CALL TO ORDER
A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by Chairman
Hiil at 8:36 a.m. on Thursday, July 24, 2014, in the City Council Chambers, at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California.

Commissioners Present: Wilson, Vice Chairperson Virtue and Chairman Hill.
Commissioners Absent: Heitzler and Margeta.

APPROVAL OF MINUTES
MINUTES OF MAY 22, 2014
Vice Chairperson Virtue moved that the Traffic Commission approve the minutes of a regular meeting of the
Traffic Commission held on May 22, 2014. Commissioner Wilson seconded the motion, which carried
without objection.
PRESENTATION
PRESENTATiON BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF
ROLLING HILLS.
Deputy Schloegl presented the traffic statistics for April, May and June 2014 stating that during that time
there were no collisions and no DUI arrests; and the Deputies issued 55 hazardous citations in April, 58
hazardous citations in May and 38 so far in June although June is still being tabulated. He commented that
the July statistics are not yet completed, but there was one DUI arrest on July 6, 2014.
Having been recognized by Chairman Hill, Sue Breiholz, 6 Upper Blackwater Canyon Road addressed the
TraEfic Commission to express concern that there are still vehicles parking in the easement at 20 Portuguese
Bend Road and blocking the bridle trail which makes the bridle trail unusable for horses. She suggested that
maybe as a part of the driveway project, the applicant can include a parking area for their workers. In
response to Chairman Hill, Traffic Engineer Munoz stated that she does not believe the driveway wiil
address the parking concern. It was suggested that staff wark with the SherifPs Dept. to address the parking
issue.
OLD BUSINESS
CONSIDERATION OF A NEW DRNEWAY APRON AT 20 PORTUGUESE BEND RD. (DYER)
Chairman Hili introduced the item and asked for staff's comments. City Manager Cruz stated that in addition
to the parking issues, he has been addressing the issues regarding the vegetation that were raised at the
previous meeting but the applicant has been out of town and the issues have not been resolved. Discussion
ensued concerning cutting the vegetation back. Vice Chairperson ViRue suggested that the vegetation near
the driveway apron be less than 3.5 ft. in height because she feels 3.5 ft. is too high and it should be a
maximum of 30 inches.
Discussion ensued concerning whether the vegetation should be cut back or cut down. Traffic Engineer
Munoz stated that there are two separate issues regarding the vegetation — the first issue pertains to any new

vegetation that would be planted in the vicinity of the proposed driveway and the second is the existing bush
that is overgrown and creates a visibility and traffic safety issue. With regard to the first issue relating to the
new improvements, Traffic Engineer Munoz recommends that any new vegetation be no higher than 3.5 ft.
in height and Commissioner Virtue feels is should be no higher than 2.5 fr. in height. With regard to the
existing condition where the bush is overgrown, Traffic Engineer Munoz suggested it be cut back to improve
the visibility and address the safety issues. Consideration of this matter was continued to allow the applicant
time to address the issue.
NEW BUSINESS
CONSIDERATION OF A REQUEST FROM THE PALOS VERDES ART CENTER FOR AN
ARTIST STUDIO TOUR AT 14 CINCHRING ROAD ON SATURDAY AND SUNDAY
SEPTEMBER 27-28, 2014.
Chairman Hill introduced the item and asked for staffs comments. City Manager Cruz reviewed the request
and stated that it is recommended for approval. Following brief discussion, the Traffic Commission
recommended approval of the Palos Verdes Art Center Artist Studio Tour as proposed.
CONSIDERATION OF FY 2014-15 BID SPECIFICATIONS AND REQUEST FOR BID FOR
C]TYWIDE REPLACEMENT OF TRAFFIC STRIPING AND PAVEMENT MARKINGS
PROJECT.
Chairman Hill introduced the item and asked for stafPs comments. City Manager Cruz reviewed the bid
specifications for the citywide replacement for traffic striping and pavement markings project. He noted that
the Traffic Engineer has reviewed the document. He further commented that a resident suggested that a
better paint that will last longer be used for the project but in staff's research based on the increased cost for
the thermoplastic paint, staff recommends using the same paint previously used. Brief discussion ensued
concerning the cost of thermoplastic paint and the retum on investment. Vice Chairperson Virtue commented
that the Traffic Commission previously researched using thermoplastic paint but it was determined that
because it is much more slippery than the existing paint, it wasn't the best option for use in an equestrian
community. Following brief discussion, the Traffic Commission recommended approval of the FY 2014-15
Bid Specifications and Request for Bid for the citywide replacement of traffic striping and pavement
markings project as presented.

Hearing no further business before the Commission, Chairman Hill adjourned the meeting at 9:07 a.m. The
next regular meeting of the Traffic Commission is scheduled to be held on Thursday, September 25, 2014
beginning at 830 a.m. in the Rolling Hills City Council Chamber at City Hall, 2 Poriuguese Bend Rd.,
Rolling Hills, CA.
