A regular meeting of the City Council of the City. of Rolling
.,Hills was called to order by -Mayor -Fay -at 7:30-P..M. on --Monday, May 9,
1966 at the City Office.

APPROVAL OF MINUTES.
It was moved, by Councilman Tourtelot, seconded by Councilman
Nadal and unanimously carried that the minutes of April 19, 1966 be
approved as submitted.
It.was moved by Councilman Tourtelot, seconded by Councilman
Nadal and unanimously carried that the minutes of April 25, 1966 -be'
approved as submitted.
CORRESPONDENCE
a) Memo from Southern California -Association of Governments
re: appointmend of Mr, Wilber Smith as the first Executive Director
of the Association was presented. it was ordered received and filed..,,..
b) Copies of resolutions from the City of Gradena and the
West Basin Water District supporting the 850 million.water bond issue
to -be on the June Tballot were presented. They were ordered received
and filed.
c) Letter and copy of resolution in.support of Southern
California Association of Governments from,City of Alhambra were
presented. They were ordered received and filed.
d) Bulletin from League of California Cities,re:. Federal
Aid -Revenues for California highways was presented and ordered received
and filed.
SNAKE HAZARD
Mrs. Doris Pinza, Mr. Edmond Doak, and Mrs. Edmond Doak,
President of the Women's Community -Club, appeared before the Council to,
to its attention the lecture on. Snake Hazard in.this Areall to.be
held on Friday, May. 13 at 7:30 P.M. at Dapplegray School. Mayor -Fay
thanked them -for coming and commended the Women's Community,'Club, for its
service to the community
REZONING ON PENINSULA
The Manager read a letter dated May 6, 1966 from the League of
Women Voters relating.to the proposed rezoning from -C-1 to:R-3 which-..

would allow for "high-rise" on property on the -south side of the -
Peninsula at the inter -section. -of Palos Verdes--Drive-East and Palos
Verdes Drive South, ,and stating that:. the -League is-supporting.low-
density housing for most of the Peninsula.
Mayor Fay read from a memorandum sponsored by the Palos Verde
Zoning Advisory Council entitled "How much rezoning of Palos Verdes
should we allow?" Mr. Don Limerick, representing. the Peninsula Advisor
Council, spoke on its behalf. Mrs. George Epstein of Rolling.Hills
commented on the zoning and. asked that the City Council express its
opposition to the change. Councilman Tourtelot stated that he was in
favor of express;ing.a protest against the zone change and high rise and
moved that a telegram -be sent to Supervisor. Chace requesting him to vote
against zone change requests. Motion was seconded by Councilman Nadal
and was passed unanimously. The Mayor directed that.Mr. Kinley attend
the hearing on May 12, 1966.
FINANCIAL REPORTS
It was moved by Councilman Tourtelot, seconded by Councilman
Nadal and unanimously carried that the Financial Summary and Treasurer's
Report for the month of March, 1966 be approved and filed.
SUBDIVISION NO., 21. - CLIFTON A.. HIK - LOT 245 & por. of 176C -MS
FINAL MAP - TRACT NO. 23768
The final map of Tract 23768, Clifton A. and.Elizabeth Hix,
owners, Lot 245 & por. 1760 -MS, was presented. Mr. Kinley stated that
the tentative map did not show the two 25' easements which.are now
shown on the final map and he said. that the matter of the easements
would have to.be submitted to the Association for a decision on the mat
Mrs. Hix stated that she had prepared a Quit C1aim.Deed for the easemen
for consideration by the Rolling Hills Community Association Board of
Directors. Mr. Kinley further stated that the title sheet of the final
map also was in error as it states an offer to dedicate easements for
public use. Following further discussion Mayor Fay directed that the
matter be carried over to the next meeting„
REPORT OF CITY DEPARTMENTS
Sheriff's Department
The report of the Sheriff's Department for the month of March
1966 was presented. It was ordered received and filed.
County Engineer
The quarterly report from the County' Engineer for building
inspection services for the period January 1, 1966 to March. 31, 1966 was
presented. The Manager stated that the excess of charges over fees re-
flected the lag in building during the period and -that the bill would be
presented for payment at the next meeting.

It ,was moved -by Councilman Tourtelot that Demands No. 2244
through 2254 be approved for payment from. the General Fund.

PROPOSED ORDINANCE AMENDING ORDINANCE.NO. 32 - SUBDIVISION
The Manager requested that the proposed ordinance be carried
over to.the next meeting. She stated that in talking with.the Subdivision
Section of Regional Planning, a section could be included which would
allow a parcel map, that a parcel map could be provided for four or less
lots, and this would lower the cost to subdividers. The Mayor directed
that the proposed ordinance be held on the agenda.
PROPOSED ORDINANCE AMENDING ORDINANCE NO. 47 - CIdAIMS
Mr. Kinl.ey stated that he was waiting for amendments by the
state legislature relating to claims to incorporate into the proposed
ordinance and requested that the matter be held over. The Mayor so
ordered
ADMINISTRATION BUILDING
Councilman Tourtelot reported that he had attended a meeting
last Saturday, as Chairman of the Finance Committee, together with Mr.
Ray Vaughters and Mayor Fay:; members of the Finance Committee, and Mrs.
Clifton, and stated that there is no problem on.the financing of the new
building with.the present financial projection.
Councilman Tourtelot asked how many of the Coun'cilmen.had
viewed the plans for the proposed building, stating that he was in
general agreement with the present plans, however., the Committee had asked
Mrs. Clifton to discuss using,board and batt siding-instead.of stucco.
Mayor. -Fay stated that Councilman Klein had seen them.and had expressed
his approval. Councilman Nadal stated that he had asked the staff if it
were necessary to have a special meeting room.for the City. Council and
other activities and,for the Architectural Committee and that Mrs.
Clifton had explained the work load to. him. However, he thought that
instead of naming the large room the Council Chambers, that it be named
Community Roomy that it be more flexible by not using -fixed seats, and
that a storage area be provided for the movable chairs. Councilman
Tourtelot and Mayor Fay were in.agreement with.hs,suggestions.
Mrs. Clifton stated that if it was the Council's pleasure the
plans could be submitted to the Architectural .Committee for its meeting
.on May 16 and to the Board of Director's meeting on May 18. Mayor Fay
so directed.
ADVERTISING
Mrs., Clifton reported to the Council concerning the Anniversary
Edition of the Palos Verdes Newspapers, stated that 1/8th of a page
would cost $50, and the Golden Years Edition of South Bay Daily Breeze

would be $1,65, making -a total of $215. Following discus-sion, it-wasmoved by Councilman Tourtelot--and seconded by Councilman -Nadal to -
approve the- .-sum of $215 for the -above special editions. - Motion was
carried by the following vote:

NOES: None
AB�ENT: -Councilmen Hesse and Klein
Councilman Tourtelot stated that the City needs street markings
on Portuguese Bend Road approaching the inter -section of Crest Road saying
"STOP SIGN AHEAD" and moved that when the seal -coating of the road is
completed that the marking be added. Motion was seconded by Councilman
Nadal and unanimously carried.
AMENDMENT OF MINUTES

Councilman Tourtelot moved that the Council reconsider its
motion made April 25, 1-966 which approved the minutes of the Council
meeting of April 11, 1966 relating to the approval of SUBDIVISION''NO. 23-
TENTATIVE MAP TRACT 22042, Motion was seconded by Mayor Fay and unani-
mously carried.
The Mayor then stated the Council would consider the approval
of minutes of April 11, 1966 relating to SUBDIVISION NO. 23 -TENTATIVE
MAT TRACT 22042, T.: B. Roach, "Jr., owner.
Thereafter, Councilman Tourtelot moved

It was moved by Councilman Goodman, seconded by Councilman
Klein and unanimously carried that item.#6 be deleted under DESIGN and
in lieu thereof insert a new #6 to read as follows: "Include in the
Grant Deed description of parcel #3 an easement: for ingress and egress
10! in width over that portion of parcel #2 lying immediately adjacent
to the existing boundary of said parcel #2,"
