1155RESOLUTION NO. 1155 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS LIMITING THE CITY'S CONTRIBUTION TO MEDICAL INSURANCE PREMIUM COSTS, REQUIRING THE EMPLOYEES TO PAY 100% OF THE NORMAL MEMBER CONTRIBUTION TO THE CALIFORNIA PUBLIC EMPLOYEES RETIREMENT SYSTEM (CALPERS) AND RESCINDING RESOLUTION NO. 1111; APPROVING. A CORRESPONDING INCREASE IN BASE SALARY; AND UPDATING THE EMPLOYEE HANDBOOK AND PERSONNEL POLICY MANUAL ACCORDINGLY INCLUDING OTHER CLEANUP CHANGES. WHEREAS, the City maintains personnel policies to govern the City's relations with its employees; and WHEREAS, the City Council adopts Resolutions amending the personnel policies related to compensation and benefits affecting its employees; and WHEREAS, the City Council wishes to limit the City's contributions for employee medical insurance premiums; and WHEREAS, the City Council wishes to comply with the Pension Reform Act; and WHERES, the City Council Personnel Committee and Interim City Manager recommend these changes to the benefits, compensation and other personnel policies. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES HEREBY FIND, ORDER AND RESOLVE AS FOLLOWS: Section 1. The employee benefits, compensation and other personnel policies are amended as follows: A. Insurance Premium Cap - a cap limiting the City's contribution to medical insurance premiums up to a maximum monthly family premium of $1,429.38 based on the 2014 rate for the Anthem Traditional HMO plan. This cap will be effective on January 1, 2014 and will be adjusted each year to coincide with premium changes for the Anthem Traditional HMO plan or a comparable plan in the same category of coverage. B. Ca1PERS Employee Contributions — this provision, effective October 30, 2013 will require all employees to pay 100% of the normal member. contribution to Ca1PERS and approves a corresponding increase in base salary. C. Other Employee Handbook and Personnel Policy Changes: 1. To include reference the Long -Term Disability program that the City currently provides to all employees in the Employee Handbook; and 2. Title change in both the classification plan section and compensation section from Deputy City Clerk/Executive Assistant to City Clerk/Executive Assistant. Section 2. Resolution No. 1111 setting forth the conditions for Employer Paid Member Contributions (EPMC) to Ca1PERS is hereby rescinded. Section 3. The City Clerk is directed to certify to the passage and adoption of this resolution and enter it into the book of original resolutions. PASSED, APPROVED AND ADOPTED this 28`h day of October, 2013.
