4/25/1966MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, -CALIFORNIA April 25, 1966 ADMINISTRATION OF OATHS OF OFFICE The City Clerk administered the oaths of office to Councilmen- elect-Frederick-W. ouncilmen- elect Frederick W. Hesse, Jr. and Robert R. Nadal, as prescribed by the Constitution of the State of California, delivered to them their certi- ficates of election, and they, thereafter, took their places at the ,,Council table. The regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Tourtelot at 7:30 P.M. on Monday,, April 25, 1966 at the City Office. ROLL CALL Present: Councilmen Fay, Hesse, Nadal and Mayor Tourtelot Absent: Councilman Klein Others Present: Teena Clifton City Manager William Kinley City Attorney Marion Welch City Treasurer Ruth A. Carley Secretary ORGANIZATION OF COUNCIL Mayor Tourtelot stated that he had been proud to serve the City of Rolling Hills as Mayor during the past year, and now the time had come for the organization of the Council. The City Clerk called for nominations. Councilman Fay was nominated for Mayor by Mayor Tourtelot. There._..,_ being no further nominations, it was moved by Councilman Hesse, seconded b'' Councilman Nadal that the Clerk be instructed to cast a unanimous ballot in favor of Councilman Fay for Mayor. The motion was unanimously carried. Mayor Fay thereafter took his seat as Mayor and congratulated Councilman Tourtelot on his fine work during his term as Mayor, saying that he had done a great job. Mayor Fay welcomed Councilmen Hesse aiid'Nadal to the Council and hoped that they would enjoy their terms of office. Mayor Fay thereafter announced that Mr. Marion Welch had agreed to serve again as City Treasurer for the coming year and expressed appreciation for his devoted service, Councilman Tourtelot nominated Councilman Klein for the office of Mayor. Pro Tempore. There being no further nominations, it was moved by Councilman Nadal, seconded by Councilman Hesse and unanimously carried that the City Clerk be instructed to cast a unanimous ballot in favor of Councilman .Klein for Mayor,Pro Tempore. It was moved by Councilman Hesse, seconded by Councilman Tourtelot and unanimously carried that Councilman Nadal serve as Finance Officer. APPROVAL OF MINUTES It was moved by Councilman Tourtelot, seconded by Mayor Fay and unanimously carried that the minutes of the meeting of April 11, 1966 be approved as submitted. CORRESPONDENCE a) & b) The Manager presented notices from Palos Verdes News- papers re its 29th Anniversary Edition and from the South Bay Daily Breeze April ,jf, 1966 re its Golden Years Edition, Loge -cher with --cos-t-s- of-adverti-sing . Following discussion, the Manager was directed to discuss costs further with -each newspaper and report to the Council. c) The Manager presented a notification of Committee.of Mayor -s meeting on May 9, 1966 at which meeting there would be -an -election for candidates toserve on the Local Agency Formation Committee, noting that if the Mayor could not attend an alternate must be appointed and notice writing be sent prior to the meeting in order that the alternate may vot Mayor Fay appointed Councilman Klein as alternate. It was moved by Coun - man Tourtelot, seconded by Councilman Nadal and unanimously carried to - recommend that the Mayor or his alternate vote for, the man suggested by the nominating committee. d) Letter dated April 15, 1966 from the City of La Mirada re California Contract Cities Association Election was presented notifying the Council of a meeting to be held on April 20, 1966. Inasmuch as the notification was not received in time to present to the Council, the Mayor directed that it be received and filed. e) Memo dated April 14, 1966 from Southern California Association of Governments (SCAG) re: Dues Notice was presented. Mayor Fay stated that the California Contract Cities Association is in favor of SCAG, that he was of the opinion that SCAG will be a.fine organization. Councilman Tourtelot stated that without the City of Los Angeles joining.SCAG it will not be successful and he felt that all the cities are marking time until the City of Los Angeles does join, and he would not wish to approve the dues until that matter is resolved. Mayor Fay directed the City Manager to hold the matter for further information. DEPUTY CIVIL DEFENSE DIRECTOR The Manager, who was appointed Civil Defense Director upon beconing.City Manager of Rolling.Hills, stated that it was necessary to have a deputy appointed to act in her place in.an emergency, in the event that she could not perform her tasks. It was moved by Councilman Tourteo , seconded by Councilman Hesse and unanimously carried that Margaret T. Shafer be appointed Deputy Civil Defense Director. COMMITTEES Finance Committee - Administration Building Mayor Fay appointed Councilman Tourtelot as Chairman of the Finance Committee in his place, with Councilman Hesse and Mr. Vaughters of the Board of Directors of the Community Association to remain on the committee as originally appointed by Councilman Tourtelot when he was Mayor. Mayor Fay stated that he would serve as ex officio member of said committee. Sanitation District No. 5 Mayor Fay moved that Councilman Klein, a member of the City Council of the City of Rolling Hills, be and he is hereby selected and designated as an alternate member of the Board of Directors of'County Sanitation District No. 5 of Los Angeles County to act in the place of the presiding officer of the City -Council during.his absence, inability or refusal to act as a member of said Board of Directors.of Sanitation District No. 5. The motion was seconded by.,Councilman Tourtelot and unanimously carried. West Basin Water District -- .Mayor.Fay.appointed Councilman Nadal to serve as the City's repre,sentati-V,e-...for-. -the, West Basin Water District -2- April 25, 1966 League of California Cities Mayor Fay appointed Councilman Tourtelot.to.serve as. -the City's voting representative for the Los Angeles Division of the.League of California Cities but stated that all Councilmen are welcome to attend _;the monthly League meetings. SCAG Mayor Fay stated that he was. willing to continue to serve as the City's representative to SCAG if it was the Council's pleasure that he do so. The Councilmen.welcomed the Mayor's suggestion. PAYMENT OF BILLS It was moved by Councilman. Tourtelot that Demands No. 2230 through 2241 be approved for payment from the General Fund and that ..Demands No. 2242 and 2243 be approved for payment from the Traffic.Safety Fund. DEMAND NO. Arrieta 36.81 2241 L.A.County.Road Department 954.68 * 2242 L.A.County Road Department 31.31 '*'2243 Safeway Sign Co. .114.90 $7 , 011.83 * Traffic Safety Fund - The motion was seconded by Councilman Nadal and carried by the following vote: AYES: Councilmen Hesse, Nadal, Tourtelot and Mayor Fay NOES: None ABSENT: Councilman Klein INTRODUCTION.AND FIRST READING. -OF PROPOSED ORDINANCE AMENDING.ORDINANCE NO. 32 - SUBDIVISION Councilman Tourtelot introduced Proposed Ordinance Amending Ordinance No. 32 - Subdivision entitled "AN-ORDINANCE.OF THE CITY OF ROLLING HILLS REGULATING AND CONTROLLING THE DESIGN AND IMPROVEMENT.OF SUBDIVISIONS AND OTHER DIVISIONS OF PROPERTY" and moved that the reading in_full of the proposed Ordinance, as amended, be waived. The motion.was seconded by Councilman Hesse and carried -by the following vote: AYES: Councilmen Hesse, Nadal, Tourtelot and Mayor Fay NOES: None ABSENT: Councilman Klein PROPOSED ORDINANCE AMENDING ORDINANCE NO. 47 - CLAIMS Mr. Kinley stated that there were some amendments -;before the legislature relating to claims and he recommended -'that the proposed Ordinance be held over until the amendments are adopted in order that said amendments might be incorporated into the proposed Ordinance. The matter wasiordered held on the agenda. -3- April 25, 1966 ADM NISTRATI.ON BUILDING The Manager ... reported that she was having.a meeting with:"the architect, Mr. Corwin Eberting, the next day and would report to the z Council at its next meeting. RESOLUTION -OF APPRECIATION` Councilman Hesse stated that he wished to submit in rough --'draft a resolution of appreciation for Councilman Tourtelot's dedicated servic to.the City of Rolling.Hills and moved that the City Attorney, be directe to prepare said resolution. Mayor Fay stated that he concurred that Councilman Tourtelot be commended not only for what he had done during the past year as Mayor, but.also for his service to the City over the past ning years since the City's incorporation. Motion was seconded by Councilman Nadal and the Mayor directed the City Attorney to)prepare said resolution. CALIFORNIA CONTRACT CITIES ASSOCIATION The Manager reminded Council members of the forthcoming Seventh:: Annual Seminar of the California Contract Cities Association.ta be held, in falm..!pr.ings May 26-29, 1966 and requested them to';check'their schedules and,:'lie-, .AdS ,know if she should make advance registrations for them. LEAGUE OF CALIFORNIA CITIES Notice of the 9th to be held May 22-24, 1966 requested that Councilmen trations. '. PICK-iTP TRUCK AGREEMENT Biennial Institute for Mayor and -Councilmen in Monterey was presented. The Manager let her know if she should make advance regis- ,.Mr. Kinley stated that copies of the agreement between the City of Bolling Hiils`and`the Rolling Hills Community Association had Veen sent to each Counc'lppn and members of the Board of Directors of the Association, and'"further stated that the Board had approved and authorized the Secretary to sign for the Association. Following.discussion, moved by Councilman Tourtelot, seconded by Councilman Nadal and unan°i_=w` .. mously carried that the Mayor be authorized and directed to sign sa d' agreement on behalf of the City of Rolling Hills. The Mayor thereafter_"` signed said agreement. LEGISLATION RE: UNDERGROUND UTILITIES Mr. Kinley stated that at the present session of the legislature an �s.sembly bill, which would allow General Law Cities to form.assessmerit; districts to provide for undergrounding of utilities, is being considered', and he wondered. i -i't i,e Council would like him to write to the Senator ;. and -Assemblyman representing Rolling.Hills, stating.that the City -Council `- approves said -bill and urges their support for it. Following discussion the Mayor directed the City. Attorney to write an.appropriate letter.
