Chairman Chelf called the meeting to order at 7:30 a.m. at 10 Crest Road West.
FIELD TRIPS
A. ZONING CASE NO. 860. Request for a Conditional Use Permit, Site Plan
Review and Variances to construct an 806 square foot stable with 473 square foot loft in the
front yard area of the lot and a corral in the front yard setback; a 1,104 square foot swimming
pool and walls in the rear yard setback; to retain an unpermitted trellis and barbeque in the
rear yard setback and request for grading far the project which would exceed the maximum
permitted disturbance of the lot in Zoning Case No. 860 at 10 Crest Road West, (Lot 2-CH),
Rolling Hills, CA. (Frykman). It has been determined that the project is categarically exempt
from the requirements of the California Environmental Quality Act (CEQA).
Planning Director Schwartz provided background information on the request and
pointed out the proposed stable and stable access. In response to Commissioners' Smith and
Mirsch regarding the location of the access to the stable across the corral, Mrs. Frykman
explained that the access to the stable would not be used frequently as the hay will be
delivered once a year and that there is adequate room for the corral and the access to the
stable over the corral. Discussion ensued regarding the height and location of the stable. Mr.
Nunn stated that the proposed stable would be the highest structure along Crest Road and
inquired if it could be moved or built as single story. Commissioner Gray expressed concern
about visibility of the stable and proximity to the adjacent property owners. The
Commissioners discussed the height and if the stable could be moved and lowered. The
applicants explained that they wish to landscape and screen the west side area of their lot,
but due to their 25-foot easement along the westerly side, they are not able to propose
screening for the stable on that side. They stated that the RHCA denied their request to
reduce the westerly easement, and as for moving the stable in an easterly direction, many of
the fruit trees would have to be removed. Ms. Nicholson of Bolton Engineering explained the
grading for the stable area.
The Commissioners then viewed the area of the proposed swiuuning pool and the
miscellaneous structures in the rear of the residence. The Commissioners expressed concern

with the size of the project, including the deck, patio areas and walls and felt that there isn't
much open space in the rear.
The Commission continued the meeting to the evening meeting of the Planning Commission.
ZONING CASE NO. 85S-REVISED. Request for a Site Plan Review for grading of total of
3,700 cubic yards of cut and 3,700 cubic yards of fill to construct a new 14,240 square foot
single family residence, 935 square foot garage 3,174 square foot basement for mechanical
equipment only and other miscellaneous outdoar amenities consisting of a swimming
pool/spa, water features, barbeque areas, fire places and fire pits, at 8 Crest Road East, (Lot
192-A-2-MS), Rolling Hills, CA, (Tu). The existing residence will be demolished. The project
has been determined to be categorically exempt pursuant to the California Environmental
Quality Act (CEQA).
For this portion of the meeting Commissioner Mirsch was recused and also present were:

Planning Director Schwartz provided background information on the request and described
the changes made since the last meeting including reducing some of the elements of the
residence and porches, swimming pool and spa, showers, fire pits, barbeques, trash area,
parking spaces off the driveway and the louvered fence near the quest house. She stated that
additional parking area is proposed west of the attached garage. She stated that the ridge line
of the residence is proposed to be raised by one foot. The architect stated that after speaking
with the RHCA staff he was informed that the Architectural Committee would now require a
steeper roof line than was approved for the previously proposed residence. The architect
explained the location of the atriums and other elements of the project that were eliminated.
Chairman Chelf suggested that the applicant consider gaining living area in the basement.
Following brief discussion of the project and clarifications by the architect, Planning
Commission continued the hearing to the evening Planning Commission evening meeting
begiruwig at 6:30 PM.
