A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Lay at
730 p.m.in the City Council Chamber at City Hall,2 Portuguese Bend Road,Rolling Hitls,California.

AGGRESSIVE ANIMALS AND AMENDING SEC'�ION 6.20.014 RELA'fI1�TG T'O
CONFINEMENT OF UNVACCINATED DOGS UNDER FOUR MONTHS OF AGE.
Mayor Lay in�oduced the item and asked for statl�s commez�ts. City Manager Cruz reviewed the
background regarding this issue notang that the matter £trst came to the City Council's attention
following a dog attack and was initially a request by a resident for the City Councit to enact a leash law.
He stated that City Council discussed the matter at�d heard comments from residents on both sides of the
issue at several City Council meeting and in April 2014, the City CounoiI decided not to enact a leash
law but fozzned an ad hoc committee of Councilmembers Hitl and Dieringer to discuss waqs of dealing
witkx animal complaints. The ad hoc committee met several times with staff, the City At�orney an� a

regresentative from the Los Angeles County Department of Animal Care and Cantral to discuss the
matter. The ad hoc committee identified behaviors that conld be characterized as aggressive and
discussed ways to address those behaviazs before a dog attack occurs to prevent attacks and came up
with remedies to provide options for the City Manager to impose on a situational basis. He stated tl�e
ordinance was written by the City Attorney based on the ad hoc committee's recommendations to
address the resident's concerns on both sic{es of the matter to deal with aggressive dogs while lceeping
the character of commnnity by stili having no leash iaw and letting gooc�dogs roasn.
Councilmember Black thanked the ad hoc committee for their efforts to bring forward a quality,
ordinance.
Mayor Lay opened the public hearing and called�or public comment.
Cathy Nichols, 14 Crest Road West,addressed the City Council w express co�tcern that the definition of
attack in the ordinance is too broad and lacics middle ground. She further expressed concern the that
ordinance rnakes it too easy for someone who is overly zealous in the their fear of dogs to put a lot of
dogs in the aggressive dog cakegory. She further cammented tltat the ordinance should be sent to all
residents for their input and she feels resideats would rather have a leash law than this ordinance.
Mayox Lay commented that the ordinance is rvritten to allow people to identify ttieir concems regarding
the aggressiveness of an animal without having to wait for an attack and provides the City Manger with
a lot of�eeway with regard to how to handle the complaint without jumping to conclusions. He further
cornmenied the ordinance aiso provides an appeal process.
Mary Graff, 32 Ghuckwagon Road, addressed the City Council to suggest that there be an educational
public information campaign to provide residents with a better understanding of dog behavior.
Counciimember Dieringer commented that the ardinance atso provides a remedy to requite training for
the dogs as well as dog owmers.
Roger Hawkins,37 Crest Road West addressed the City Council ta express concem that the ordiz�ance is
more ptoactive than it needs to be. He suggested that the ordinance should also address non-residents
that walk their dogs unleashed. He also exp�ressed concern that tlae ordinance makes it toa easy to file a
complaint and too oaerous on dog owners. He furthez suggested that residenks be provided more
opportunity to comment on the ordinance and that a leash law may be a better alternative.
Following public comment and discussion, Councilmember BZack moved that the City Council
introduce the Ordinance for first reading,waive full reading of the Ordinance and schedule Che second
reading for the next meeting of the City Cotincil. Mayor Pro Tem Pieper seconded ttte rnotion, which
carried without objection.

CONSIDERATION OF A RECOMMENDATION FOR AWARD OF A BID TO CHRISP
COMPANY FOR FY 2014-15 CITYWIDE REP�ACEMENF OF TRAF�'IC STRIPING AND
PAVEMENT MARKINGS IN THE CITY OF ROLLING HILLS AND APPROPRIA'FION
THEREFORE.
Mayor Lay introduce�the item and asked for staffls comments. City Manger Cruz reviewed the staff
report and commented that over the last several years, due tv budget constraints, tlze City ttas only
striped the roadways that needed striping and that the last citywide striping pro3ect was done in 2009-10
and at that time, it was done by Los Angeles County Pubiic Works. He stated that the budget am.ount
for striping in FY 2014-15 is$47,Q00 and the low bid this year came in at$58,7Q3.34.He stated that he
and the Traffic Engineer reviewed f]�e slseet shiping and theze are some streets that don't need striping.
He stated the City Council cou�d accept the bid at the full arnount and then amend the scope of work to
reduce the amount of striping to fit within the budget up to 25%less.Discussron ensued concerning the
bid process as compared ta the process for using the County of Los Angeles to do t4�e striping. Further
discussion ensued concerning t]xe current need£or st�rriping and what would need to be done w adjust the
scope of worlc,

Following discussion, Counciirnember Dieringer maved tttat the City Council reject all hids for FY
201415 Citywide Replacement of Traffic Striping aFtd Pavement Markings project and direct staff to
prepare a revised scope of work to re�ect onFy the streets that need restriping and send it out to hid
again. Mayor Pto Tem Pieper seconded the motion,which carried without objection. Staff was further
d'uected ta request a price quote from the County of Los AngeIes for the zevised scope of work and to
request that the Gounty�estripe the stree�s fihat are not currently striped.
CONSIDERAT'ION OF A CASH DONATION IN THE AMOUNT OF $2,000 FROM J.
RALPH BLACK.
Mayor Lay introduced the item and asked for sta�s comments. City Mar�ager Cn�z stated that the City
received a$2,000 d�nation from Dr. Ralph Black to be usad for placing flagpoles at the Eastfield and
Crest gates. He further stated that because the flagpoles are on private pmpexty,the City would not be
able to use the funds for that purpose. Counci�member Black commen�ted that ha thinks tha property at
the gates is owned by the City. Discussion ensued concerc�ing the ownership of those properties.
Following discussion, staff was d'uected to confirm whether or not the City owns the property at the
Crest and Eastfield Gates where the flagpoles are proposed. Consideration of this matter was continned.

Mayor Pro Tem Pieper asked for an npdate on the undergrounding project on Williamsburg Lane
because he received an inquiry from Sean Bennett on the rnatter.City Manager Cruz provided an update
stating that he is working with Verizon offioials to obtain a realistic estimate.
Mayor Pro Tem Pieper also pxovided an update on the ad hoc comzinittee's status with regard to
providing clarification on the View Ordinarice.He stated that the ad hoc committee is scheduled to meet
again before the No�ember I0�' City Council Fneeting and after they are dotte, the matter wilI go the
Plane�ing Gommission for their review and tk�en to the City Council after that.
Coutxcil�nember Dieringer asked that a meeting be scheduled wit.� the Southern Califomia Gas
Company regarding the installation of additional poles to support their Advanced Meters in the City.

Mayor Lay infroduced the item and asked for staffls comments. Finance Director Shea presented the
quarterly schedule o�investments report for the quarter ending September 30, 2014.He stated that the
portfolio yield went up slightly. He furthe�r stated that interest income is up slightly at�d the OPEB
investmez�t lost$13,000 this quarter but is still up approximately$142,000 over the three years of the
investmen�The report was received and filed.
