MINUTES OF THE
REGULAR NEETING', OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS,, CALIFORNIA

A regular meeting of the City Council of the City of Rolling -
Hills was called to order by Mayor Fay at 7;30 P.M,, on Monday, June 13,
1966 at the City Office.

It was moved by Councilman Tourtelot, seconded by Councilman
Nadal and unanimously carried that the minutes of May 23, 1.966 be
approved as corrected.
REPORTS OF CITY DEPARTMENTS.
Fire Department
The Fire Department Activity Report for the month of May 1966
was presented and ordered received and filed, '
Los Angeles County Regional Planning Commission
The Population Report for April, 1966 was presented and ordered
received and filed. The population figure for the City of Rolling Hills
is now 2003.
County Engineer
The Comparative Report on Revenues and Expenses of the Los
Angeles County Building and Safety Division for the period 1961-1966
was presented as requested at the last Council meeting. The Manager
reported that after a discussion with Mr. Bond of the Building and
Safety Division in Lomita, she would not recommend a change in. any of
the building permit fees. Mrs. Clifton stated that she felt the plan
check fees should be increased and would make a recommendation to the
Council after further study.
PAYMENT OF BILLS
It was moved by Councilman Nadal that Demands No. 2267 through
2288 and 2290 be approved for payment from the General Fund and that
Demand No. 2289 be approved for payment from the Traffic Safety Fund.

PROPOSED ORDINANCE RE'PORTION OF CRENSHAW BOULEVARD
Mr. Kinley gave a resume of a proposed ordinance relating
to a portion of CrenshAw Boulevard along the westerly boundary of the
City of Rolling Hills, involving an area of approximately 23,004. -square
feet over which the County requests jurisdiction in order to make
certain improvements.
Thereafter, Councilman Tourtelot introduced Proposed Ordinance
re Portion of Crenshaw Boulevard entitled 11AN ORDINANCE OF THE CITY OF
ROLLING HILLS, CALIFORNIA., DECLARING A PORTION OF CRENSHAW BOULEVARD TO
BE A PART OF THE COUNTY OF LOS ANGELES SYSTEM OF HIGHWAYS FOR CERTAIN
PURPOSES" , an.d moved that reading in .full of the proposed Ordinance 'be
waived. The motion. was seconded by Counc.ilmari Nadal and carr.�ied by- the
following vote:

PROPOSED ORDINANCE -AMENDING -.ORDINANCE NO. 47 --CLAIMS
Mr. Kinley requested that Proposed Ordinance.Amending..Ordin-
ance No. 47 --Claims be held,on the agenaa, The Mayor s:o ordered.
ADMINISTRATION BUILDING
Councilman Tourtelot asked the City Manager if a letter had
been written to Mr.'Corwin.H. Eberting, Jr. -relating to a cost figure
.of $60,000 for'the construction.of the new Administration Building.
Mrs. Clifton stated that the.letter had been written and that the
demand. for Mr. Eberting, approved earlier in the..meeting, had reflected
a revised ,statement from Mr.. Eberting.;
Councilman Nadal stated tho*lhe would"like the Council to
look at the location:.of the parking :lot from'the.aspect.of beauty. He
felt that the.building would appear mbre.:attractive with the parking '4F
area on the side.,or in the rear. The Ma or directed Mrs. Clifton to
request the architectto do a study on the parking area for the Council's
consideration.
EASTFIELD GATE CONDEMNATION
Mr, Kinley outlined the steps that.could be taken concerning
the acquisition.of property at the Eastfield Gate. He further stated
that he would receive the costs on the appraisal any day. Following
discussion, theMaqor instructed Mr. Kinley to ascertain if the property
could be acquired by - private negotiation rather than by going into
condemnation.
BANK ACCOUNT
Marion Welch suggested that, as a matter.of convenience,
the.•City's bank account.be transferred from United California Bank in
San Pedro to the Lomita Branch -of the Gateway National Bank. -Following
discussion, #-was moved by Councilman Tourtelot, seconded by Councilman
Nadal and unanimously carried that City Funds be transferred to the
Lomita Branch of the Gateway National.Bank.on;July 1, 1966. The Mayor
instructed the Manager to have the necessary bank cards for the Councilt s
signatures , at. -the,. ;next. meeting .,
PLANNING C0*1ISSION MEETING:DATE.
The Ma 'ager requested a change in the meeting dates 'of the
.Planning Commission from the 4th Tuesday to the 3rd Tuesday of each
month. stating that she had.asked all the C ommissioners and Mr.,Kinley
and they approved the change
It was moved.by.Councilman Tourtelet, seconded by Councilman
..Nada . 1 and unanimously carried that the meeting date of the Planning
Cammission.be chapgged:to the .3rd Tuesday.of.each month,and that the
residents be.,not faed':_of, the change in the. Newsletter.
ENFORCEMENT, OF. SPEED', -LIMITS t

apparent :disregard . of. 'the,., speed limits .within .the ..City.,. The",Manager
stated ,that she..had spoken. ;with Lt. Sholten. of athe. Sheriff s .Department
and` a ked *that ` a'stfield Drive be given. additional attention 'regarding
traffic control. Mrs. Clifton said she had.also instructed.Lt. Etienne,
the,Chief,Security.Officer�j to remind all persons :.entering the gates to
observe the -absolute speed limits in. the City of Rolling Hills. After
discussion,, the,Mayor,.requested the Manager -to insert a boxed notice in
the. JulyNewsletter and if the speeding problem .persists:, ,a special
1et.ter will be sent to residents.

next.meeting indicating the average..number:-of cars entering the City
each day.
