In Lieu -.Fund.

SUBDIVISION NO. 22 - TENTATIVE MAP TRACT 23643
HELEN P..WESTERLUND - LOT 243 -MS
Following,a review of the Cross Section of Johns Canyon Road
of Tract 23643 prepared by -E. L. Pearson and Associates for the subdivider,
Mrs. Helen P. Westerlund, per the request of the City Council, it was
moved by Councilman Goodman, seconded by Councilman Fay and unanimously
carried that the tentative map of Tract 23643 be approved subject to th
conditions setforth in the recommendations of the Subdivision Committe
of Los Angeles County dated February 16, 1966, with the amendments
adopted by this Council at its meeting on March 14, 1966, satisfactory
evidence of the problem of Johns Canyon. -Road having,been presented at the
meeting.
PROPOSED ORDINANCE AMENDING ORDINANCE NO. 32 - SUBDIVISION
It was moved by Councilman Goodman, seconded by Councilman
Klein and unanimously carried to.table Proposed Ordinance Amending Ordi-
nance No. 32 — Subdivision until the next regular meeting when the new
City Council would be in office.
ADMINISTRATION BUILDING
Councilman..Fay stated that the -Finance Committee was waiting
for the consideration by the Board of Directors of its budget for the
coming.fiscal year. The matter was ordered held on.the agenda.
EASTFIELD GATE CONDEMNATION
Mr. Kinley stated that he would have a report back.from the
appraisor this week -and had nothing to report at this time. The matter
was ordered held on the agenda.
REVISION OF CITY MAPS
The Manager stated that the City zoning.map should be revised
and would like to have permission to hire a firm to bring it up to date.

PICK-UP TRUCK
Mr. Kinley stated that he had prepared an agreement between
the Rolling Hills CommunityAssociationand the City for its use of
the City's pick-up truck.and that copies of said agreement would be
sent to each Councilman.for study.
..ADJOURNMENT
There being no further business to.come before the meeting
it.was moved by Councilman Goodman, seconded by Councilman.Klein and
unanimously carried that the meeting be adjourned at 9:15 P.M. to
7:30 P.M. on Tuesday, April 19, 1966 at the City.,, -Office for the
canvass of election.
